The National Health Authority (NHA) convened a two-day national review meeting on October 15–16, 2025, in Bhopal, Madhya Pradesh, which served as a major platform for strategic alignment and knowledge exchange as well as to evaluate progress and chart the future course for two of India’s flagship health initiatives – Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (PM-JAY) and Ayushman Bharat Digital Mission (ABDM). The event brought together Dr. Sunil Kumar Barnwal, CEO of the National Health Authority; Shri Anurag Jain, Chief Secretary, Government of Madhya Pradesh; Shri Kiran Gopal Vaska, JS and Mission Director, ABDM); Smt. Jyoti Yadav, JS (PMJAY); Shri J Satyanarayan, other senior officials, dignitaries, experts, and stakeholders from across the country for a comprehensive dialogue on digital healthcare transformation.

The NHA released its Annual Report 2024–25 and a Compendium of Best Practices from States/UTs, showcasing the impact and achievements under PM-JAY and ABDM.

The review aimed to assess implementation across States and Union Territories, share best practices and collectively shape the roadmap for PM-JAY 2.0 and ABDM 2.0. Discussions focused on strengthening digital public infrastructure, enhancing service delivery, and fostering inter-state collaboration to ensure equitable access to healthcare.

On the occasion, Dr. Sunil Kumar Barnwal led the event with a strategic presentation outlining the vision for deeper integration and scalability under PM-JAY 2.0 and ABDM 2.0. “This review marks a pivotal moment in our journey to deepen digital health integration and ensure equitable access to quality healthcare for all. Ayushman Bharat, with its four strong pillars, has benefited over 45 crore people. To accelerate progress, leadership of State & UT Health Authorities in digital integration & innovation will be key to making it the world’s largest transformative health scheme,” he highlighted.

 

Dr. Barnwal felicitated States and UTs for their exemplary claims management performance. Madhya Pradesh, Chhattisgarh, Uttarakhand, Dadra & Nagar Haveli and Daman & Diu, and Ladakh were recognized under the Zero Pendency Month initiative.

“We are committed to crafting the ABDM 2.0 report to take us to the top of the world. We need the best, actionable ideas from the States and UTs to achieve that ambition.”, stated Shri J. Satyanarayana, Former Secretary at Ministry of Electronics and Information Technology, & Chairperson, National Digital Health Blueprint.

On the occasion, NHA also released its Annual Report 2024–25 at the PMJAY & ABDM National Review in Bhopal. The report highlights key achievements, innovations & progress under PMJAY and ABDM, showcasing the impact of these flagship schemes in strengthening India’s healthcare delivery.

Ms. Jyoti Yadav presented key progress and performance highlights of States and UTs under PMJAY showcasing achievements in claims management, beneficiary coverage, dynamic empanelment, and enhanced portability. She highlighted the pivotal role of State leadership in ensuring efficient implementation and scaling the scheme to provide accessible, quality healthcare for all citizens. She further emphasized the need for deeper collaboration with States to shape PMJAY 2.0—a version that is responsive to local needs, aligned with national priorities, and capable of delivering quality care at the last mile.

Shri Kiran Gopal Vaska steered the discussion on ABDM, highlighting its role as the Digital Public Infrastructure for Healthcare. He announced the upcoming ABDM Index, stating, “The ABDM Index will be a key enabler of accountability and innovation. Care coordination is the bridge between data and dignity; ABDM’s integration with PM-JAY is a game-changer.”

Dr. Yogesh Tukaram Bharsat, CEO of the State Health Agency, Madhya Pradesh, welcomed participants and set the tone for the deliberations, while Shri Santosh Mathew from the Gates Foundation presented the Care Coordination Model, emphasizing the synergy between ABDM and PM-JAY. Senior officials from States and Union Territories participated actively, reflecting a strong national commitment to digital health advancement.

The proceedings included thematic sessions on ABDM as a Digital Public Infrastructure, performance highlights under PM-JAY, and strategies for change management in digital health. Discussions also covered the National Anti-Fraud Unit (NAFU), outcomes from the Zero Pendency Month initiative, and a demonstration of the NAFU dashboard.

As part of the review, NHA officials, including Dr. Barnwal and Smt. Yadav, visited two key facilities in Bhopal:

  1. AIIMS Bhopal: The team experienced the patient’s complete digital journey, including online OPD registration, doctor consultation, e-prescription, and seamless digital payments, gaining practical insights into institutional-level digital integration.
  2. Sehat Setu—Care Integration Program Call Centre: Officials visited the Call Centre in the State Health Authority Office to observe its operations in addressing emergency calls and managing grievances.

On the second day of the session, Shri Anurag Jain emphasized the need for behavioral change and institutionalization by States/UTs to ensure the success of ABDM and PM-JAY initiatives. He stressed that all stakeholders, especially the state machinery, must be involved in adapting, adopting, and using the schemes to create official records.

Following his address, Dr. Barnwal provided a recap of Day 1 and outlined action items for the CEOs of State Health Authorities to improve scheme implementation and tackle challenges. Finally, Shri Vikram Pagaria, Director (ABDM), NHA, presented an overview of the ABDM Best Practices currently being implemented across various States and Union Territories.

The review highlighted significant strides made by states in adopting digital health solutions and improving service delivery. The event concluded with a collective reaffirmation of commitment to accelerate the nationwide rollout and impact of PM-JAY 2.0 and ABDM 2.0, and was instrumental in fostering a robust collaboration and knowledge exchange across the States and Union Territories, thereby reinforcing a unified national effort to transform healthcare delivery through digital innovation.
