CONSTRUCTION OF COMPOST PITS, SOAK PITS AND GREYWATER MANAGEMENT SYSTEMS

As per the operational guidelines of Swachh Bharat Mission (Grameen) [SBM-G] Phase-II, villages must be provided with an adequate number of individual and community compost pits for biodegradable waste, segregation sheds and waste collection vehicles. For community level assets, financial assistance of up to ₹60 per capita is available for villages with a population of up to 5,000, and ₹45 per capita for those with a population above 5,000.

Also, there is substantial financial support available to States and Panchayats for implementing greywater management assets under the SBM(G) Phase II.

Financial Support:

  • Villages with up to 5,000 population: Up to ₹280 per capita
  • Villages with more than 5,000 population: Up to ₹660 per capita

Each village is entitled to a minimum allocation of ₹1 lakh to support the construction of essential solid and liquid waste management assets, as per their needs. In addition to the primary funding sources under the Swachh Bharat Mission (Grameen) and the 15th Finance Commission grants, villages may also mobilize supplementary resources through the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), relevant state government initiatives, Corporate Social Responsibility (CSR) contributions, and locally generated revenue.

The labour cost for these assets may be covered through funding under SBM(G) (Swachh Bharat Mission [Grameen]) Phase-II, as long as the total cost (including labour) remains within the prescribed funding norms. If costs exceed these norms, States have the flexibility to use MGNREGS or another funding source for the additional requirement.

Under SBM-G, consolidated central share funds are released to the States/UTs for all the program components including compost pits, soak pits and greywater management systems. States/UTs have the flexibility to utilize the funds for various components based on their approved Action Plans and priorities. State/UT-wise, central share released during last 3 years under SBM(G) are at below.

There are various awareness campaigns, quiz, contests etc. are being organized under SBM(G) to ensure community participation and behavior change in sanitation practices particularly in rural areas. Some of the campaigns and awareness initiative are listed as below: -

  • Fortnight Cleanliness campaign “Swachhata Hi Seva Campaign is organized every year from 17th September to 2nd October, followed by Swachh Bharat Diwas to mark the conclusion of the Swachhata Hi Seva (SHS) campaign. SHS 2024 witnessed participation of more than 28 crore people in 27 lakh programs organized nationwide. A total of 30.91 Cr People Participation was reported during SHS. Celebrity engagements have been over 175 during the period, including late Shri Ratan Tata, Bill Gates and many other celebrities from sports and Bollywood.
  • Series of campaigns are being carried through MyGov popularize the message of SBMG Phase II at the grassroots level. Some of the recent campaigns are 7 Day Swachhata Challenge, Reel Contest for 10 Years of Swachh Bharat Mission, Article Writing Contest for Swachh Bharat: 10 Year Journey of Change, Hamara Shauchalay Hamara Samman - Photography Contest during World Toilet Day 2024, etc. This will help generate mass awareness of various components of ODF Plus among the community members for facilitating behavior change.
  • The achievements and success stories are being popularized through various social Media handles, PIB and also shared with States/UTs for further amplification and downward dissemination to villages.
