Ministry of  Textiles, Government  of  India,  has  announced, an Umbrella Scheme of National Jute Board (NJB) for Development & Promotion of Jute Sector (15th Finance Commission Period, 2021-26),  “National Jute Development Program” (NJDP).  Detailed Operating Guidelines & information about the  various  Sub-schemes of  NJDP  are  available  in  the  website  :  www.jute.com.  NJB  seeks  EOI / Applications / Proposals  from  the  Stakeholders  for  the  following sub-schemes,  under  the  NJDP  Umbrella  Scheme.

Jute Diversification Scheme (JDS)

Jute Resource-Cum-Production Centre (JRCPC)

The  main  objective  of Jute Resource-cum-Production Centres (JRCPC)  scheme  is  to  set  up, JRCPC  centres,  in multiple locations of the country for providing training, designing, production, raw material & Market support to artisans, entrepreneurs, Women Self Help Groups, NGOs, members of Cooperative Societies, Trusts, etc.  in their clusters/ localities to  provide backward & forward  linkage facilities and  to help them set up JDP production units.  

Under  this  scheme, Jute Training,  comprising, Basic Training, Advance Training  and Design Training  on  JDPs,  for  a  period  of  49  days,  will  be  imparted Free-of-Cost,  through  JRCPC  centres,  all  over  India.   The  scheme  targets approximately, to impart trainings to about 18,000 persons,  during  this  5  years  period.

Jute Raw Material Bank (JRMB)

Jute  Raw  Material Bank  Scheme (JRMB) to be set up in the local clusters across the country,  in collaboration with bonafide Agencies who have adequate experience in uninterrupted supply and sale of raw materials  and have required storage, display and selling infrastructure. The JRMB will source the raw materials directly from the empanelled Jute Mills and empanelled Jute raw material manufacturers at economical rates. 

As  per  the  JRMB  scheme,  30% Support on sales value will  be  provided  to  the  Operating  Agencies, subject to a maximum ceiling of 12.00 lakh per annum.   An additional incentive @ Rs. 1.50 per/kg as freight reimbursement will be given for JRMBs operating at Hilly stations.  A Minimum Sales  Target of Rs. 1.80 lakhs / Quarter,  is  to  be  achieved,  for  being  eligible  under  this  scheme.

Jute Retail Outlets (JRO)

Jute Retail Outlets (JRO) to be set up in different economic/business locations of the country in collaboration with bonafide Agencies who have adequate experience in sales and marketing of similar products and have required storage, display and selling infrastructure. The JRO will source the JDPs from Jute Artisans, WSHGs, Jute Micro & Small Units and beneficiaries of JRCPC (mostly women), etc. 

The rate of assistance / support for running the Jute Retail Outlet for next 5 years will be 25% on the actual sales on their GST return, and other  supporting  documents.  The maximum assistance/ support will be capped at Rs. 75,000/- per month.  A  Minimum Sales  Target of Rs.2.25 Lakhs/Quarter,  is  to be achieved by JRO, for  being  eligible  under  this  scheme.

Jute Design Resource Centre (JDRC)

A Centralised Jute Design  Resource Centre  (JDRC)  is  to  set up  by  NJB,  at Patsan Bhavan, Kolkata by engaging NIFT/NID passed Designers,  and  this  JDRC  will  create a repository of about 1600 new and innovative JDPs designs  and  will help JDP manufacturers and exporters by developing, designing and disseminating market worthy, innovative and trend forecasting designs to help gain businesses in domestic and export markets  and  to  Extend support of JDRC Designers to develop JDP unit-specific designs and products at cost sharing basis.

Product  Diversification (PD)

Under  the  Product  Diversification (PD)  Scheme,  Proposals will be invited   for  Product  Diversification, from Research & Development Organizations, TRAs, IITs, NIDs, Institutes, ICAR Bodies in association with Industries,   who have proven expertise in similar field.   An  indicative non-conventional, value-added jute-based products, having much potential, can be identified under  this  scheme. 

Production Linked Incentive Support on JDPs (PLI)

This  Production Linked Incentive Support on JDPs (PLI)  scheme,  intends to help increase export of JDPs to Rs. 1600 Cr. by 2026 against Rs. 963 Cr. presently, in combination with the support of other concurrent market and export promotion interventions.  Under  this  PLI  Scheme,  Incentive will be provided to the Jute Mill Companies and MSME JDP units by way of reimbursing 5% of the cost of Jute Raw Material used in manufacturing exported JDPs, limited to 3% of the sales value of JDPs exports, whichever is less, subject to a maximum of Rs. 12.00 Lakh per unit per annum.

Capital Subsidy for Acquisition of Plants and Machinery (CSAPM) for Jute Diversified Products.

Under  this  “Capital  Subsidy  for  Acquisition of Plants and Machinery Scheme” (CSAPM)  scheme,  an  incentive  of  30%  on  the  Cost of eligible machinery / equipment acquired and installed for modernization and / or up- gradation,  will  be  provided  to  MSME  JDP  Units. 

Market Development & Promotion Scheme (MDPS)

Domestic Market Promotion Activities (DMPA)

NJB  will  organize / organize  participation in  National  Jute  fairs, Regional / National Fairs organized by Industry Bodies, Central / State Gov. Deptt./ Organizations,  International  level Fairs in  India (with Retail  Sales)  and  Misc.  Market  Promotion  Activities,  all  over  India.   With  regard  to Participation Fees,  For Jute Artisans, Entrepreneurs, WSHGs, Micro Units – it  will  be Complimentary participation,  for promotion, sales and marketing of their JDPs.   For  Mills and Exporters – 10%  on  the  Space Rent (which  includes Hall  Rent  +  Stall Fabrication &  Decoration Charges)  will  be  charged  as  participation fee.  

TA/DA will  be  paid  only to WSHGs,  Reimbursement  of TA  by sleeper/ class  by  Railway / Bus,  from the unit’s place of city to the place of  exhibition & back, subject to a maximum of Rs.3000/- per unit.  DA at lump-sum rate of Rs 750/- per day in Metro cities & Rs.500/- per day in other cities for no. of fair days+ 1 day to cover stay, food and local conveyance, subject to a maximum of Rs.3000/- per unit,  will  be  provided  to  WSHGs.. 

Export  Market Promotion Activities (EMPA)

Under  the  Export Market Promotion  (EMPA) Scheme,  NJB  organize  participation in (A) International  Level  fairs  in  India (B2B),  (B) International Fairs Abroad,  (C) International Mega Fairs,  (D) Business Delegation/ BSM/ Road Shows/ International Conferences and Seminars,  and the  Level  of  Assistance  by  NJB  will  be  :  Category-I, Established Jute Mills/ Big exporters of Traditional Jute Products – will  avail  50% financial support on the cost of participation, subject to a ceiling of Rs. 3.75 lakhs per unit/exporter.  Category-II, Established Micro, Medium, big exporters/Mills exporting Jute Diversified Products (JDPs) – will  avail  75% financial support on the cost of participation,  subject to a ceiling of Rs. 5.625 lakhs per unit/exporter.  Category-III, New Exporters and Jute Artisans and Micro units manufacturing Jute Diversified Products (JDPs) having potential for becoming an exporter – will  avail  90% financial support on the cost of participation subject to a ceiling of Rs. 6.75 lakhs per unit/exporter.   Maximum 3 chances will be given under this category,  to  each JDP  units. 

 

Jute Mark Logo Program

The "Indian Jute Mark" will provide a collective identity to the Jute products and can be used not only for popularizing the Jute products but also serve as an assurance for the buyers / consumers that the product being purchased is genuinely of Jute. 

Scholarship Scheme for Girl Children of Workers of Jute Mills/ MSME JDP units

This  Scheme  envisages to provide financial incentive to the girl children of the workers of the Jute Mills/MSMEs, upon passing out Secondary and Higher Secondary examinations to encourage them to acquire the minimum required education for making them employable, 

Financial  Assistance  @   Rs.5,000/-   (Five thousand), for passing  out  Secondary Education (for  Girls only )   and   Rs.10,000/- (Ten thousand)  for  passing  out  Higher Secondary Education (for  Girls only), 

Any MSME- JDP Unit holding  Registration cum Membership Certificate (RCMC) of JPDEPC as “Manufacturer-Exporter’ or having a valid factory license and has paid license fee for the current year  or a unit having Part – 2 registration under MSME and employing more than 10 workers in production unit will be considered under the scheme.
