CISF-RRU Collaboration for benefits to private and corporate security industry and comprehensive protection: A New Chapter for the Government-Academia-Industry Partnership in the Field of National Security and Policing

“Collaboration between private security agencies and the Central Industrial Security Force (CISF) to enhance security measures for private industrial and manufacturing sectors”, emphasised Shri Amit Shah, Hon’ble Union Home Minister during the 53rd CISF Raising Day. Considering that “while government security agencies like the CISF play a crucial role, they cannot manage security across the entire country alone”, he suggested “a gradual transition where responsibilities could be shared with private security firms to ensure comprehensive protection”.

Pursuant to the mission of the Union Home Minister and the Government of India, and in sync with Mission Karmayogi in the field of national security and police, RRU and CISF have come together to bolster the capabilities of CISF personnel by providing tailored education, research and training programs that meet their unique requirements and exchanging best practices of the CISF to benefit the private, corporate and industry security industry.

CISF, the largest industrial security force in the world, comprising 188,000 personnel, providing proud security services to more than 359 establishments of India’s most critical infrastructure including facilities like nuclear installations, space establishments, airports, seaports, power plants etc., has upheld its Motto “Protection and Security” since its establishment in 1969. CISF Protection and Security standards of professionalism and dedication ensure that important government buildings, iconic heritage monuments, Delhi Metro, Parliament House Complex, VIP are able to contribute to the Rising Bharat prowess.
RRU, an Institution of National Importance, which has now become Training, Research, Education, Extension raining, extension, consultancy and innovation Home for India’s national security and police organisations – State Police Organisations, Central Police Organisations, Central Armed Police Forces and Armed Forces, will work together with the CISF and contribute to the high standards of professionalism in the field of private, industrial and corporate security industry. Effusing enthusiasm and far-sighted benefits to the nation, RRU Vice-Chancellor Dr. Bimal N. Patel, expressed gratitude to the Union Home Minister, Union Home Ministry and the leadership of the CISF for drafting this new chapter which as Hon’ble Prime Minister hailed as RRU contribution towards “Atmasurakshit and Saksham Bharat”.
Under the RRU-CISF collaboration, RRU will assess and address specific training and operational needs of the CISF through various programs focused on research, education, and extension services. This partnership will enable both institutions to design and offer academic and research programs specifically for CISF personnel.
Rashtriya Raksha University will undertake several key activities:
1. Strengthening Training Academies: RRU will provide its specialized knowledge to help improve the operational efficiency and effectiveness of training academies and centers utilized by CISF.
2. Joint Educational Initiatives: Both institutions will collaborate to design and execute a range of online and offline activities. These will include lectures, workshops, seminars, and short-term training programs tailored to meet the specific needs of CISF personnel.
3. Capacity-Building Programs: The partnership will also focus on capacity-building training programs delivered through the iGoT platform, ensuring that CISF personnel receive up-to-date training relevant to their roles.
4. This collaborative effort is expected to enhance the skill sets and knowledge base of CISF personnel, thereby contributing to their effectiveness in maintaining security across industrial sectors in India.
5. By leveraging their combined expertise and resources, RRU and CISF aim to tackle pressing challenges faced by the security sector through innovative solutions backed by rigorous research.
6. Internships and Fieldwork: CISF will provide opportunities for students, innovators, researchers, and faculty from RRU to engage in internships and fieldwork. This experiential learning will be structured around mutually agreed terms of reference that ensure a comprehensive understanding of security operations.
7. Lectures and Courses: In addition to internships, CISF will also facilitate lectures and courses for RRU participants. These educational sessions are designed to enhance theoretical knowledge while providing insights into real-world applications within the security sector.
8. In addition to educational support, RRU will contribute in addressing specific problem statements identified by CISF through dedicated research and design efforts. This initiative will focus on innovation and indigenization processes that span from ideation to practical application. The collaboration is expected to yield effective solutions that enhance the operational capabilities of CISF while also contributing to the academic environment at RRU.
This partnership will significantly benefit to the private, industrial and corporate security. RRU plans to organise a tripartite round-table to realise the vision and mission of the CISF as outlined by the Honble Union Home Minister on the 53rd Raising Day. RRU has designated a Dedicated Unit to realise the cooperation.
The collaboration envisaged through an MoU between RRU and CISF was signed by Prof. (Dr.) Bimal N. Patel, Vice-Chancellor of RRU, and Shri Dinesh Pratap Parihar, Inspector General (Training) of CISF, in the presence of Shri. Aditya R. Purohit, RRU and Shri Biren Kumar Sethy, Commandant (Training), CISF, among others, at the CISF HQs on Wednesday, 16 April 2025, New Delhi. Shri Rajwinder Singh Bhatti, CISF Director-General, expressed his appreciation and is looking forward to visit the RRU in the future.
