Global Capacity Building Programme on International Law and Security Commences at Rashtriya Raksha University; VC Prof. Patel stresses the importance of Rules-Based International Order

The School of Integrated Coastal and Maritime Security Studies (SICMSS), Rashtriya Raksha University (RRU), commenced the Fourth Global Capacity Building Programme on Fundamentals of International Law and Security on 8 June 2026.

Organised under the Indian Technical and Economic Cooperation (ITEC) Programme of the Ministry of External Affairs, Government of India, the two-week programme has brought together 30 senior officials from 17 countries across the world. The programme seeks to deepen participants' understanding of contemporary issues in international law and security while fostering dialogue and cooperation among partner nations.

Welcoming the participants, Mr. Ankur Sharma, Director, SICMSS, observed that international law and security are often viewed as separate domains, whereas the realities of the modern world increasingly bring them together. Referring to challenges such as terrorism, cybercrime, human trafficking, organised crime and maritime piracy, he noted that many of these threats transcend national boundaries and require coordinated responses between states. In this context, he described international law as a common framework that enables nations to work together in addressing shared security concerns.

In his inaugural address, Prof. Bimal N. Patel, Vice Chancellor, RRU, recalled the United Nations Secretary-General's call for strengthening the international legal order and building a more effective multilateral system. He highlighted the continuing relevance of international law in addressing issues ranging from human security and climate justice to ocean governance, technological change, dignity and peace. He emphasised that a rules-based international order remains central to building a secure and sustainable future for the world.

The programme coordinator Mr. Yash Vardhan, on behalf of the school, extended vote of thanks and expressed gratitude to RRU VC Prof. Patel, Registrar Dr. Dharmesh Prajapati, Director SICMSS Mr. Sharma and ICRB Head Mr. Ravish Shah for addressing the participants. He also conveyed thanks to the Ministry of External Affairs, Government of India, distinguished experts, participants, and all stakeholders associated with the conduct of the programme.
