A two day regional workshop on PM GatiShakti National Master Plan (NMP), being organized by the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce & Industry, Govt of India, commenced today at Guwahati. The objective of the workshop is to promote wider adoption of PM GatiShakti for holistic planning, bring more vigor and build synergy with all the stakeholders of the PM GatiShakti NMP. The workshop was addressed by Sh Anurag Jain, Secretary, DPIIT, Sh Lok Ranjan, Secretary DONER and Smt Sumita Dawra, Special Secretary, DPIIT.

Over 140 participants including senior government officials related to infrastructure, the economic and social sectors from different Central Ministries, State departments, NITI Aayog, and representatives from multilateral agencies are participating in the workshop to share their experiences, best practices, and vision. Senior officers from States  including Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, and Tripura, are also participating in the workshop, and presented their experiences and status of work on PM GatiShakti.

Addressing a media briefing Smt Sumita Dawra, Special Secretary, DPIIT informed that, the inaugural day of the workshop featured discussions on infrastructure planning for multimodal connectivity with use cases from Ministries and Departments at the Center and State levels. During the workshop presentations on the adoption of PM GatiShakti with a holistic approach and demonstrations of best practices by States also discussed, she added.

During the day 1, deliberations on requirements for State Master Planning, with special attention on data quality management, cluster-based area approach to developing economic centres in the North East, strengthening the North East corridor through adequate multimodal connectivity, holistic planning approach for upcoming infrastructure projects, use of technology for logistics efficiency through Unified Logistics Interface Platform (ULIP), were the main highlights.

PM GatiShakti is a transformative approach which was launched on October 13th, 2021 by the Hon’ble Prime Minister for planning & building Next Generation Infrastructure in the country, thereby promoting multimodal logistics connectivity to improve both Ease of Living as well as Ease of Doing Business.

Since the launch of PM GatiShakti National Master Plan, concerned Ministries and all States/UTs have been onboarded on mission-mode. Institutional frameworks have been set up, GIS-based individual portals and customised decision-making tools have been developed, along with in-house capacities to adopt PM GatiShakti principles in project planning and implementation. Presently, data based National Master Plan is being extensively used for project planning and implementation by Ministries at Central level and most States.

The feedback from the four Regional Workshops conducted so far, covering more than 30 States and UTs of the country, has been very reassuring, as significant usage of the PM GatiShakti NMP and its principles has been observed from participating States and UTs. Workshops hald so far: Goa (20 Feb 2023), Kochi (9-10 March), Srinagar (17-18 March) and present Guwahati (24-25 March). Upcoming fifth regional workshop will be at Varanasi (11-12 April).

Area Approach concept was also discussed: With a view to promote comprehensive, holistic, and integrated infrastructure development across the country, along with bridging critical infrastructure gaps, and addressing relative infrastructure deficit, across various economic zones/ industrial parks, etc., the PM GatiShakti Area Approach is being adopted to develop 100 locations/economic nodes across the country. The vision of Area Approach is to create adequate infrastructure for catalysing socio-economic development in a sustainable manner within a rational geographical location through a convergence approach. Identification of strategic location having area of 150-200 sq. kms. around various economic nodes that will be saturated with adequate infrastructure and enhanced last mile connectivity.

The role of States/UTs is very critical in identifying the infrastructure deficits and requirements for logistics facilities to enable comprehensive and holistic development of areas identified under this initiative.

Use cases shared by Central Ministries and States on Day 01, covered the following:

  1. MoRTH
  • For proposed Gorakhpur – Siliguri Greenfield alignment (618km) to enhance the multimodal connectivity in the region, NMP was found useful in minimizing Clearance requirements & construction cost through alignment optimization. Utility corridor, solar panels and allied infrastructure are also planned along the Corridor.
  • Multimodal connectivity and demand analysis of the under construction Multi-Modal Logistics Park in Jogighopa.
  • Distance and time reduction through planning of under Construction 4-lane Bridge across River Brahmaputra between Dhubri and Phulbari on NH-127B, that will reduce distance travelled from 205 kms to just 20 kms, and reduce travel time from present 7 hours to 30 mins only.

  1. MoR
  • A case of Lumding - Furkating Doubling Project was presented that lies on Guwahati-New Tinsukia-Dibrugarh-main trunk route of Northeast Frontier Railway connecting areas of Upper Assam.

  1. DoT
  • Roll out of 5G network- Identification of suitable street furniture for installation of 5G Cells.
  • 4G Saturation- provide 4G coverage to the remaining approximately 30000 villages in the country.

  1. MoPSW
  • Use of NMP Portal by Paradip Port Authority- Movement of Gypsum via Inland Waterways.
  • 11 terminals are being developed under Inland Waterway Authority of India, major one being Dhubri, Jogighoba, Pandu and Sadiya. These will enable transportation of cargo to Bangladesh and N-E states through waterways. This will bring down logistics cost, and enable modal shift in freight movement from roads to waterways.

  1. MoP
  • PM Gati Shakti Portal helped in optimum alignment planning of power transmission lines, by avoiding forest/wildlife sanctuary/major infrastructure; facilitated in faster development planning of transmission infrastructure and better estimation of project cost by determining the tentative line length.

  1. MoPNG
  • Modified alignment of proposed pipeline alignments, that will help in reducing the pipeline length by 42.5 KM and cost savings of around Rs. 169 Crores
    • Silchar-Jiribam-Imphal (12”): Manipur
    • OTPC, Tripura (8”): Tripura
    • Itanagar-Naharlagan-Banderdeva (8”): Arunachal Pradesh
    • Mawbri-Nongstoin-Williamnagar-Tura (12”): Meghalaya
    • Jorhat-Namrup-Duliajan (12”): Assam
