Safety Audit of Dams

At present the safety of the dams in India is the principal concern of the State Agencies/Organizations who own the dams. Dam owners generally carry out pre-monsoon and post- monsoon inspection of their dams. Some States have also constituted the Dam Safety Review Panel (DSRP) for comprehensive audit of their dams.
Besides, Union Government has also constituted the National Committee on Dam Safety (NCDS) headed by Chairman, CWC. This body has representation from States also. The Committee oversees dam safety activities in various States/Organizations and suggests measures to bring dam safety practices in line with best practices in the world. This Committee is non statutory.
The Dam Safety Bill, which has just been passed by the RajyaSabha provides a statutory framework for surveillance, inspection, operation and maintenance of specified dams for prevention of dam failure related disasters.
As per the National Register of Large Dams (2019) compiled and maintained by the Central Water Commission, there are 227 large dams in India which are more than 100 years old (i.e. constructed on/before 1921). The list of these dams is enclosed at Annexure-I.
The proposal for decommission of existing dam and construction of a new dam was proposed by the State of Kerala during the deliberation held with the Empowered Committee for Mullaperiyar dam, constituted on the direction of the Hon'ble Supreme Court in 2010. The Empowered Committee, in its report dated 23.04.2012, had considered, among other issues, between the States of Kerala and Tamil Nadu, the construction of a new dam proposed by the State of Kerala. The issue of construction of new dam in the downstream region of MullaPeriyar Dam as per the offer made by Kerala to Tamil Nadu, had also been dealt by the Hon’ble Supreme Court in its judgment dated 07.05.2014 [in the case of Original Suit No. 3 of 2006 (State of Tamil Nadu versus State of Kerala &Anr.)].
