Vision, Mission, Objectives and Functions
Vision:
To disseminate information on the policies, programmes and achievements of Government for educating & empowering the people of India
 
Mission:
Ø    To effectively disseminate information on the policies, programmes & achievements of Government and ensuring free flow of information to the public.
Ø    To communicate and publicise the Government's Flagship programmes directly to the beneficiaries through appropriate multimedia public campaigns down to the grassroots level.
 
Objectives:
o        To provide information on the policies, programmes and achievements of the Government to media at national and regional level (including regional press)
o        Special media / publicity events
o        Media Outreach Programme
o        Modernizing communication and information dissemination systems in the PIB to fully utilize the modern technology
o        Strengthening emergency response systems
 
Functions:
v    Presentation and interpretation of information on the policies and activities of the Government of India through the medium of the press.
v    Dissemination of information through different modes of communication.
v    Advising Government on information problems relating to the Press, keeping Government informed of the main trends of public opinion as reflected in the Press and liaison between Government and the Press.

SECTION 4
Description and Definition of Success Indicators and Proposed Measurement Methodology
 
Objective – 1 The Success Indicator in respect of the action “Ensure information outflow to media on government policies and programmes on regular basis through press releases, feature articles, organizing press conferences, media briefing etc.”, the Success Indicators have been identified in terms of no. of press releases/feature articles issued and no. of press conferences/briefings held as these are quantifiable deliverables.  Similarly, the Success Indicators in respect of “Ensure timely feedback from national/regional press on important policies and programmes of the Government of India” have also been defined in terms of no. of reports provided on daily/weekly basis to PMO, M/o I&B and other Ministries of Government of India. 
Objective – 2 The Success Indicators for “Special media/publicity events” are defined in terms of no. of events organized during a year as PIB not only provides media support to these events but also organizes some of these events. 
Objective – 3 The success Indicator relating to “Dissemination of information directly to the beneficiaries on flagship programmes”, is the number of Public Information Campaigns (PICs) conducted across the country during the year.  The success of the objective is reflected by the number of PICs organized and number of target beneficiaries reached by Media Outreach Programme. The revamped Media Outreach Programme in new Plan period involves qualitative change from previous years with advance Monitoring and Financial Management Systems
Objective – 4  The Success Indicator for providing “World class facilities to media for the News Conferences etc., is progress towards completion of National Press Centre (NPC) building and the methodology to measure the same is completion of various stages of construction work of NPC building. Modernizing communication and information dissemination systems in the PIB to fully utilize the modern technology includes (A) operationalising network operations and IT activities in National Press Centre;   and (B) online accreditation of media persons.
Objective - 5 The Success Indicator for “Strengthening /emergency response systems” is defined in terms of completion of stages involved in facilitating setting up of 24x7 Control Room.

(ii). Sufficient manpower- officers and staff to deal with all Ministries/ Departments efficiently as given in Cadre Review proposal of PIB
