Replying today an un-starred question of Dr Shashi Tharoor the Union Minister of State for Tribal Affairs Shri Durgadas Uikey informed Lok Sabha today that the state-wise details of the percentage of enrolment of Particularly Vulnerable Tribal Groups (PVTGs) in Eklavya Model Residential Schools (EMRSs) as reported by respective State Societies as on 15.07.2025 are given below: -

National Education Society for Tribal Students (NESTS), an autonomous organization under Ministry of Tribal Affairs, has been established to manage and implement the scheme of Eklavya Model Residential School (EMRS) in co-ordination with State EMRS Societies. NESTS carried out its first drive for direct recruitment of 10391 posts( Including Teaching and Non Teaching) through ESSE-2023 and staff selected have been posted in various EMRSs. In addition to the direct recruitment, NESTS also has advised State Governments to depute staff on deputation. Further, directions have been issued to State EMRS Society to engage guest teachers against vacancies, and non-teaching staff on outsourcing basis/local engagement, so that academic activities are not hampered. The details of percentage vacancy of teaching and non -teaching staff as reported by the respective States are as under:

Yes, the Government, through State Societies is taking several steps to address the systematic challenges concerning Particularly Vulnerable Tribal Groups (PVTGs) in Eklavya Model Residential Schools (EMRSs). The measures being implemented include:
- The National Education Society for Tribal Students (NESTS) has made 5% reservation in admission for PVTGs. In this regard, guidelines for admission in EMRSs for the Academic Year 2025-26 have been disseminated to all States EMRS Societies, to ensure adherence to the prescribed guidelines, including adherence to reservation for children belonging to PVTG communities.
- Futher, State Governments have been advised to increase PVTG enrolment in EMRS by conducting awareness campaigns highlighting key facilities such as safe hostel accommodation (especially for girls), CBSE-aligned quality education, nutritious meals, and ICT-based learning, Sports, and Cultural activities to promote holistic development and preserve tribal heritage additionally Free education, boarding, uniforms, books, and meals removing financial barriers.
