A delegation of senior editors and reporters from the Press Information Bureau (PIB) Maharashtra & Goa,  on a Press tour of Rajasthan from 02 to 08 November 2025. 

As part of the tour,  Press team reached Barmer During this visit, the team was given a comprehensive project briefing on HRRL, covering all major aspects of the project.

Officials associated with HPCL Rajasthan Refinery Limited (HRRL) informed that the greenfield refinery-cum-petrochemical complex is located in Pachpadra tehsil of Balotra district. HRRL is being established by HPCL in joint venture partnership with the Government of Rajasthan (GoR), with HPCL holding 74% equity and the Government of Rajasthan holding 26% equity. The capacity of the refinery complex is 9 million metric tonnes per annum (MMTPA), which includes 2.4 MMTPA of petrochemical products.

HRRL refinery is being set up with state-of-the-art technology adopting highly energy-efficient systems and processes. Known as the “Gem of the Desert,” the HRRL refinery will process both imported crude oil as well as crude oil from Rajasthan. The designed crude oil mix includes 1.5 MMTPA of Rajasthan crude and 7.5 MMTPA of imported crude. The refinery is also designed to process 100% imported crude oil.

Considering the country's growing energy and petrochemical needs, the Rajasthan refinery-cum-petrochemical complex is a strategic project. It is also significant for the economic development of Western Rajasthan, as it will act as a major industry supporting the development of plastic parks and ancillary units.

During the implementation of the project, it created employment for around 35,000 contract construction workers at the peak of construction activities, and indirectly provided employment to nearly 100,000 people through the extensive construction ecosystem required to support the project.
