Under the visionary leadership of Hon’ble Prime Minister Shri Narendra Modi, the Government of India has declared 15th November 2024 to 15th November 2025 as Janjatiya Gaurav Varsh.

As part of this historic celebration, the Ministry of Tribal Affairs launched the Adi Karmayogi Abhiyan, envisaged as the world’s largest tribal grassroots leadership mission, reaching over 11.5 crore tribal citizens across 1 lakh villages & tolas in 30 States/UTs. 

The initiative was formally inaugurated by the Hon’ble Prime Minister on 17th September 2025 at Dhar, Madhya Pradesh. 

Tribal Village Vision 2030 – The Heart of Adi Sewa Parv

A historic milestone was achieved on 2nd October 2025, when tribal villages and tolas formally passed their Tribal Village Vision 2030 Declaration during Special Gram Sabhas. This participatory process ensures that every tribal community charts its own development priorities for the next decade, aligned with Viksit Bharat@2047. Under this initiative, one lakh Village Visions and Adi Seva Kendras are under progress.  

Key Features of the Tribal Village Vision 2030 Declaration:

Community-Led Development: Villagers actively participated in Transect Walks, Focused Group Discussions (FGDs), and Gap Analysis to identify local needs and opportunities.

Village-Level Priorities: Each declaration outlines actionable goals in education, health, livelihood, social and financial inclusion, and infrastructure.

Integration with Government Schemes: Actions were mapped under PM JANMAN, Dharti Aaba Janjatiya Gram Utkarsh Abhiyan 2.0, and other central and state programmes.

Institutional Mechanism: Establishment of Adi Sewa Kendras in every village as single-window citizen service centres, with villagers contributing 1 hour per week of voluntary service (Adi Sewa Samay).

Technology-Enabled Governance: The AI-powered Adi Vaani App connects government officers with tribal communities in native languages, ensuring real-time communication and last-mile scheme delivery.

This participatory approach empowers villages to become active co-creators of their development, fosters accountability, and ensures that every citizen’s voice shapes the future of their community.

Scale of Participation (As per data uploaded on Adi Karmayogi Portal):

Approx. 300 districts, 46,040 villages, 78 lakh+ participants in Village Vision 2030 exercises.

7.5 lakh+ Adi Sathi and Sahyogi engaged.

During this period, individual entitlement cards including Aadhaar, Ayushman Bharat, PM Kisan, PM Jan Dhan were created and distributed to 23 lakh beneficiaries.

 

 

Reimagining Governance – Grassroots Leadership Model

Since 10th July 2025, 20 lakh senior officers, SHG women, and tribal youth have been trained as Adi Karmayogis through 7-day residential Governance Process Labs. They are equipped to:

Ensure last-mile delivery of government schemes

Promote convergence of departmental resources

Engage tribal communities as equal partners in governance

20 Lakh Trained Change-Makers – Officials, SHG women, and youth

1 Lakh Villages, 1 Vision – Tribal Village Vision 2030 formally adopted

1 Lakh Adi Sewa Kendras – Single-window citizen service centres with weekly Adi Sewa Hour

Village-Led Grievance Redressal – Timely resolution of issues and scheme coverage
