Water being a State subject, it is for the State Government concerned to plan, implement and manage the irrigation projects, and to prepare action plan to make irrigation system more extensive in the State. Role of Government of India is limited to providing technical support, and partial financial assistance for identified projects under the ongoing schemes.
Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) was launched during the year 2015-16, with an aim to enhance physical access of water on farm and expand cultivable area under assured irrigation, improve on-farm water use efficiency, introduce sustainable water conservation practices, etc. Extension for implementation of PMKSY during 2021-22 to 2025-26 has been approved by Government of India in December, 2021.
Technological innovations such as underground pipelines, micro-irrigation, SCADA based monitoring etc. are promoted under Pradhan Mantri Krishi Sinchayee Yojana- Accelerated Irrigation Benefits Programme (PMKSY-AIBP). States are encouraged to adopt such interventions for enhanced water use efficiency.
Some of the important projects under PMKSY-AIBP with SCADA as a component are listed at Annexure-I.
Further, the Cabinet has approved to implement pilot projects for Modernization of Command Area Development and Water Management (M-CADWM) as a sub-scheme of PMKSY on 09.04.2025. The scheme aims for efficient distribution and utilisation of water through pressurised piped network and use of micro-irrigation in a designated cluster by adopting the principles of integrated water resources management. The Supervisory Control and Data Acquisition (SCADA) and Internet of Things (IoT) are also envisaged for water accounting and water management under the scheme. A total of 32 nos. of clusters in 23 States/UTs are sanctioned for inclusion under the M-CADWM Scheme. The details of 32 nos. of clusters are at Annexure-II.
Mother Sanctions (Budget allotment) under PMKSY-AIBP are issued to States project wise. Components under a project is undertaken in a financial year on the basis of progress made under the project and their action plan for execution of the project in that financial year. For M-CADWM Scheme, the approved total outlay is Rs. 1600 crores of which Central Share is Rs. 1100 crores (including Rs.100 crores for Administrative and Other Expenses) and State share is Rs. 500 crores. Rs. 550 crores is the budget outlay in BE 2026-27.
The details in respect of M-CADWM Scheme are placed at Annexure-II.
However, M-CADWM Scheme will develop suitable models for different agro-climatic zones, integrating various sources of water, and different levels of water availability, covering both areas of assured irrigation and protected irrigation. These models will pave the way for development of a national plan for modernization of water management in rural area in general and irrigation services in particular based on integrated, sustainable, efficient and inclusive water management.
