Census 2027-Pre-Test for Phase I (Houselisting Operations): Information Collection Trial for Software Evaluation Ahead of the National Census

A Census Pre-Test for software evaluation, aimed at testing and refining digital systems for data collection, will commence on 10th November 2025 as part of preparations for the Census of India 2027. This trial marks a significant step towards India's first-ever fully digital Census, replacing traditional paper-based schedules with a mobile application-based data collection system.
In Karnataka, three districts- Bengaluru Urban, Uttara Kannada and Chamarajanagar have been selected for the exercise. Specifically, 46 villages of Supa (Joida) Taluk in Uttara Kannada district, 27 villages of Gundlupet Taluk in Chamarajanagar district, and JP Park Ward in Bengaluru North City Corporation have been identified for the trial. The objective is to assess the functioning and efficiency of the digital application across diverse arcas from urban regions to those with limited mobile network connectivity.
The information collection exercise will continue for 20 days. The data gathered during this pro-test will be purely for system evaluation purposes and will not form part of the official Census database. To encourage public participation, a Self-Enumeration facility will be made available through the Census Portal from 1 to 7th November 2025, allowing individuals residing in the areas selected for Pre-Test to submit their details online through the website https://test.census.gov.in/se, prior to field visits by enumerators.
Training programmes for field functionaries will be held simultaneously across all three selected charges, organized in three batches each over three days (4-6 November 2025), to ensure smooth and standardized operations. The efficiency of the exercise of first phase of Census Houselisting and Housing Census scheduled to be conducted. from April, 2026 will be tested during the current Pre-Test.
