Operation Greens: From TOP to TOTAL

Operation Greens scheme was launched by the Ministry of Food Processing Industries (MoFPI) in November 2018 in order to stabilize the supply of Tomato, Onion and Potato (TOP) crops and control its price volatility.
The scheme was announced in the Union Budget 2018-19 on the lines of Operation flood with an outlay of Rs 500 crore.
It aims to enhance value realization of TOP farmers; reduction in post-harvest losses; price stabilization for producer and consumers and increase in food processing capacities and value addition. There is a focus on the integrated development of TOP value chain.
Objectives:
- Enhancing value realisation of TOP farmers through targeted interventions to strengthen TOP production clusters and their FPOs, and linking/connecting them with the market.
· Price stabilisation for producers and consumers by proper production planning in the TOP clusters and introduction of dual use varieties.
· Reducing post-harvest losses by creation of farm gate infrastructure, development of suitable agro-logistics, creation of appropriate storage capacity linking consumption centres.
· Increasing food processing capacities and value addition in TOP value chain with firm linkages with production clusters.
- Setting up of a market intelligence network to collect and collate real time data on demand and supply and price of TOP crops.
Strategy:
The scheme focuses on both short term and long term interventions to achieve its objectives.
- Price Stabilisation Measures (Short term):
MoFPI will provide 50 per cent of the subsidy, through NAFED, to empanelled agencies for evacuation of TOP crops from production surplus areas when price falls below the three-year average market price at the time of harvest, for the following two components:
- Transportation of TOP Crops from production to storage
- Hiring of appropriate storage facilities for TOP Crops
- Integrated Value Chain Development Projects (Long term):
- Capacity Building of FPOs & their consortium
- Formation of new FPOs in the clusters selected for TOP
- Promotional activities, Training/Workshop of farmers and FPOs
- Professional management support to FPOs & Federations
- Quality production
- Provision for quality inputs such as seeds
- Setting up of nursery and greenhouses
- Setting up of protected cultivation
- Mechanisation of farm practices
- Promote Contract farming
- Varietal change based on market
- Post-harvest processing facilities
- Appropriate storage at farm level
- Collection centre (CC)/Pack house
- Primary processing such as sorting, grading and packaging facilities
- Secondary processing – any mechanised and mobile processing facilities
- Appropriate transportation infrastructure
- Agri-logistics
- Integrated multi-mode appropriate transportation
- Controlled temperature/Ventilated trucks with or without raking
- Crates, rakes etc
- Medium/large scale storage at regional, state and national level
- Marketing / Consumption Points
- Appropriate storage facilities at aggregation/ market level
- Sorting, grading and packaging facilities
- Setting-up of retail outlets
- Setting-up of marketing yards at the cluster level
- Creation of e-market
Pattern of Assistance:
- For Price Stabilisation Measures:
50 per cent of cost of transportation and 50 per cent of cost of hiring appropriate storage facilities will be provided as subsidy at the time of harvest. Storage facilities will be hired for a maximum period of four to six months. NAFED will be nodal agency for disbursement of subsidy under this component to the eligible organization.
- For Integrated value chain development projects:
The projects will be eligible for grant-in-aid at the rate of 50 per cent of the eligible project cost in all areas, subject to maximum Rs. 50 Crore per project. However, in case of FPOs, the grant-in-aid will be at the rate of 70 per cent of the eligible project cost in all areas, subject to maximum Rs. 50 Crore per project.
Market Intelligence and Early Warning System (MIEWS):
MIEWS Dashboard and Portal is a platform for monitoring prices of tomato, onion and potato (TOP) and for generating alerts for intervention under the terms of the Operation Greens scheme. The portal would disseminate all relevant information related to TOP crops such as Prices and Arrivals, Area, Yield and Production, Imports and Exports, Crop Calendars, Crop Agronomy, etc in an easy-to-use visual format.
Fund Allocation:
The scheme is demand-driven and funds are allocated on the basis of applications received. No crop-wise/state-wise funds are earmarked under the scheme.
The details of the funds allocated and released are given in the table below:
Till August 9, 2021, six projects with project cost of ₹363.30 Crore, with grant-in-aid of ₹136.82 Cr, targeting 31 FPOs in six production clusters have been approved; one each for tomato, onion and potato in Gujarat, two for onion in Maharashtra and one for tomato in Andhra Pradesh.
As per the Budget 2021-22 announcement, Operation Greens scheme has been expanded to cover 22 perishables, including shrimp.
From TOP to TOTAL:
The MoFPI, on June 2020, extended the Operation Greens scheme from Tomato, Onion and Potato (TOP) to all fruits & vegetables (TOTAL) for a period of six months on pilot basis as part of Aatmanirbhar Bharat Abhiyan.
The salient features of the guidelines are as below:
- Objective: The objective of intervention is to protect the growers of fruits and vegetables from making distress sale due to lockdown and reduce the post-harvest losses.
- Eligible Crops:
Fruits- Mango, Banana, Guava, Kiwi, Litchi, Papaya, Mousambi, Orange, Kinnow, Lime, Lemon, Pineapple, Pomegranate, Jackfruit, Apple, Almond, Aonla, Passion fruit, Pear, Mandarins;
Vegetables - French beans, Bitter Gourd, Brinjal, Capsicum, Carrot, Cauliflower, Chillies (Green), Okra, Cucumber, Peas, Garlic, Onion, Potato, Tomato, Turmeric (raw).
Any other fruit/vegetable can be added in future on the basis of recommendation by Ministry of Agriculture or State Government (For list of eligible crops, selected surplus production clusters and trigger price for intervention under the scheme – Please Click Here).
- Eligible Entities: Food processors, FPOs/FPCs, Co-operative Societies, Individual farmers, Licensed Commission Agents, Exporters, State Marketing/Co- operative Federation, Retailers etc. engaged in processing/ marketing of fruits and vegetables.
- Pattern of Assistance:Ministry will provide subsidy at the rate of 50 per cent of the cost of the following two components, subject to the cost norms:
- Transportation of eligible crops from surplus production cluster to consumption centre;
- Hiring of appropriate storage facilities for eligible crops (for maximum period of three months);
- Submission of claim for subsidy: Eligible entities, who comply with the aforesaid essential criteria may undertake the transportation and/or storage of notified crops from notified surplus production cluster, without any prior approval from MoFPI and thereafter submit their claim on online portal https://www.sampada-mofpi.gov.in/Login.aspx.
Operation Greens – Convergence with Kisan Rail and KrishiUdan:
Kisan Rail: Kisan Rail ensures agro products reach from one corner to another corner of the country in a quick time by faster transportation benefitting both the farmers and the consumers.Any person, including farmers can transport any notified fruits and vegetable crops through Kisan Rails. Railways would charge only 50 per cent of freight charges on these fruits and vegetables. Remaining 50 per cent of the freight charges will be provided as subsidy under Operation Greens Scheme by MoFPI to the Indian Railways.
KrishiUdan: KrishiUdaan Scheme stands converged with Operation Greens through air freight subsidy of 50 per cent for the agri-perishables of NER (North-Eastern Region) States and four Himalayan States/UTs. The expansion of product-coverage will boost the KrishiUdaan Scheme and improve air cargo transportation from these States.
