English rendering of PM’s speech during Semicon India 2025 at Yashobhoomi, Delhi

My colleague in the Union Cabinet, Ashwini Vaishnav Ji, Delhi Chief Minister Rekha Gupta Ji, Odisha Chief Minister Mohan Charan Majhi Ji, Union Minister of State Jitin Prasad Ji, SEMI’s  President Ajit Manocha Ji, CEOs of the semiconductor industry from India and abroad, and their associates, our guests present here from different countries, entrepreneurs associated with start-ups, my young student friends from different states, ladies and gentlemen!

Just last night I returned from my visit to Japan and China. Are you applauding that I went there or that I came back? And today, I am present amongst you in this hall in Yashobhoomi, filled with aspirations and confidence. As you all know, I have a natural passion for technology. Recently, during my visit to Japan, I got the opportunity to visit the Tokyo Electron Factory with the Prime Minister of Japan, Shigeru Ishiba San. And their CEO was also telling us just now that Modi Sahib had come.

This interest of mine in technology brings me amongst you again and again. That is why even today I am very happy to be among you.

There are experts related to semiconductors from all over the world, more than 40-50 countries have their representation here, and the innovation and youth power of India is also visible here. And this combination that has been formed has only one message - The World Trusts India, The World Believes in India, And the World Is Ready to Build the Semiconductor Future with India.

I welcome all of you dignitaries who have come to Semicon India. All of you are our very important partners in the journey of developed India, in the journey of self-reliant India.

Just a few days ago, the GDP numbers for the first quarter of this year were released. Once again India has performed better than every hope, every expectation, every assessment. On one hand, when there are concerns in economies across the world and there are challenges arising out of economic selfishness, in that environment India has achieved a growth of 7.8 percent. And this growth is in every sector, manufacturing, services, agriculture, construction, enthusiasm is visible everywhere. The speed at which India is growing today is infusing new energy in all of us, in the industry, in every citizen of the country. This is the direction of growth, which is sure to move rapidly towards making India the third largest economy.

There is a saying in the world of semiconductors, Oil Was Black Gold, But Chips Are Digital Diamonds. Our last century was shaped by oil. The fate of the world was determined by oil wells. The global economy fluctuates depending on how much petroleum is produced from these oil wells. But the power of the 21st century has been confined to a tiny chip. These chips may be small, but they have the power to give a big boost to the world's progress. And that is why today the global market for semiconductors is reaching 600 billion dollars. And in the next few years, it will cross one trillion dollars. And I believe, with the speed at which India is progressing in the semiconductor sector, India is going to have a significant share in this one trillion market share.

I also want to present to you what the speed of India is. In the year 2021, we started the Semicon India program, by the year 2023, India's first semiconductor plant was approved. In the year 2024, we approved some more plants, in the year 2025, we cleared 5 more projects. Overall, an investment of Eighteen Billion Dollar i.e. more than Rs 1.5 lakh crore is being made in 10 semiconductor projects. This shows the world's growing trust in India.

You know, speed matters in semiconductors. The lesser the time from file to factory, the lesser the paperwork, the sooner the wafer work can start. Our government is working with this same approach. We have implemented the National Single Window System. Through this, all the approvals from the Centre and the states are being received on a single platform. This has freed our investors from a lot of paperwork. Today, semiconductor parks are being built across the country on a plug and play infrastructure model. These parks have facilities like land, power supply, ports, airports, connectivity to all these along with a skilled worker pool. And when incentives are also added to these, the industry is sure to flourish. Be it PLI incentives or Design Linked Grants, India is offering End to End Capabilities. That is why investment is also coming continuously. India is now moving from Backend to becoming a Full Stack Semiconductor Nation. The day is not far when India's smallest chip will drive the world's biggest change. Off-course our journey began late but nothing can stop us now. I have been told that the pilot plant of CG Power has started 4-5 days ago, i.e. from 28th August. Pilot plant of Kaynes is also about to start operating. Test chips of Micron and Tata are already being produced. As I have said earlier, commercial chips will start being produced from this year itself. This shows how fast India is progressing in the semiconductor sector.

The success story of semiconductors in India is not limited to any one vertical or any one technology. We are creating a complete ecosystem, an ecosystem where designing, manufacturing, packaging and high-tech devices, everything is available right here in India. Our Semiconductor Mission is not limited to just one fab or one chip manufacturing. We are creating a semiconductor ecosystem that makes India self-reliant and globally competitive.

India's semiconductor mission has another special feature. India is moving ahead in this field with the most advanced technologies in the world. It is our focus that emerging technologies get new power from chips made in India. Our Design Centers being built in Noida and Bangalore are working on making some of the most advanced chips in the world. These are chips in which billions of transistors are being stored. These chips will give new power to the immersive technologies of the 21st century.

Today, India is continuously working on the challenges being faced by the world's semiconductor sector. Today we see skyscrapers in cities and magnificent physical infrastructure. The foundation of such infrastructure is steel. And the basis of our digital infrastructure is critical minerals. That is why India is working on the National Critical Mineral Mission today. We are working towards fulfilling our demand for rare minerals within our country. Over the last four years, we have worked extensively on critical minerals projects.

Our government also sees a very important role for start-ups and MSMEs in the growth of the semiconductor sector. Today, India contributes 20 percent of the world's semiconductor design talent. The youth in India is the largest human capital factory of the semiconductor industry. I would like to tell my young entrepreneurs, innovators and start-ups to come forward, the government is walking shoulder to shoulder with you. Design Linked Incentive Scheme and Chips-To-Startup Programme are for you. The government is also going to revamp the Design Linked Incentive Scheme. Our effort is to develop Indian Intellectual Property (IP) in this sector. Tie-up with the recently launched Anusandhan National Research Fund will also help you.

Many states are also participating here, many states have made special policies for the semiconductor sector, these states are emphasizing on special infrastructure in their states. I would also like to request all the states of the country to have a healthy competition with other states to develop the semiconductor ecosystem in their states and enhance the investment environment in their states.

India has reached here following the mantra of Reform, Perform and Transform. In the coming times, we are going to start a new phase of next generation reforms. We are also working on the next phase of the India Semiconductor Mission. I would like to tell all the investors present here that we are ready to welcome you with an open heart. And if I say in your language, the design is ready, the mask is aligned. Now is the time to execute with precision, and deliver at scale. Our policies are not short-term signals; they are long-term commitments. We will fulfill your every need. The day is not far when the whole world will say – Designed in India, Made in India, Trusted by the World. May every bit of our efforts be successful, every byte be filled with innovation, and may our journey always be error-free and full of high performance.
