Establishment of EMRS in Tribal-Dominated Areas

Replying to the un-starred questions of Shri Giridhari Yadav & others, the Union Minister of State for Tribal Affairs Shri Durgadas Uikey informed lok sabha today that The State and district-wise details of the Eklavya Model Residential Schools (EMRSs) sanctioned, functional and building completed are at Annexure-I.
Details of expenditure incurred on EMRSs is as under :
- The National Education Society for Tribal Students (NESTS) has been established as an autonomous society under Ministry of Tribal Affairs to establish, endow, maintain, control and manage the EMRSs across the country. Ministry released funds to NESTS. Funds under Grant-in-Aid–Creation of Capital Assets are released by NESTS based on the physical and financial progress of construction activities and as per actual requirements. The financial allocation for the construction of each EMRS is:
• ₹38.60 crore for schools located in plain areas, and
• ₹48.00 crore for those in hilly, North Eastern, and Left-Wing Extremism (LWE) affected areas.
- NESTS released a recurring grant of ₹1,09,000 per student per annum till FY 2024-25 and Rs. 147062/- from FY 2025-26 per student per annum under Grant-in-Aid–General, towards the operational and maintenance expenses of Eklavya Model Residential Schools (EMRSs).
- For the upgradation of existing schools sanctioned under Article 275(1), an amount of ₹5.00 crore per school is sanctioned for the each EMRS.
In Union Budget of 2018-19, Government of India announced that to provide quality education to the tribal children in their own environment, EMRSs will be established in every block having more than 50% ST population and at least 20,000 tribal persons (as per census 2011). Accordingly, EMRSs are approved by the Union Cabinet. Since, the twin criteria for EMRS is not fulfilled in Purnia, Bihar and Kudligi Taluk of Vijaynagar district of Karnataka, no EMRS has been sanctioned in these blocks.
