Rashtriya Raksha University Hosts Ministry of External Affairs, India ITEC Training Programme on Fundamentals of International Law & Security
“30 Delegates from 21 Asian–African States Awarded Certificates on Completion of Programme”

The Rashtriya Raksha University in Gandhinagar, Gujarat, hosted a two-week Ministry of External Affairs, India-ITEC Programme on Fundamentals of International Law & Security. This program benefited 30 delegates from 21 Asian-African States. The Training Programme was inaugurated by H.E. Dr. Kamalinee Pinitpuvadol, Secretary-General of Asian–African Legal Consultative Organization, who also delivered a lecture on AALCO’s contribution to progressive development and codification of international law.

Prof. Dr. Bimal N. Patel, Vice-Chancellor of Rashtriya Raksha University, highlighted that the ITEC Programmes promote international cooperation in capacity building, thereby contributing to international peace and security. Referring to the RRU–AALCO MoU aimed at promoting international law studies and research, Prof. Patel highlighted past collaborative initiatives, including the International Conference on Treaty Law and Practice and the commemorative event marking the 75th anniversary of the UN International Law Commission. Drawing upon his experience as a Member of the International Law Commission, he reiterated the role of international law in guiding multilateralism, especially in the context of the 80th anniversary of the UN Charter.

The training programme, spread across 30 sessions, featured lectures by Prof. Martins Paparinskis, Member of the International Law Commission; Dr. Damilola S. Olawuyi, Associate Professor of Law at HBKU Law School; and Shri Amal Kumar Ganguli, Senior Advocate at the Supreme Court of India, who also inaugurated the academic year at the School of Criminal Law & Military Law and the School of Integrated Coastal & Maritime Security Studies. The participants were also addressed by Ms. Esther Muthua, Education Attaché at the Kenyan High Commission in New Delhi. The special session was held at the Sun Temple in Modhera, where participants joined Ms. Muthua in exploring the rich cultural heritage of India.
Aligned with the training programme, a thematic lecture on “Galvanising Political Commitment to IHL” was delivered by Ms. Anne Quintin from the International Committee of the Red Cross (ICRC), commemorating the 75th anniversary of the Geneva Conventions.
The programme, well received by the participants, concluded with remarks from Mr. Varun. VM, Director (I/c), SICMSS, who reaffirmed RRU’s commitment to promoting international peace, security, and humanity.
