IMPACT OF NLM-EDP ON EMPLOYMENT

National Livestock Mission (NLM), Entrepreneurship Development Programme (NLM-EDP) is a credit linked scheme being implemented by the Department of Animal Husbandry & Dairying, Government of India under which the capital subsidy is 50% up to the maximum ceiling of Rs.50.00 lakh. This subsidy is provided to individuals, Farmer Producer Organizations (FPOs), Self-Help Groups (SHGs), Joint Liability Groups (JLGs), Farmer Cooperative Organizations (FCOs) and Section 8 companies. This subsidy supports the establishment of rural poultry breeding farms, sheep, goat, pig, camel, horse, donkey breeding farms, as well as fodder value-addition units such as hay, silage, Total Mixed Ration (TMR), fodder blocks and fodder seed processing, grading and storage units.

The subsidy ceiling for different components ranges from ₹3 lakh to ₹50 lakh depending on the type of project. The subsidy limits for specific projects are as follows:

  • Poultry Project: Up to ₹25 lakh
  • Sheep & Goat Farming: Up to ₹10 lakh to ₹50 lakh
  • Pig Farming: Up to ₹15 lakh to ₹30 lakh
  • Fodder Projects/ Fodder seed processing and grading infrastructure units: Up to ₹50 lakh
  • Horse/Camel/Donkey Breeding: Up to Rs 3 lakh to ₹50 lakh

The total amount of funds allocated under EDP programme during last five years is Rs.559.53 Crore and detail category wise subsidy released till date is as under:

  • (c) and (d) NLM-EDP is expected to create employment for 18,475 persons, directly and indirectly. Currently, there are no projects approved under the NLM-EDP in Baran District however, in Jhalawar District of Rajasthan, two projects have been approved, which are anticipated to generate employment for 13 individuals.

The initiatives under NLM-EDP generate direct employment opportunities for both the entrepreneurs and the hired workforce. Additionally, the project creates indirect job opportunities through veterinary services, feed suppliers, transporters and market assistance for individuals. The scheme also bolsters rural livelihoods, as it specifically targets self-reliance among rural youth and women, who frequently come from marginalized communities and landless households, by offering them viable business prospects.

NLM-EDP also contributes to Skill Development, as a key element of the NLM is its emphasis on capacity building and the transfer of modern technology, which improves the skills of livestock owners and functionaries. The mission encompasses initiatives for capacity building and skill-based training aimed at disseminating modern technologies and management practices. Training addresses various components, including breeding, feeding, health management and processing, empowering farmers to implement scientific and profitable rearing techniques.
