Rashtriya Raksha University (RRU) hosted a Get-Together and Discussion on Collaboration with RRU for foreign missions in New Delhi

Rashtriya Raksha University (RRU), an Institution of National Importance under the Ministry of Home Affairs, Government of India, hosted a Get-Together and Discussion on Collaboration with RRU for foreign missions in New Delhi. Invitations for the meet were extended to foreign embassies and missions based in New Delhi, underscoring RRU’s commitment to building a wide network of international partnerships in law enforcement, security, and allied disciplines.
The programme was held on Tuesday, 23 June 2026, from 6:30 PM to 9:30 PM, at Garvi Gujarat Bhavan, New Delhi, and was attended by Ambassadors, High Commissioners, and senior diplomatic representatives from partner countries. This was followed by a detailed presentation and discussion on proposed collaboration models led by Mr. Ravish Shah, Director, International Cooperation Relations Branch (ICRB), RRU, along with an interactive question-and-answer session with the diplomatic delegates. The programme concluded with a networking dinner.
The discussion centered on potential collaboration with RRU, particularly with regard to admissions to its regular Master’s programmes under special scholarships, short-term online and offline training programmes, and broader institutional collaboration for workforce upskilling and reskilling in security education.
RRU is recognised as the world’s first integrated national security education, research, and training ecosystem. The University offers specialised academic and capacity-building programmes for law enforcement and security professionals, combining practical skill development with policy-level understanding. These programmes span key areas such as policing, road safety and traffic enforcement, prevention of human trafficking, narcotics control and investigation, maritime security, scientific methods of investigation, criminal and military law, cybersecurity, and other emerging security domains. Through these initiatives, RRU seeks to strengthen operational capabilities, institutional resilience, and cross-border cooperation in addressing transnational crime, terrorism, cyber threats, and other complex security challenges.
In collaboration with the Ministry of External Affairs, Government of India, RRU has also contributed significantly to international capacity building through ITEC (Indian Technical and Economic Cooperation) training programmes. The University has trained more than 2,000 law enforcement officials from 84 partner countries in specialised areas including forensics, cybersecurity, and policing. Further, officials from 15 countries across South Asia, Southeast Asia, Africa, and Oceania are currently enrolled in RRU’s regular two-year Master’s programmes for law enforcement officials. These initiatives have helped foster a strong spirit of knowledge-sharing, professional exchange, and long-term institutional cooperation among partner countries.
As part of its international academic cooperation framework, RRU offers a range of engagement models for partner countries and institutions, including customised capacity-building programmes for law enforcement officials; deputation of subject experts to conduct training abroad; structured online training programmes for law enforcement, security, and government officials; admission of international law enforcement and security officials to postgraduate programmes at RRU; and support for setting up advanced laboratories in areas such as cybersecurity, digital forensics, artificial intelligence, blockchain, IoT, geographic information systems, cyber defence systems, OSINT, and human performance.
Officials of RRU expressed confidence that such interactions with the diplomatic community would further deepen academic and institutional ties between India and partner nations, while reiterating the University’s commitment to global security cooperation as envisioned by the Hon’ble Prime Minister of India, who has described RRU as a global leader in internal security, correctional administration, and law enforcement.
RRU reaffirmed its continued readiness to engage with foreign missions on admissions to its regular Master’s programmes, short-term training programmes, and institutional partnerships aimed at strengthening security education and capacity building worldwide.
