TRAI Assesses Network Quality Across Meerut City and Highway Route from Delhi to Meerut

The Telecom Regulatory Authority of India (TRAI) released its Independent Drive Test (IDT) findings for the Uttar Pradesh (West) Licensed Service Area (LSA), covering extensive City/Highway routes during the month of June 2025. The drive tests, conducted under the supervision of the TRAI Regional Office, Delhi, were designed to capture real-world mobile network performance across diverse usage environments – Urban Zones, Institutional Hotspots, Public Transport Hubs, and High-Speed Corridors.

Between 2nd June 2025 to 4th June 2025, TRAI teams conducted detailed tests across 216.2 kms of City Drive Test, 64.9 kms of Highway Drive Test, 9 Hotspot locations, and Inter-operator calling at 2 locations. Technologies evaluated included 2G, 3G, 4G, and 5G, reflecting the service experience of users across multiple handset capabilities. The findings of IDT have already been intimated to all the TSPs concerned. Airtel has commented that the Call Setup Time (CST) is on the higher side, while the Call Setup Success Rate (CSSR) remains relatively low due to the Pre-Call Announcement (PCA) mandated by the DoT for customer awareness.

Key Parameters Assessed:

a) Voice Services: Call Setup Success Rate (CSSR), Drop Call Rate (DCR), Call Setup Time, Call Silence Rate, Speech Quality (MOS), Coverage.

b) Data Services: Download/Upload Throughput, Latency, Jitter, Packet Drop Rate, and Video Streaming Delay.

The overall mobile network performance in Meerut was measured and is depicted as a result of eight paraemters. Call Setup Success Rate - Airtel, BSNL, RJIL and VIL have call setup success rate of 86.39%, 86.57%, 100.00% and 89.59% respectively in Auto-selection mode (5G/4G/3G/2G). Drop Call Rate - Airtel, BSNL, RJIL and VIL have drop call rates of 0.23%, 3.45%, 0.00% and 0.20% respectively in Auto-selection mode (5G/4G/3G/2G). 5G data services also delivered encouraging results in city hotspots, with peak download speeds reaching 283.25 Mbps and upload speeds touching 58.82 Mbps.

Summary-Voice Service

Call Setup Success Rate: Airtel, BSNL, RJIL and VIL have call setup success rate of 86.39%, 86.57%, 100.00% and 89.59% respectively in auto-selection mode (5G/4G/3G/2G).

Call Setup Time: Airtel, BSNL, RJIL and VIL have call setup time of 22.86, 3.03, 0.72 & 0.95 seconds respectively in auto-selection mode (5G/4G/3G/2G).

Drop Call Rate: Airtel, BSNL, RJIL and VIL have drop call rate of 0.23%, 3.45%, 0.0% & 0.20% respectively in auto-selection mode (5G/4G/3G/2G).

Call Silence/Mute Rate: Airtel, BSNL, RJIL and VIL have silence call rate 0.48%, 4.35%, 1.43% & 2.23% respectively in packet switched network (5G/4G).

Mean Opinion Score (MOS): Airtel, BSNL, RJIL and VIL have average MOS of 4.01, 2.73, 3.89 & 4.40 respectively.

Summary-Data Service

Data Download performance (Overall): Average download speed of Airtel (5G/4G) is 143.86 Mbps, BSNL (4G/3G/2G) is 4.06 Mbps, RJIL (5G/4G) is 246.47 Mbps and VIL (4G) is 49.68 Mbps.

Data Upload performance (Overall): Average upload speed of Airtel (5G/4G) is 28.40 Mbps, BSNL (4G/3G/2G) is 4.12 Mbps, RJIL (5G/4G) is 34.08 Mbps and VIL (4G) is 14.58 Mbps.

The assessment in Meerut included high-density neighbourhoods such as Ganga Nagar, Jai Bheem Nagar, Lohia Nagar, Madhav Puram, Partapur, Malyana, Dabka, Kanker Khera, Meerut Cantt & Saket etc., TRAI also evaluated key hotspots like Chaudhary Charan Singh University, District and Sessions Court, IIMT University, Meerut Institute of Engineering and Technology, Meerut Railway Station, Meerut Roadways Bus Stand, PVS Mall, SDS Global Super Speciality Hospital and St. Francis World School. The Delhi to Meerut highway corridor via NE-3 passing through Lal Kuan, Kalchhina, Bhojpur and Aminagar Urf Bhurbaral was also assessed to reflect mobile experience in high-speed transit.
