CAMPAIGN FOR DE-ADDICTION
Ministry of Social Justice and Empowerment has been implementing National Action Plan for Drug Demand Reduction (NAPDDR) scheme

The Ministry of Social Justice and Empowerment, Government of India has been implementing National Action Plan for Drug Demand Reduction (NAPDDR) scheme since 2018. The key objective of the scheme is to focus on preventive education, awareness generation, identification, counselling, treatment and rehabilitation of individuals with substance dependence, training and capacity building of the service providers through collaborative efforts of the Central and State Governments and Non-Governmental Organizations, to create awareness and educate people about the ill-effects of substance dependence on the individual, family, workplace and the society at large and reduce stigmatization of and discrimination against, groups and individuals dependent on substances in order to integrate them back into the society. Awareness generation activities are carried out through de-addiction campaigns for drug demand reduction but these campaigns do not cover employment opportunities by creating awareness among people through de-addiction campaigns.
The de-addiction centers provide in-patient treatment to drug users along with counselling, detoxification/de-addiction, after care and re-integration into the social mainstream. Providing of employment opportunity to the beneficiaries after their de-addiction treatment is not the mandate of these de-addiction centers.
The details of financial assistance provided to the de-addiction centres during the last two years and the current year is annexed at Annexure.
The Department of Social Justice & Empowerment has constituted a monitoring system for proper operation of these de-addiction centres, as mentioned below:
- All the NGOs, who are seeking grants-in-aid from the Ministry of Social Justice & Empowerment, are required to be registered with DARPAN Portal of NITI Aayog.
- In order to ensure transparency, only online proposals by NGOs through e-Anudaan portal are considered for release of grants-in-aid.
iii. Subsequent grants are released to the implementing agencies, only on receipt of audited statement of account duly verified by Chartered Accountants and utilization certificates of the grants released in the previous year.
- For monitoring the implementation of the scheme, the Department has also formulated a Project Monitoring Unit (PMU). Performance of the NGOs is also monitored from time to time through random surprise inspections conducted by PMU. On the basis of the inspection report, necessary corrective action is taken.
- NGOs are required to install CCTV and live feed has to be provided on its website.
- NGOs registered on PFMS and implementing EAT Module for the purpose of proactive disclosure of their activities to the Public.
