The Capacity Building Commission (CBC) has continued to play central role in strengthening India’s civil services architecture by driving the implementation of Mission Karmayogi.

During the year 2025, the Commission focused on reaching out to the states with a more structured approach, aiming at creating capacities through Capacity Building Plans (CBPs) for State Departments by using AI-tool. In addition, the Commission updated its accreditation framework for Training Institutes incorporating new dimensions. The behavioural training in Seva Bhav through ‘Rashtriya Karmayogi Jan Sewa Programme’ was one of the important highlights of the year. In addition, the focus aimed at creating new courses in domain areas targeting domain competencies.

During 2025, the Commission took several key initiatives and achieved significant milestones.

The highlights are as follows:

State‑Level Capacity‑Building Plan Development Workshop conducted at RCVP Noronha Academy of Administration and Management, Bhopal, Madhya Pradesh, on 08.12.2025.

The Capacity Building Commission initiated structured engagement with States to enable the creation of State-specific Capacity Building Plans (CBPs). A two-day National Workshop was held on 24–25 September 2025, with participation from 17 States and Administrative Training Institutes (ATIs), facilitated testing and validation of the AI-enabled CBP framework. This was followed by a series of State-level workshops, conducted in collaboration with State ATIs, for the preparation and validation of customised CBPs.

During December 2025, workshops were held in Madhya Pradesh, Jammu & Kashmir, and Chhattisgarh, with 15 States scheduled to be covered during January–February 2026.

CBC has signed Memorandum of Understanding with 28 States and Union Territories till now, enabling aligned implementation of Mission Karmayogi at the State level. These MoUs provide a structured framework for collaborative planning, institutional strengthening, and adoption of competency-based, role-driven capacity-building initiatives across States and UTs.

The programme was launched in January, 2025. During the year, MoUs were signed with Jammu & Kashmir, Punjab, Haryana, Karnataka, Tripura, Rajasthan, Arunachal Pradesh, Delhi, Chandigarh, Chhattisgarh, Manipur, Nagaland, Goa and Mizoram.

CBC began ‘राष्ट्रीय कर्मयोगी-Large Scale Jan Seva Program’ for Central Government employees, in New Delhi on 06.01.2025.

The Capacity Building Commission has successfully trained over 8.5 lakh Government officials under the Rashtriya Karmayogi Jan Seva Program, supported by 16,000 Master Trainers and 822 Lead Trainers.

The Phase I of the program was launched on 6th January, 2025 with an aim to reawaken seva bhav among the civil servants. During the Phase-I, 278 Master Trainers were trained, who subsequently trained over 17,000 civil servants within Delhi Secretariat offices of Central Ministries and Departments.

Phase II of the program, launched on 5th May, 2025 aiming to train employees of Central Ministries, Departments and organisations across country, has been successfully completed, reflecting strong nationwide participation. The initiative aims to strengthen the spirit of Seva Bhav and the Karmayogi ethos, contributing to a more responsive, empathetic, and citizen-centric civil services across the country.

MoS Dr. Jitendra Singh launched the National Standards for Civil Service Training Institutes 2.0 (NSCSTI 2.0), in New Delhi on 18.07.2025.

The Capacity Building Commission advanced quality and global benchmarking in civil services training with the launch of NSCSTI 2.0, an upgraded accreditation framework for Civil Services Training Institutions (CSTIs) under Mission Karmayogi.

NSCSTI 2.0 introduces enhanced flexibility, technology readiness, and a holistic quality framework anchored in the Karmayogi Competency Model, Amrit Gyaan Kosh, and Indian Knowledge Systems, promoting continuous institutional improvement and excellence.

Under the strengthened accreditation regime, Lal Bahadur Shastri National Academy of Administration was accredited as a 5-Star Training Institute, while Rafi Ahmed Kidwai National Postal Academy, National Communications Academy – Finance, Institute of Secretariat Training & Management, and National Academy of Direct Taxes were re-accredited with 5-Star ratings following successful implementation of Quality Improvement Plans (QIPs).

Total eight Training Institutes re-accredited under the updated framework, all have shown improvement by atleast one star.

These milestones reinforce a culture of excellence, accountability, and future-ready capacity building across India’s civil services training ecosystem.

  • National Workshop on “Future Readiness of Central Training Institutes

Chairperson CBC Ms S Radha Chauhan emphasised that Training Institutes need to stand out to meet the bigger challenges, adding that they need to reimagine, revamp and re-define their roles in ever evolving training eco-system.

Workshop was held on 15th December, 2025, enabling focused deliberations on critical aspects of future readiness on the topics Building Excellence through Roles, Responsibilities, and Technology-Enabled Training Quality, Strengthening the NSCSTI Framework & Enabling Resource Pooling and Enhancing Courses on iGOT through AI tools & Domain Course Identification. The findings of the discussions were presented before the audience leading to convergence on actionable recommendations and implementation pathways.

  • Advanced Faculty Development Programme
  • Aims to train 600 faculty members by 2027

The Capacity Building Commission launched (November, 2025) its Advanced Faculty Development Programme at the Indian School of Business, Hyderabad, aimed at strengthening pedagogical excellence and leadership within Civil Services Training Institutions (CSTIs).

Through this initiative, CBC plans to train 600 faculty members by 2027, building a robust, future-ready faculty ecosystem aligned with Mission Karmayogi. First batch of faculty development program was conducted in ISB Hyderabad from 24th to 28th November 2025 training around 32 faculties from government training institutions.

  • National Consultative Workshop on Karmayogi Quality Framework:

CBC organised a National Consultative Workshop on Quality Framework for iGOT Courses on 19th December at New Delhi. The workshop brought together key stakeholders from across the learning ecosystem to deliberate on strengthening quality assurance mechanisms for digital learning under Mission Karmayogi.

As a follow up, CBC will have 4 (four) working groups for the Karmayogi Quality Framework, as follows:

  1. CQF- Content Quality Framework
  2. SOP for onboarding Content
  3. Dynamic Health Checks for Content
  4. Concurrent Content Audit/Review
  • Amrit Gyan Kosh:

Amrit Gyaan Kosh (AGK), an initiative of the Capacity Building Commission, continues to grow as a vibrant national repository of governance knowledge. Designed to document and share best practices through case studies, AGK enables civil servants across the country to learn from real-world experiences and innovative solutions.

To date, around 70 case studies have been published and are now live on the iGOT Karmayogi platform, collectively generating an impressive engagement of nearly 6 lakh learners. An additional 110 case studies are currently under development, reflecting the strong momentum and interest in this initiative. Ten (10) of AGK cases have been co-published with ADBI.

Second Advanced Case Writing workshop being held at IRIF, Secunderabad.

Strengthening this effort, the Commission has trained more than 150 faculty members from Central and State Administrative Training Institutes through its Advanced Case Writing Workshops. These workshops equip faculty with the skills to craft high-quality governance case studies, building a growing ecosystem of practice-oriented learning resources for public officials.

  • DAKSH Leadership Programme for CPSEs:

Marking an important milestone in the transformative leadership program of DAKSH (Development of Aspiration, Knowledge, Succession & Harmony), Indian Institute of Management, Ahmedabad (IIM-A) hosted the inaugural ceremony of the 6-day classroom immersion program in July, 2025. DAKSH (Development of Aspiration, Knowledge, Succession & Harmony) is a flagship leadership program conceptualised and developed jointly by CBC & SCOPE, integrating in-person immersions, experiential learning, and reflective interventions to build future-ready and agile leaders for India’s public sector.

  • “Bharat CPSEs’ Consultative Conclave” on “Shaping India’s Growth Story through DAKSH PSEs @2047”:

Shri K Moses Chalai, Secretary, Department of Public Enterprises, highlighted the fact that leadership is very important and we need visionary leaders during the workshop held on 18.12.2015, in New Delhi.

Capacity Building Commission (CBC), in collaboration with the Department of Public Enterprises (DPE), Ministry of Finance, organised the Bharat CPSEs’ Consultative Conclave, on 18th December in New Delhi. The conclave, themed “Shaping India’s Growth Story through DAKSH PSEs @2047”, brought together senior leadership from Central Public Sector Enterprises (CPSEs), Central Ministries, and key institutional stakeholders.

As a follow up of this conclave, CBC is planning the following Thematic Events for Capacity Building of CPSEs:

  • Financial Management: Long-term capital planning, risk frameworks, governance excellence (including FSIB Sector).
  • R&D, Technology & Innovation Ecosystems: Tech adoption pathways, innovation partnerships, digital transformation (with Academia, ANRF, Research Councils).
  • CSR, ESG & Sustainability Leadership: Responsible business, ESG metrics, climate-aligned strategies
  • Engineering, Projects & Asset Management Excellence: Best-in-class Project Management models, Mega-project execution, Operational Resilience.
  • Learning, Development & Training Ecosystem: Strengthening Capabilities, Cross-PSE knowledge exchange, Research-driven training models.
  • Viksit Panchayat initiative:

Baseline Data Collection in Assam

The Viksit Panchayat Initiative is aimed at strengthening PRIs by building the capacities of both elected representatives and Panchayat officials at the grassroots level, working closely with PRI experts, State Institutes of Rural Development (SIRDs), practitioners, and state governments to design a competency-based intervention.

As a pilot, the initiative is being rolled out in 60 Gram Panchayats across 4 States (Andhra Pradesh, Assam, Gujarat and Odisha). During the year 2025, several key deliverables were achieved, including 2 roundtables to finalise the programme design, 4 State-level consultative workshops organised to onboard stakeholders. A learning design workshop was conducted for module development in the month of April, 2025, following which 14 learning modules were prepared for rollout.

A baseline survey was completed to assess existing competency levels and institutional practices across intervention Panchayats

  • Capacity Building of Urban Local Bodies (ULBs)

CBC has continued its efforts towards capacity building of ULBs. Over 1.75 lakh ULB officials have been onboarded onto the iGOT Karmayogi Bharat platform. To support their capacity-building needs, 154 curated courses are available, including 60 functional, 64 domain, and 30 behavioural courses.

During 2025, five (5) state-level workshops on Capacity Building of Urban Local Bodies under Mission Karmayogi were conducted in Assam, Andhra Pradesh, Haryana, Uttar Pradesh, and Odisha, engaging over 1,200 ULB officials. Further, 125 unique designations across 25 departments have been mapped under the Role Aligned Competency Enhancement (RACE) Framework, resulting in the identification of 65 functional, domain, and behavioural competencies and a structured competency and training needs architecture for ULBs.

The Capacity Building Commission (CBC) is committed to play its role in preparing future-ready Civil Services and towards implementation of Mission Karmayogi.
