Swachh Bharat Mission (Grameen) [SBM (G)] was launched on 2nd October, 2014 with the main goal to make the country Open Defecation Free (ODF) by October 02, 2019 by providing access to toilets to all the rural households.   For implementation of the programme, a dedicated institutional structure was set up by all the States/UTs at State and district levels viz. State Swachh Bharat Mission and District Swachh Bharat Mission.   At the village level, the GP or its sub-committee namely Village Water and Sanitation Committee was responsible for implementation of the programme.  The functionaries were trained by Department of Drinking Water and Sanitation and States through Key Resource Centres, Development Partners, Master Trainers, etc.  Having achieved the outcome of ODF, the programme is being continued as its Phase-II during 2020-21 to 2024-25 with the focus on sustainability of ODF status and to cover all villages with Solid and Liquid Waste Management, i.e. to transform the villages from ODF to ODF Plus, by 2024-25.  The institutional structure set up at State/District/GP level under Phase-I of the programme has been continued for implementation of Phase-II.

All the villages in the country had declared themselves ODF by October 02, 2019.  Under Phase-II of SBM (G), the focus is on sustaining the ODF status of villages and to make arrangements for solid and liquid waste management in all villages.  All the villages of the country are being covered under SBM (G) Phase-II for transforming them from ODF to ODF Plus.
