The Department of Posts has introduced a scholarship program called Deen Dayal SPARSH Yojana to encourage students' interest in Philately (stamp collecting). This initiative aims to promote Philately as a hobby among students from class VI to IX. The scholarship is based on a Philately Quiz and a Philately Project conducted by circle offices.

Students must be enrolled in a recognized school in India (class VI to IX). The school should have a Philately Club, and the student should be a member of the club.  If the school doesn't have a Philately Club, students with their own Philately Deposit Account can also apply. Candidates must have a good academic record, scoring at least 60% marks in the recent final examination (5% relaxation for SC/ST candidates).

The selection process consists of two levels: Level 1 - Philately Written Quiz, and Level 2 - Philately Project.  Level 1 includes a multiple-choice quiz with 50 questions covering subjects like Current Affairs, History, Science, Sports, Culture, Geography, and Philately (local & national). Students who qualify in the Regional Level Written Quiz proceed to Level 2. Level 2 requires students to submit a Philately Project for final selection. The project should be 4 to 5 pages long, including no more than 16 stamps and 500 words.

Application submissions are accepted till September 8th, 2023.  Interested students can send their applications to the "Sr. Supdt. of Post offices, Goa Division, 1st Floor, Tapal Bhavan, Panaji-Goa-403001."
