Introduction
Pradhan Mantri Viksit Bharat Rozgaar Yojana – for youth, was announced on the occasion of 79th Independence Day by Hon’ble Prime Minister Narendra Modi as a special gift to empower India’s young generation. On this historic day, as the nation celebrates its freedom and progress, the scheme reinforces India’s demographic advantage, with about 65% of its population under the age of 35. This vibrant and dynamic generation is set to drive the vision of a Viksit Bharat by 2047, fostering innovation, entrepreneurship, community resilience, and leadership in governance. India’s youth remain the backbone of inclusive growth and national development.
Empowering this generation is integral to the journey of Aatmanirbhar Bharat — a self-reliant India built on the strength of its own people. The creativity, skills, and determination of young citizens are essential for reducing dependence on external resources, fostering indigenous solutions, and shaping sustainable economic growth. By investing in education, skilling, innovation, and leadership, India is enabling its youth to become confident problem-solvers and global leaders, capable of transforming local challenges into opportunities for progress. In doing so, the nation is not only preparing its young population for the future but also securing its position as a resilient, self-sufficient, and prosperous global power.
Schemes for Youth

The Ministry of Youth Affairs and Sports implements a range of targeted schemes to equip young people with the skills, opportunities and platforms needed to contribute meaningfully to national development. These programmes address diverse aspects of youth empowerment, from leadership and community service to skill development, cultural exchange and academic training. Beneficiaries include students, rural and urban youth, adolescents, volunteers and marginalised groups across the country.
Economic Empowerment
- Startup India – Recognised over 1.6 lakh startups, creating 17.6 lakh jobs. Provides funding, incubation, mentorship and regulatory facilitation to nurture innovation-led enterprises.
- Pradhan Mantri MUDRA Yojana (PMMY) – Provides collateral-free loans up to ₹20 lakh for micro and small enterprises. Since 2015, over ₹33.65 lakh crore has been sanctioned, with more than 40% of beneficiaries being women. In 2023–24 alone, 6.67 crore loans were sanctioned.
Education
- National Education Policy (NEP) 2020 – Comprehensive reform to improve access, quality and employability in education from early childhood to higher and vocational levels. Targets 100% GER in preschool to secondary by 2030, and 50% in higher education by 2035.
- PM SHRI (PM Schools for Rising India) – Centrally Sponsored scheme to upgrade 14,500 schools as NEP-model institutions showcasing holistic education, vocational exposure and digital learning tools, benefitting millions of students.
Skill Development & Employment
- Skill India Mission – National initiative equipping young Indians with market-relevant skills across manufacturing, construction, services and emerging industries.
- Pradhan Mantri Kaushal Vikas Yojana (PMKVY) – Trained over 1.63 crore youth since 2015 through short-term training and recognition of prior learning programmes.
- Sector Skill Councils (SSCs) – 36 industry-led bodies ensuring skills training is aligned to market needs, with over 600 corporate representatives in governance.
- Rozgar Mela – Launched in 2022 to boost employment; nearly 10 lakh appointment letters for government jobs issued across 15 national-level events.
Sports & Leadership Development
- Khelo India – Revives grassroots sports culture with over 1,000 Khelo India Centres and more than 3,000 athletes receiving annual scholarships, training and infrastructure support.
- Target Olympic Podium Scheme (TOPS) – Supports over 300 elite athletes with international-level coaching, equipment, competition exposure and sports science assistance, contributing to India’s success at the Olympics, Paralympics and Asian Games.
- Mera Yuva Bharat (MY Bharat) – Launched in 2023 as a nationwide phygital platform to connect, mobilise and empower young people through volunteering, experiential learning and leadership opportunities. Over 1.5 crore youth have registered, engaging in national campaigns such as road safety, voter awareness and environmental sustainability.
- Rashtriya Yuva Sashaktikaran Karyakram (RYSK) – The Department’s flagship umbrella scheme (post-2016 restructuring) that merges earlier youth initiatives to promote volunteering, leadership, integration, adventure and adolescent development.
- Nehru Yuva Kendra Sangathan (NYKS) – Mobilises rural youth via 8.65 million members in youth clubs for community development and awareness. Impact: 601 district-level Yuva Utsavs (1.29 lakh youth), 2.3 crore saplings under Meri Mati Mera Desh, 7.88 lakh youth in 22,996 Mission LiFE activities.
- National Youth Corps (NYC) – Deploys disciplined volunteers in community projects, road safety, voter awareness and local campaigns, benefitting lakhs of citizens.
- National Young Leaders Programme (NYLP) – Encourages grassroots leadership through policy dialogues, civic awareness, and Panchayati Raj participation.
- National Programme for Youth & Adolescent Development (NPYAD) – Funds leadership training, integration camps, youth festivals, adventure activities, adolescent life skills and youth-related research.
- National Service Scheme (NSS) – Launched in 1969, now active in over 700 universities, 751 higher secondary councils/directorates, 20,254 colleges/technical institutions and 11,767 schools with 39,87,781 volunteers. Impact: Adoption of 34,195 villages/slums, literacy drives, health awareness, environmental conservation, blood donation, disaster relief, and active participation in government flagship programmes. Mobilised 99,239 children for polio immunisation through 19,140 volunteers.
Service to the Nation
- Agnipath Scheme – Introduced in 2022 to recruit youth aged 17.5–21 as Agniveers for four years of military service. The first batch of 46,000 completed training in 2023, gaining discipline, leadership and technical skills, along with a Seva Nidhi package and post-service employment priority.
The scale and diversity of initiatives for youth over the past 11 years have created a transformation that is already visible on the ground — more skilled professionals entering the workforce, more entrepreneurs building sustainable businesses, more athletes competing at global levels, and more young leaders shaping communities. These outcomes are not isolated achievements but stepping stones towards Aatmanirbhar Bharat, where India’s growth is powered by its own talent and innovation. By fostering self-reliance, encouraging problem-solving, and enabling participation in nation-building, the government is ensuring that the energy of the Amrit Peedhi is channelled into lasting national strength. As this generation takes its place on the world stage, it carries with it the confidence, competence and conviction to make India a leading voice in the global arena.
