Government of India takes several steps to promote renewable energy in the country
The Ministry of New & Renewable Energy (MNRE) has issued the Scheme Guidelines for Production Linked Incentive (PLI) Scheme (Tranche-II) under ‘National Programme on High Efficiency Solar PV Modules’, with an outlay of Rs. 19,500 crore. On 18.11.2022, Solar Energy Corporation of India Limited, (SECI), a Central Public Sector Enterprise under MNRE, has issued the Request for Selection (RfS) for selection of solar PV module manufacturers for setting up manufacturing capacities for high efficiency solar PV modules in India under the Production Linked Incentive Scheme (Tranche-II).
The Production Linked Incentive Scheme (Tranche-II) under ‘National Programme on High Efficiency Solar PV Modules’ envisaged direct employment of about 1,95,000 and indirect employment of around 7,80,000 persons.
Letters of award have been issued under Tranche-I of PLI Scheme for High Efficiency Solar PV Modules, for setting up of 8.737 GW of fully integrated solar PV module manufacturing capacities. Further, Tranche-II of PLI Scheme for High Efficiency Solar PV Modules, has envisaged setting up of another about 65 GW per annum of fully / partially integrated solar PV module manufacturing capacity.
So far, there is no proposal for creating any special mobility zones for zero fossil fuel vehicles, in Ministry of New & Renewable Energy, Ministry of Power or NITI Aayog.
The Government has taken several steps to promote renewable energy in the country. These inter-alia include:
- Permitting Foreign Direct Investment (FDI) up to 100 percent under the automatic route.
- ‘Must-run’ status to solar and wind power as per clause 5.2(u) of Central Electricity Regulatory Commission (Indian Electricity Grid Code) Regulations, 2010.
- Notification of ‘Electricity (Promotion of Generation of Electricity from Must-Run Power Plant) Rules, 2021, which provide that must-run power plants shall not be subjected to curtailment or regulation of generation or supply of electricity on account of merit order dispatch or any other commercial consideration, subject to conditions provided under the said Rules.
- Waiver of inter-state transmission charges on transmission of electricity generated from solar and wind sources of energy, for projects commissioned upto 30.06.2025.
- Issuance of Renewable Purchase Obligation (RPO) and Energy Storage Obligation (ESO), wherein trajectory for RPO for wind, Hydro Purchase Obligation (HPO) and other RPOs as well as ESO targets as a percentage of total consumption of electricity has been laid down for the years upto 2029-30.
- Setting up of Ultra Mega Renewable Energy Parks to provide land and transmission to renewable energy developers on a plug and play basis.
- Schemes such as Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM- KUSUM), Solar Rooftop Phase II, 12000 MW CPSU Scheme Phase II, etc.
- Laying of new transmission lines and creating new sub-station capacity under the Green Energy Corridor Scheme for evacuation of renewable power.
- Standard Bidding Guidelines for tariff based competitive bidding process for procurement of Power from Grid Connected Solar PV and Wind Projects.
- Notification of Electricity (Promoting Renewable Energy through Green Energy Open Access) Rules, 2022 in order to further accelerate renewable energy programme with the end goal of ensuring access to affordable, reliable, sustainable and green energy for all.
- Announcement of National Green Hydrogen Mission.
