ITI Upgradation Plan and Industry Involvement

The Cabinet has approved a National Scheme for Upgradation of Industrial Training Institutes (ITIs) and setting up of five National Centres of Excellence (NCoEs) for skilling to enhance the overall quality and relevance of vocational training in the country. A total of 1000 Govt ITIs are proposed to be upgraded in hub and spoke model.
A cluster comprising one hub ITI and, on average, four spoke ITIs will be upgraded with industry partnership. Under the scheme, States/UTs are required to submit proposals based on interest and readiness, including industry collaboration. The selection of ITIs will depend on the detailed proposals including Strategic Investment Plan (SIP) received from State/UT Governments. A detailed framework for the same is being prepared.
As per the Cabinet approval, selection of ITIs will be led by State/UT Governments in consultation with industry. The implementation of the upgradation of Hub-and-Spoke ITIs would be through a Strategic Investment Plan (SIP) prepared by an Anchor Industry Partner (AIP), approved by State/UT Government and MSDE.
A Special Purpose Vehicle (SPV), comprising representatives from the Centre, State, and Industry, will be constituted to implement the SIP. The scheme will be implemented over a period of five years and is proposed to be rolled out on a pilot basis. A total of around 20-25 hubs (covering 100–125 ITIs) will be taken up across India for pilot implementation. This phased approach will enable validation of the proposed SPV-led model, allow for course correction as necessary, and facilitate effective nationwide implementation of the scheme in subsequent phases.
