Shri V. Srinivas, Secretary, P&PW & Ms. Vandana Gupta, CGCA inaugurated a Mega Camp organized by O/o Controller of Communication Accounts, Gujarat, under Nationwide Digital Life Certificate (DLC) Campaign 4.0 at Tagore Hall, Ahmedabad on 4th November, 2025. The Department of Pension & Pensioners’ Welfare (DoPPW), Ministry of Personnel, Public Grievances & Pensions is conducting the Nationwide Digital Life Certificate (DLC) Campaign 4.0 from 1st to 30th November, 2025. The Campaign is a key initiative under the Government’s vision of Digital Empowerment of Pensioners, aligned with the Digital India and Ease of Living missions. During DLC Campaign 4.0, camps are being held at 2000 Districts/ Sub-Divisions/ Cities. Dedicated DLC portal has been created with mapping of 2000 Districts/ Sub-Divisions, 2500 camp locations and 1230 nodal officers to closely monitor the campaign. From 1st April to 3rd November, a total of 47 lakh Digital Life Certificates have been generated, and during the period from 1st to 3rd November, 13 lakh certificates have been generated.
During the Nationwide DLC Campaign 4.0, a Mega Camp was organized by Department of Telecommunications at Tagore Hall, Paldi, Ahmedabad on 4th November, 2025. The Secretary, Department of Pension & Pensioners’ Welfare, along with senior officials from the Department was visited the camp whch was setup to assist pensioners in submitting their Life Certificates through various digital modes. UIDAI will provide support for Aadhaar record updation, wherever required, and address any related technical issues.

The DLC Campaign 4.0 aims to reach two crore pensioners across more than 2,000 cities and towns through a saturation-based outreach approach. The Campaign emphasizes the use of Aadhaar-based Face Authentication technology, enabling pensioners to submit their Life Certificates conveniently without requiring biometric devices. Special focus is being given to super senior and differently-abled pensioners through India Post Payments Bank’s (Department of Posts) doorstep DLC service.
Hon’ble Prime Minister, Shri Narendra Modi, in his Mann Ki Baat address (24th November, 2024) and Constitution Day address (26th November, 2024), highlighted how Digital India initiatives like the Digital Life Certificate have simplified the pension process for senior citizens across the country.
The Mega camp brought together all major stakeholders including Banks, India Post Payments Bank, Department of Telecommunications, UIDAI, MeitY, NIC, and Pensioners’ Welfare Associations in Gujarat namely Kendriya Nivrutta Karmachari Mandal, Baroda Central Pensioners' Association & Posts and Telegraphs and Other Central Govt. Pensioners' Association to work collaboratively for achieving digital inclusion of pensioners.
Interactive sessions of Secretary (P&PW) and the Controller General of Communications Accounts with pensioners was held during the Mega Camp which was attended by approximately 2000 pensioners from various Departments and Organizations at Ahmedabad.

During the Mega camp Sh V Srinivas, Secretary (P&PW), addressed the participants and highlighted the Government policy of Minimum Government Maximum Governance. The pensioners are being digitally empowered through various means particularly the DLC generation which is being availed by pensioners of all ages, including those above 100 years of age. DoPPW has taken a number of initiatives for the welfare of pensioners such as CPENGRAMS, Pension Adalat, ANUBHAV, PRC and also made policy amendments beneficial to pensioners and family pensioners. Sh. V. Srinivas, Secretary (P&PW) also interacted with pensioners, who expressed their satisfaction and happiness at the facility of digital modes of Life Certificate generation developed for the convenience and Ease of Living of pensioners, in particular the Face Authentication technique which enables DLC submission ‘Anywhere Anytime’.
During the camp Ms. Vandana Gupta, CGCA, addressed the participants, informing them about the collective mission of the Government to make pension system easier and faster for pensioners by transforming the pension disbursement landscape through digital technology, which has revolutionized the system bringing efficiency and confidence. Ms. Vandana Guipta, CGCA, informed that an eco system is in place where technology is used with empathy and support to pensioners and each DLC generated is a gesture of gratitude to those who have served the nation.
As part of the Nationwide DLC Campaign 4.0, camps are being organized across 82 cities and 107 locations in Gujarat, covering various districts and sub-divisions. A total of 107 Nodal Officers will participate in these camps to ensure smooth conduct across all locations.
The Department continues to remain committed to ensuring ease of living and digital empowerment of pensioners through sustained reforms and technology-driven initiatives such as the Digital Life Certificate Campaign.
