The Capacity Building Commission (CBC), together with the Government of Uttar Pradesh, convened the third regional workshop of Sādhana Shrinkhla 2026 over two days in Lucknow, continuing the effort to turn Training Institutes into strategic, competency-driven Capacity Building Institutions under Mission Karmayogi. The Hon’ble Chief Minister of Uttar Pradesh, Shri Yogi Adityanath, inaugurated the workshop in the presence of Hon’ble Dr. Jitendra Singh, Union Minister of State (Independent Charge) for Science and Technology and Earth Sciences, and Minister of State in the Prime Minister’s Office and for Personnel, Public Grievances and Pensions.

The Hon’ble Chief Minister urged that training be judged by the quality of governance it produces, better decisions, simpler processes and improved services, rather than by the number of certificates issued, and said public servants must be prepared to work effectively as Artificial Intelligence and digital technologies reshape administration. “The success of a public servant is not limited to the disposal of files. It lies in whether the elderly, the youth, women, farmers or any citizen in need who comes to him receives a time-bound solution,” he said, adding that the vision of Viksit Bharat calls for a capable, sensitive and outcome-oriented administration.
He announced three measures to deepen capacity building in the State: the development of the Dr. Ram Manohar Lohia Uttar Pradesh Academy of Administration and Management (RUPAAM) into a Centre of Excellence in Artificial Intelligence for Capacity Building, in partnership with CBC; the extension of capacity building to the grassroots through saturation of the Karmayogi Kartavya Karyakram, Urban Local Bodies and Viksit Panchayats modules for frontline workers, anchored by RUPAAM; and a competency-based human resource management pilot on UP Manav Sampada in collaboration with CBC, bringing together officers’ competencies, learning records and service profiles into a single view to inform promotions, transfers and postings under the principle of “the right officer for the right role”.

Hon’ble Minister of State Dr. Jitendra Singh congratulated Uttar Pradesh on its top ranking and described the Commission’s work as a shift from rule to role, equipping officials with the competencies their responsibilities demand rather than confining them to routine processing. Recalling Sādhana Saptah in New Delhi in April 2026 and its themes of Tradition, Technology and Tangible Outcomes, he observed that “The Training Institute is the focal point of transformation,” noting that over 370 Training Institutes from the State are now connected to the UNNATI platform. Smt. Radha Chauhan, Chairperson, CBC, said that officials’ capabilities must be continuously strengthened as governance demands and technologies evolve, and that competency-driven institutions, guided by the principle of “Nagrik Devo Bhava”, would give government organisations the capabilities their roles require.
The inaugural session also saw the launch of two initiatives: the UNNATI Capacity Index, which benchmarks the performance and maturity of Training Institutions across key capability parameters so they can assess their strengths and set priorities, and the National Curriculum Design Framework for Mission Karmayogi Training Institutes. In the recognition that followed, Uttar Pradesh was adjudged the top-performing State in capacity building among the participating States, with Rajasthan second and Jammu & Kashmir third, the awards being presented jointly by the Hon’ble Chief Minister and Hon’ble Minister of State Dr. Jitendra Singh.
The second day was devoted to deliberation across two thematic panels. The first, on transforming Training Institutions by leveraging UNNATI, was moderated by Ms. Sreya Guha, Additional Chief Secretary (Training) and Director General, HCM RIPA, with panelists from Administrative Training Institutes, Central Training Institutes and other academic institutions. The discussion highlighted the importance of collaboration among Training Institutions in sharing faculty, developing courses and exchanging knowledge, and how UNNATI will help address existing capacity and resource constraints through greater institutional collaboration. The second panel, on capacity building in the age of Artificial Intelligence, was moderated by Sh. Devaraj, Principal Secretary and Director General, RUPAAM.
The discussion focused on building AI competencies among government officials and integrating AI into governance in a manner that is ethical, secure and accountable. Participants also highlighted the need to address cybersecurity and data protection risks associated with the use of AI in government workflows, while ensuring appropriate safeguards and human oversight. Delivering the vote of thanks, Sh. Jagdeep Gupta, Secretary, CBC, affirmed that capacity building is indispensable to citizen-centric governance.

Sādhana (Strengthening Adaptive Development and Humane Aptitude for National Advancement) Shrinkhla 2026 is a nationwide series of regional consultations organised by the Capacity Building Commission under Mission Karmayogi, building on four Regional Task Forces, Sādhana Saptah 2026 (2 to 8 April 2026) and the National Departmental Summit of 15 May 2026. The Lucknow workshop, third in the series after Vijayawada and Guwahati, brought together senior officials from Bihar, Haryana, Himachal Pradesh, Jharkhand, Punjab, Rajasthan, Uttarakhand and Uttar Pradesh, and the Union Territories of Chandigarh, Delhi, Jammu and Kashmir and Ladakh, along with heads of Training Institutes and domain specialists. The roadmaps developed will be taken onto the Unified New-Age National Training Initiatives (UNNATI) platform and will inform the Training Institute Transformation Framework being shaped by the Commission, carrying the spirit of consultation and Jan Bhagidari from the national level to the regions.
