The Capacity Building Commission (CBC), in collaboration with the Government of Uttar Pradesh, is convening the third regional consultative workshop of Sādhana Śhrinkhla 2026 at Lucknow, beginning tomorrow, 23 October 2026. The two-day conference brings together administrative leadership from across the Northern Region to advance institutional reforms and transform Government Training Institutes (GTIs) into modern, competency-driven organisations under Mission Karmayogi.
The workshop will be inaugurated by the Hon’ble Chief Minister of Uttar Pradesh, Shri Yogi Adityanath. The regional consultation will also be held in the presence of the Union Minister of State (Independent Charge) for Science and Technology and Earth Sciences, and Minister of State in the Prime Minister’s Office, Personnel, Public Grievances and Pensions Dr. Jitendra Singh.
Regional Representation Across Twelve States and Union Territories
Hosted by the Government of Uttar Pradesh, the consultation will convene senior government officials, heads of Administrative Training Institutes (ATIs), central and state departmental training centres, and domain specialists. Participating jurisdictions include eight States—Bihar, Haryana, Himachal Pradesh, Jharkhand, Punjab, Rajasthan, Uttarakhand, and Uttar Pradesh—and four Union Territories—Chandigarh, Delhi, Jammu and Kashmir, and Ladakh.
This regional cohort represents a wide spectrum of administrative environments, ranging from border and mountain administrations to major industrial and agrarian hubs. The sessions are structured to assist each participating State and Union Territory in assessing institutional baseline capabilities and drafting actionable roadmaps for civil service training reform.
Key Pillars of Institutional Transformation
The technical deliberations across the two days will focus on four strategic areas critical to aligning civil service capabilities with evolving administrative requirements:
- Institutional Governance and Leadership: Strengthening GTI operational autonomy, strategic leadership, and administrative structures.
- Operational Effectiveness and Collaboration: Enhancing institutional partnerships, resource sharing, and cross-cadre collaboration across institutes.
- Faculty and Institutional Competencies: Upgrading pedagogical standards, faculty capabilities, and master-trainer development.
- Digital Transformation and Emerging Technologies: Integrating digital training mechanisms and artificial intelligence applications to support continuous, role-based professional development.
Operationalising Reforms via UNNATI
The reform roadmaps developed during the Lucknow workshop will be integrated into the Unified New-Age National Training Initiatives (UNNATI) platform. Introduced during Sādhana Saptah, UNNATI serves as a unified digital ecosystem linking over 700 Government Training Institutes nationwide. The portal connects institutional capacities directly with the training interventions identified through departmental Capacity Building Plans (CBPs), facilitating structured sharing of training resources and evidence-based performance tracking.
National Transformation Blueprint
The proceedings and recommendations from the Lucknow consultation, following the earlier regional workshops conducted in Vijayawada and Guwahati, will feed into the Training Institute Transformation Framework currently being formulated by the Capacity Building Commission. The framework establishes comprehensive standards for institutional capability, curriculum design, and delivery across public service training institutions in support of the national vision of Viksit Bharat 2047.
