Funding for Agricultural Schemes

The criteria for allocation of funds to various States under different agriculture related schemes implemented  by the Government of India, including Rashtriya Krishi Vikas Yojana and National Food Security Mission, are given below. Government does not propose to formulate new parameters or amend the existing criteria for allocation of funds under most of these schemes as of now.

The Government receives proposals from State Governments for additional allocation under some schemes from time to time. These are sanctioned based on the availability of funds, physical performance of the States during the previous years, status of past utilization of funds, unspent funds if any available with the States.

Allocation criteria of various agriculture schemes of Government of India is given under:

 

1.         Rashtriya Krishi Vikas Yojana (RKVY) revamped as RKVY-RAFTAAR in November 2017.

Percentage share of net un-irrigated area in a State to the net un-irrigated area of all States.

Percentage of small and marginal farmers in the state compared to total number of small and marginal farmers in the country.

Moving averages of the increase in plan expenditure in agriculture & allied sectors including animal husbandry, fisheries etc. in the previous 3 year period.

Average Gross State Value Added (GSVA) in agriculture and allied sectors in the last 3 years.

Percentage of youth population in the state compared to total youth in the country

5%

6

Inverse of Yield gap between state average yield and potential yields as indicated in the frontline demonstration data.

10%

 

2.         Sub Mission on Agricultural Mechanization (SMAM)

a) 50% weightage to the proportion of states cultivable area to total cultivable area of the country; and

b) 50% weightage to the proportion of state area under small and marginal holdings to total area under small and marginal farmers in the country.

 

 

 

3.         National Food Security Mission (NFSM)

The allotment of budget under NFSM towards State Governments is based on Budget Estimate  of the NFSM, the attributes like area coverage under crops, production, resource use efficiency of the State / Agency during preceding years.

 

The allocation criteria for most of the agriculture schemes are based on previous year’s allocation of funds, physical performance during previous years, status of utilization of funds, unspent funds if any available with states and the demands received from states.
