TRAI Assesses Network Quality Across Delhi City during the month of October

The Telecom Regulatory Authority of India (TRAI) released its Independent Drive Test (IDT) findings for the Delhi Licensed Service Area (LSA), covering extensive City routes during the month of Oct 2025.  The drive tests, conducted under the supervision of the TRAI Regional Office, Delhi, were designed to capture real-world mobile network performance across diverse usage environments – Urban Zones, Institutional Hotspots, Public Transport Hubs, and High-Speed Corridors.

Between 06th October 2025 to 10th October 2025, TRAI teams conducted detailed tests across 402.0 km of City Drive Test, 14 Hotspot locations, 6.1 km of walk test and Inter Operator Calling at 01 location.  Technologies evaluated included 2G, 3G, 4G, and 5G, reflecting the service experience of users across multiple handset capabilities.  The findings of IDT have already been intimated to all the TSPs concerned.

Key Parameters Assessed:

a) Voice Services: Call Setup Success Rate (CSSR), Drop Call Rate (DCR), Call Setup Time, Call Silence Rate & Speech Quality (MOS) Coverage.

b) Data Services: Download/Upload Throughput, Latency, Jitter, Packet Drop Rate and Video Streaming Delay.

Call Setup Success Rate: Airtel, MTNL, RJIL and VIL have 99.50%, 86.53%, 99.30% and 98.59% call setup success rate respectively in Auto-selection mode (5G/4G/3G/2G).

Drop Call Rate: Airtel, MTNL, RJIL and VIL have drop rate of 0.00%, 7.46%, 0.00% and 0.20% respectively in Auto-selection mode (5G/4G/3G/2G).

Performance against key QoS parameters

CSSR: Call Setup Success Rate (in %), CST: Call Setup Time (in seconds), DCR: Drop Call Rate (in %) & MOS: Mean Opinion Score.

             

 

Summary-Voice Services

Call Setup Success Rate: Airtel, MTNL, RJIL and VIL have 99.50%, 86.53%, 99.30% and 98.59% call setup success rate respectively in Auto-selection mode (5G/4G/3G/2G).

Call Setup Time: Airtel, MTNL, RJIL & VIL have call setup time of 0.82, 3.62, 0.66 and 0.69 seconds respectively in Auto-selection mode (5G/4G/3G/2G).

Drop Call Rate: Airtel, MTNL, RJIL and VIL have drop call rate of 0.00%, 7.46%, 0.00% and 0.20% respectively in Auto-selection mode (5G/4G/3G/2G).

Call Silence/Mute Rate: Airtel, RJIL and VIL have silence call rate of 0.76%, 2.53% and 0.88% respectively in packet switched network (4G/5G).

Mean Opinion Score (MOS): Airtel, MTNL, RJIL and VIL have average MOS of 4.00, 2.73, 3.80 and 4.38 respectively.

Summary-Data Services

Data Download performance (Overall): Average download speed of Airtel (5G/4G/2G) is 234.00 Mbps, MTNL (3G/2G) is 5.04 Mbps, RJIL (5G/4G) is 249.02 Mbps and VIL (5G/4G/2G) is 23.82 Mbps.

Data Upload performance (Overall): Average upload speed of Airtel (5G/4G/2G) is 31.83 Mbps, MTNL (3G/2G) is 1.68 Mbps, RJIL (5G/4G) is 25.98 Mbps and VIL (5G/4G/2G) is 11.38 Mbps.

Latency (Overall): Airtel, MTNL, RJIL & VIL 50th percentile latency is 11.69 ms, 21.32 ms, 15.18 ms & 35.03 ms respectively.

Data performance - Hotspots (in Mbps):

Airtel- 4G D/L: 28.61   4G U/L: 8.24

       5G D/L: 235.46 5G U/L: 29.93

RJIL-   4G D/L: 44.13   4G U/L: 9.76

       5G D/L: 291.96 5G U/L: 28.24

VIL-    4G D/L: 18.36   4G U/L: 5.90

       5G D/L: 30.40   5G U/L: 24.51

Note- “D/L” Download speed, “U/L” Upload speed.

 4G & 5G technology have not been observed in MTNL.

      

The assessment in Delhi included high-density neighbourhoods such as Shalimar Bagh, Paschim Vihar, Vikaspuri, Najafgarh, Janakpuri, Dwarka, Udyog Vihar, Sarhol, Sikandarpur and Gurugram (Sec 10A, 49 & 44) etc.  TRAI also evaluated real-world conditions at Doon Public School Paschim Vihar, Guru Gobind Singh Indraprastha University, Gurudwara Baba Zorawar Singh Ji Baba Fateh Singh Ji Fateh Nagar, Institute of Information Technology & Management Janakpuri, ISKCON Temple Punjabi Bagh, Kirti Nagar Furniture Market, Kirti Nagar Metro Station, Lotus Valley International School, Paschim Vihar West Metro Station, Rajouri Garden Market, Ramakrishna Senior Secondary School Vikaspuri, Rohini Court Complex, Vegas Mall Dwarka & Venkateshwar Hospital Dwarka.

The walk test, conducted on 09th to 10th October 2025 in Delhi City, focused on, DLF Cyber Hub Gurugram & Jwala Heri Market Paschim Vihar, capturing mobile network behaviour in crowded pedestrian environments.

The tests were conducted using TRAI suggested equipment and standardised protocols in real-time environments.
