Bihar Signs MoU with BHASHINI to Translate Kaithi Script Records Using AI

Patna, July 4, 2025 – In a landmark move to preserve linguistic heritage and enhance public access to historical records, the Government of Bihar, through its Revenue & Land Reforms Department, signed a Memorandum of Understanding (MoU) with the Digital India BHASHINI Division (DIBD) under the Ministry of Electronics and Information Technology (MeitY).

The signing ceremony took place at the Main Secretariat Patna, in the esteemed presence of Shri Amrit Lal Meena, Chief Secretary, Government of Bihar, along with Shri Dipak Kumar Singh,  Additional Chief Secretary, Department of Revenue and Land Reforms. The signing ceremony was attended by all ACS/PS/Secretaries of all departments of Government of Bihar. All Senior officers of Revenue department were also present.

The MoU was signed by Shri Amitabh Nag, CEO, Digital India BHASHINI Division and Shri Jai Singh, Secretary, Department of Revenue and Land Reforms.

The MoU focuses on the AI-powered transliteration of historical documents written in the Kaithi script into Devanagari script. Due to the use of the now lesser-known Kaithi script in many old records, access and understanding of these documents have remained limited. This partnership will unlock these records for the wider public by using BHASHINI's advanced AI language tools.

To support the implementation of this initiative, a BHASHINI Rajyam Workshop was also conducted today at Survey training institute, bringing together key officials, technical experts, and stakeholders. The workshop focused on knowledge sharing, capacity building, and strategic planning to integrate BHASHINI’s language technology framework within state departments.

The workshop explored the Four Pillars of BHASHINI Implementation:

  • BHASHINI Udyat – Deployment of translation APIs for multilingual access
     
  • BHASHINI  Mitra – Domain-specific translation model development
     
  • BHASHINI App mitra – Use of tools for official and administrative language support
     
  • BHASHINI Pravakta – Awareness and outreach for digital language inclusion
     

Shree Amrit Lal Meena Chief* Secretary of Bihar, said “This initiative marks a truly commendable and significant beginning. Leveraging the National Language Translation Mission's framework and the technical prowess of MeitY's Bhashini division, we envision a future where linguistic barriers are dismantled, empowering our citizens and enhancing governmental efficiency. collaboration with Bhasini can be useful for many departments under the Bihar Government. Technological solutions can be found for administrative and other issues.

From enabling seamless translation of ancient land records to developing voice-to-text solutions for our police force, the potential is immense. We are committed to maximizing the benefits of this platform, collaborating closely with Bhashini, and fostering innovative solutions through initiatives like the Bihar-specific hackathon.

Our goal is to ensure that this technological leap translates into tangible, positive outcomes for every citizen of Bihar and helps to overcome the linguistic divide, literacy divide and digital divide.”

Shri Dipak Kumar Singh, ACS, said “Revenue and Land Reforms stated that this initiative would be very useful in the ongoing process of special Survey as most of old records of cadastral and revisional Survey are written in Kaithi Script and the raiyats as well as survey staff is facing lots of difficulties in deciphering these documents.”

Shri Amitabh Nag, CEO, Digital India BHASHINI Division, stated: "This initiative is not only about technology—it’s about reconnecting with our roots. Transliteration of Kaithi records into Devanagari will bridge historical knowledge with modern accessibility, and Bihar’s leadership in this effort is truly commendable."

Beyond Kaithi transliteration, the MoU also paves the way for future collaborations in:

  • Digitization of cultural and governance-related manuscripts
  • Language technology integration in public service delivery

This collaboration further aligns with Bihar’s multilingual diversity and commitment to inclusive digital governance. By leveraging AI-based language innovations, the state is setting a precedent for how technology can safeguard cultural heritage while empowering citizens.
