BUDGETARY ALLOCATIONS FOR VIBRANT VILLAGES PROGRAMME

The Government has approved ‘Vibrant Villages Programme (VVP)’, on 15.02.2023 covering 2967 villages in 46 border blocks of 19 districts in 4 States and 01 UT viz. Arunachal Pradesh, Himachal Pradesh, Sikkim, Uttarakhand and UT of Ladakh abutting northern border. Out of these 2967 villages, 662 villages in the aforesaid mentioned States/UT have been identified for coverage on priority.
State/UT wise list of 662 villages are as follows:
Arunachal Pradesh : 455
Himachal Pradesh : 75
UT of Ladakh : 35
Sikkim : 46
Uttarakhand : 51
Financial allocation approved for the VVP from 2022-23 to 2025-26 is as below:-

As the programme has been approved on 15.02.2023, budgetary allocation could not be provided for VVP during Financial Year (FY) 2022-23. Budgetary provision for FY 2023-24 would be available in due course in view of the approved financial allocation.
Under the Vibrant Villages Programme, following focus areas of interventions have been identified for comprehensive development of villages- (i) Economic Growth – Livelihood generation (ii) Road Connectivity (iii) Housing & Village Infrastructure (iv) Energy including renewable energy through Solar and Wind power (v) Television & Telecom Connectivity including setting up of IT enabled Common Service Centre in the village (vi) Regeneration of eco-system (vii) Promotion of tourism & culture (viii) Financial inclusion (ix) Skill development & entrepreneurship (x) Development of co-operative societies for managing livelihood opportunities including agriculture/horticulture, cultivation of medicinal plants/herbs etc.
Concerned States/UT have been informed about the approval of programme and requested to initiate planning process for the villages. They have also been requested to organize activities like fairs/festivals, cultural programme, visit of school children, visit of senior state/district officials, tourism related activities, promotion of handicrafts etc. in the villages identified for coverage on priority. Similarly, Central Ministries/Departments have been requested to ensure convergence of their ongoing Central Sector and Centrally Sponsored Schemes and organize activities of their Ministries/Departments in the identified villages.
The year-wise data for last five years in respect of residents migrated from the border villages, identified for coverage under VVP, is not available.
