The Mumbai Port Authority (MbPA) signed an Agreement with NBCC (India) Limited, a Navratna Central Public Sector Enterprise under the Ministry of Housing and Urban Affairs, for the planning, designing and implementation of a Central Government Office (CGO) Complex at Cotton Green, Mumbai on Tuesday.

Executed on December 23, 2025, the Agreement marks a key milestone in MbPA’s strategy to transform strategically located port land into high-value institutional infrastructure. This initiative strengthens governance, optimises land utilisation, and supports Mumbai’s urban regeneration.

Under the Agreement, NBCC will serve as the project implementation agency on a turnkey, deposit-work basis. It will deliver end-to-end services, including master planning, architectural and engineering design, statutory coordination, tendering, construction, project management, and supervision. The project will follow prevailing government standards and specifications, using applicable schedule of rates, area-based costing norms, and relevant cost indices to ensure transparency, quality, and cost efficiency.

The CGO Complex will emerge as a modern, integrated, and sustainable office campus, consolidating multiple Central Government offices in a secure, well-planned precinct. Located near Cotton Green with excellent rail and road connectivity, it will enhance administrative efficiency, improve inter-departmental coordination, and catalyze planned development along Mumbai’s eastern waterfront.

MbPA officials highlighted the partnership's significance, stating it reflects confidence in NBCC’s proven track record in delivering complex institutional projects. NBCC reaffirmed its commitment to design excellence, statutory compliance, sustainability, and timely execution.

The MbPA-NBCC Agreement underscores a shared commitment to nation-building through world-class public infrastructure. The CGO Complex will stand as a flagship institutional development of long-term significance for Mumbai and the country.
