IMPLEMENTATION OF DAJGUA

The Union Minister of State for Tribal Affairs Shri Durgadas Uikey today informed Lok Sabha thatDharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA) was launched by Hon’ble PM on 2nd October, 2024. The Abhiyan comprises of 25 interventions implemented by 17-line Ministries and aims to saturate infrastructural gaps in 63,843 villages, improve access to health, education, Anganwadi facilities and providing livelihood opportunities in 549 districts and 2,911 blocks in 30 States/UTs during the period 2024-25 to 2028-29.

The names of the sector-wise interventions included under the Abhiyan, covering the areas such as infrastructure, health, education, Anganwadi services and livelihood generation along with details of the Ministries/Departments involved therein are provided in the Annexure I.

The implementation of the DAJGUA is supported by an institutional framework designed to ensure coordinated action among Stakeholders viz. participating Ministries, Departments, and State Governments. At the national level, the Ministry of Tribal Affairs functions as the nodal Ministry responsible for overall planning, policy guidance, and inter‑ministerial coordination. Coordination mechanisms include inter‑ministerial consultations, review meetings, and data sharing arrangements to monitor progress and address implementation challenges. The Ministry has also established a PMU at the national level. This unit works in close coordination with partner ministries to assess the progress of their respective interventions under the Abhiyan. At the State and district levels, State Governments play a key role in execution through existing administrative structures, with district administrations facilitating coordination among line departments to ensure integrated and timely delivery of services in tribal‑dominated villages.

The Abhiyan has total budgetary outlay of Rs.79,156 Cr (Central share: ₹56,333 Cr and State share: ₹22,823 Cr) for a period of 5 years, from 2024-25 to 2028-29. Each concerned Ministry has been allocated budget and targets under Abhiyan and responsible for implementing the intervention assigned to it.

The current progress achieved so far in bridging infrastructural and service delivery gaps in tribal-dominated villages under the initiative in respect of interventions concerning various Ministries including Ratlam-Jhabua-Alirajpur Constituency of the State of Madhya Pradesh, is given at Annexure II.

The intervention is proposed under the ‘Digital India’ programme, where projects would be sanctioned by the MeITY as applicable. However, as of date, MeITY has not reported progress under the intervention.

 

The interventions under DAJGUA, implemented by the Ministry of Tribal Affairs are as follows:

Centres of Competence have been sanctioned in 15 states, which include Odisha, Bihar, UK, Kerala, Rajasthan, Tamilnadu, Chhattisgarh, Gujarat, Jharkhand, Telangana, Andhra Pradesh and Assam.

 

CoC is operational in Assam, while in Maharashtra, the CoC is ready for inauguration.

Forest Rights Act (FRA) Cell

433 FRA cells have been sanctioned in 20 states at the state and district level.

Support for Preparation of Community Forest Resource Management Plan (CFRM)

920 CFRM approved with an outlay of Rs. 13060 Lakhs as on date.

SCD Awareness

The scheme has been sanctioned in 17 states with an outlay of Rs. 1116.25 Lakhs.

Construction of Ashram Schools & Hostels, repairing etc

6,773 projects have been sanctioned under the scheme ‘construction of Ashram School and Hostels’. As on date, work is under progress or nearing completion in 417 schools.
