Background

  • Blue revolution Scheme for integrated development and management of fisheries launched in FY 2015-16 with a central outlay of Rs. 3,000 Crore for five years.
  • Fisheries sector growth at 10.87 per cent as against the GDP growth of 7 per cent during 2014-15 to 2018-19. The fish production reached an all-time high of 142 lakh tonnes (FY2019-20) with marine exports touching Rs. 46,663 crores.
  • But it was felt that further efforts needed to be made for realizing the full potential of fisheries sector.
  • So, to address critical gaps across the value chain; from fish production and quality control to post-harvest infrastructure, traceability, and market linkages, Government conceived Pradhan Mantri Matsya Sampada Yojana (PMMSY).

Highest Ever Investment in Fisheries sector under PMMSY: Rs 30,572 crores investment in the fisheries sector under various schemes and programmes namely Blue Revolution, Fisheries and Aquaculture Infrastructure Development Fund (FIDF) and Pradhan Mantri Matsya Sampada Yojna.

Technology Infusion: ‘More Crop per Drop’

  • PMMSY adds to the value chain through technology infusion and optimal water management to achieve ‘more crop per drop’
  • For this, Rs. 2,841 crore investment has been planned for expansion, intensification and diversification of Aquaculture

  1. Modernization of fishing vessels.
  2. Low-cost indigenous fishing vessels.

Alternative Sustainable Livelihoods

  • 25 per cent of marine fishermen to shift to mariculture in next 10 years.
  • Rs. 1276 crore investment planned for promoting cage culture and seaweed cultivation.
  • Seaweed cultivation to generate large scale employment for coastal fisherwomen.
  • Rs. 750 crores to be invested for developing 100 coastal fishing villages to promote sustainable fishing practices, reduce environmental stress and improve socio-economic condition of coastal fisherman.

Productive Utilization of land and water: From waste lands to Wealth lands

  • Rs. 576 crore investments planned for productive utilization of saline and alkaline effected lands for aquaculture.
  • Development of aqua hub with end-to-end linkages for promotion of exports.
  • Rs.520 crore investments under PMMSY for development of 10 lakh hectares of reservoirs and wetlands for fisheries in next 5 years.

Entrepreneur-led model: PMMSY aims to create a conducive environment for private sector participation, development of entrepreneurship & innovative business models in fisheries sector.

Empowering the youth to take up entrepreneurship

  • Conduct startup challenge
  • Develop technology incubation centers
  • Fisheries incubation center in every aquapark
  • Attractive package of assistance under PMMSY for start-ups/integrated units.

Employment generation and livelihood

  • 55 lakh employment opportunities will be created through PMMSY- 15 lakh in direct fishes & 40 lakh in allied activities.
  • 6 lakh families to be provided livelihood and nutritional support during fish ban/lean period both in marine and land areas.

Doubling Export

  • PMMSY aims at doubling fisheries exports from Rs. 46,663 crores to Rs. 1 lakh crore by 2025.
  • Focus on clusters, species diversification, promotion of value-addedproducts, infrastructure and logistics support, marketing and promotion of brand India.
  • 4 focus species: Tilapia, Pangasius, Sea Bass and Mud crab.

Financial Inclusion for fisherman, fish farmers and other stakeholders

  • In FY 2018-19, Government of India extended Kisan Credit Card (KCC) facility to fishers & fish farmers to help them meet their working capital and short term credit needs.

Other financial inclusion initiatives for fishers and fish farmers

  1. Vessel Insurance: Insurance coverage for fishing vessels is being introduced for the first time in fisheries.
  2. Group Accident Insurance Scheme for Fishers (GAIS): Provides for insurance coverage of Rs. 5 lakhs in case of death and permanent total disability; Rs. 2.50 lakhs for permanent partial disability and Rs. 25,000 for hospitalization.

Modern Infrastructure in Fisheries Sector

  • Highest ever investment of Rs. 7,710 crores for Infrastructure development in fisheries sector.
  • Rs. 8,000 crores for harbors and landing centers.
  • Rs. 2,400 crores for cold chain and market infrastructure.
  • Inland fishing harbors and landing centers along the Ganga and Brahmaputra rivers will be promoted.
  • 61 fishing harbors and fish landing centers to be developed and modernized under PMMSY, Sagarmala and FIDF.
  • Fishing harbors and fish landing centers to be promoted as hubs of economic activities.
