Ministry of Home Affairs: Year End Review 2025

The year 2025 was a watershed year for the Ministry of Home Affairs (MHA) as many landmark achievement were made towards fulfilling Prime Minister Shri Narendra Modi’s vision of Safe, Secure, and Viksit Bharat. Under the guidance of Union Home Minister and Minister of Cooperation Shri Amit Shah, the MHA focused on strengthening internal security and country's efforts to deal with serious threats like terrorism, extremism, organized crime and cyber-attacks.

The key highlights of the ministry included the near-elimination of Left-Wing Extremism (LWE), effective counter-terrorism strategies, significant progress in implementing New Criminal Laws, enhanced cyber security, ruthless approach and zero tolerance against drugs and preparations for the transformative Census 2027. These initiatives, bolstered by technology, community engagement, and inter-agency collaboration, led to reduced violence, higher conviction rates, and empowerment of marginalized groups, embodying the principles of Nyay (Justice), Suraksha (Security), and Samriddhi.

Left-Wing Extremism (LWE): Naxalmukt Bharat Abhiyan Achieves Milestone

Under the vision of the Modi government to build a Naxalism-free India, the Ministry of Home Affairs has upped the ante to completely eradicate the menace of left-wing extremism by March 31, 2026. The year 2025 witnessed unprecedented successes due to a multi-pronged strategy encompassing ruthless security operations, extensive developmental initiatives, rehabilitation policies, and enhanced inter-agency coordination, significantly dismantling the Maoist network and restoring peace in affected areas.

  • Union Home Minister and Minister of Cooperation Shri Amit Shah chaired a security review meeting in Raipur, Chhattisgarh. Before 31 March, Naxalism will become history in the entire country including Chhattisgarh.

  • Union Home Minister and Minister of Cooperation Shri Amit Shah chaired an Inter-State Security Coordination meeting with DGPs/ADGPs and senior officers from Chhattisgarh, Andhra Pradesh, Telangana, Madhya Pradesh, Maharashtra, Jharkhand, and Odisha on Naxalism.
  • Home Minister confidently reiterates that the country will be free from Naxalism by March 31, 2026.

  • Achieving a historic success in the resolve of a ‘Naxal-free India’, security forces kill 31 Naxalites in the biggest-ever operation against Naxalism at Karreguttalu Hill (KGH) on Chhattisgarh-Telangana border.
    • Karreguttalu Hills, which was once ruled by red terror, now proudly hoists the tricolour: Union Home Minister.
    • Our security forces completed this biggest-ever anti-Naxal operation in just 21 days and there were no casualties of security forces in the operation.

  • In a landmark achievement, security forces neutralized 27 dreaded Maoists in Narayanpur, including CPI-Maoist General Secretary Nambala Keshav Rao alias Basavaraju – the movement's backbone and the first such high-ranking elimination in three decades. Following Operation Black Forest, 54 arrests and 84 surrenders occurred across multiple states.

  • Security agencies neutralised 16 Naxalites and recovered a massive cache of automatic weapons in an operation in Sukma, Chhattisgarh.

  • In the anti-Naxal operation, notorious Naxal commander with ₹1 crore bounty, CPI (M)’s CCM Sahdev Soren alias Parvesh has been neutralized. Security forces also eliminated two other bounty Naxals - Raghunath Hembram alias Chanchal and Birsen Ganjhu alias Ramkhelawan. Following this anti-Naxal operation, Naxalism has been completely eradicated from the Bokaro region of northern Jharkhand.

  • Security forces eliminated two Central Committee Member Naxal leaders - Kadari Satyanarayana Reddy alias Kosa and Katta Ramchandra Reddy - in the Abujhmad region of Narayanpur along the Maharashtra-Chhattisgarh border.

  • This year the Modi government achieved new milestones in building a Naxal-free Bharat and brought down the number of most-affected districts to 3, affected districts to 11 from 18 and eliminated and eliminated 312 LWE cadres surpassing all previous records under the guidance of Union Minster of Home Amit Shah.

  • 258 Naxalites surrendered in Chhattisgarh and Maharashtra. including 10 Senior Operatives including Satish alias T. Vasudeo Rao (CCM) who carried an award of Rs. 1 crore on him. Huge numbers of automatic weapons, including AK-47s, INSAS, SLRs, 303 rifles, etc., have been surrendered by them.

  • Union Home Minister and Minister of Cooperation, Shri Amit Shah addresses the Bastar Pandum Program in Bastar, Chhattisgarh. The Modi government is working to give international recognition to Bastar Pandum by bringing its traditions, culture, and art to the world. Naxalites cannot stop the development of entire Bastar; Bastar has now become a symbol of the future, not fear. Bastar Pandum Program will be celebrated in 12 categories next year and tribals from all over the country will participate in it.

  • In the next 5 years, Bastar division will become the most developed tribal division in the country. The 2026 Bastar Olympics will be held in a Naxal-free Bastar.

Discussion on the working of MHA

Union Home Minister and Minister of Cooperation Shri Amit Shah replies to the discussion on the working of the Ministry of Home Affairs in the Rajya Sabha.

    • Terrorism, Naxalism and Insurgency are on the verge of ending under Modi government. The Modi government will neither tolerate terrorism nor terrorists.
    • By 31st March 2026, the country will be free from Naxalism.
    • New criminal Laws will be fully implemented across the country within the next 3 years.
    • The Modi government will never spare those who earn money from the drug trade and use that money for terrorist activities.
    • NIA has achieved a 95% conviction rate, which is the highest among anti-terror agencies worldwide.

National Security: Strengthening country's efforts to deal with serious threats like terrorism, extremism, organized crime and cyber attacks

  • Union Home Minister and Minister of Cooperation, Shri Amit Shah inaugurated the new Multi-Agency Centre (MAC) in New Delhi.
    • Operation Sindoor, is a unique symbol of firm political will of Prime Minister Shri Narendra Modi ji, accurate information of intelligence agencies and the infallible strike capability of our armed forces.
    • The new MAC will synergise the efforts of all agencies and provide a seamless and integrated platform to deal with the complex and interconnected current National security challenges.
    • The new network will strengthen the country's efforts to deal with serious threats like terrorism, extremism, organized crime and cyber attacks.

  • Union Home Minister Shri Amit Shah, inaugurated the BHARATPOL portal developed by CBI.
    • Under the leadership of Prime Minister Shri Narendra Modi, with the launch of 'BHARATPOL', India is ushering into a new era in international investigations.
    • 'BHARATPOL' network will enable cooperation with 195 countries in combating crimes related with drugs, weapons, human trafficking, and other cross-border offenses.

Strengthened Counter-Terrorism Measures

  • Union Home Minister and Minister of Cooperation, Shri Amit Shah participated in the special discussion in the Lok Sabha on India’s strong, successful, and decisive response to the Pahalgam terrorist attack through ‘Operation Sindoor’.
    • Prime Minister Shri Narendra Modi, through ‘Operation Sindoor,’ eliminated the terror camps and masters of terrorists and, in ‘Operation Mahadev,’ wiped out the terrorists involved in the Pahalgam attack.
    • In the joint 'Operation Mahadev' by the Army, CRPF, and J&K Police, all three terrorists involved in the Pahalgam attack—Suleman alias Faizal Jatt, Hamza Afghani, and Zibran—were killed.
    • Operation Sindoor exposed Pakistan to the whole world and our army shattered Pakistan’s war capabilities.

Cyber Security & Forensic Science: Making Cyber Secure Bharat

  • Union Home Minister and Minister of Cooperation, Shri Amit Shah chaired Parliamentary Consultative Committee for Ministry of Home Affairs on 'Cyber Security and Cyber Crime' meeting in New Delhi.
    • Under the leadership of Modi Ji, the country is witnessing a 'digital revolution'.
    • Modi government is moving forward with a four-pronged strategy to tackle cybercrimes: Convergence, Coordination, Communication, and Capacity.

  • Indian Cybercrime Coordination Centre (I4C) introduced the new e-Zero FIR initiative to nab any criminal with unprecedented speed.

    • Launched as a pilot project for Delhi, the new system will automatically convert cyber financial crimes filed at NCRP or 1930 to FIRs, initially above the threshold limit of ₹10 lakh.

New Criminal Laws: Beginning of a new era of Victim-Centric Justice

  • Union Home Minister and Minister of Cooperation Shri Amit Shah addressed the programme “A Golden Year of Trust in the Justice System” held in New Delhi to mark the successful completion of one year of the New Criminal Laws.
    • The three New Criminal Laws introduced under the leadership of Prime Minister Modi will make the judicial process not only affordable, accessible, and approachable, but also simple, consistent, and transparent.
    • There can be no greater reform than making the justice system - which protects the rights of the people - transparent, citizen-centric, and time-bound.
    • The new laws will shift the mindset from 'What will happen if I file an FIR' to a strong belief that 'Filing an FIR will lead to prompt justice'.
    • To ensure timely justice, we have bound the police, prosecution, and judiciary to strict timelines.

Combating Narcotics: Ruthless and Whole-of-Government approach to dismantle narco-terror ecosystems

  • Union Home Minister and Minister of Cooperation Shri Amit Shah participated in discussion on electoral reforms in Lok Sabha.
  • Removing names in case of death or if someone is registered as a voter in two places, adding names when someone turns 18 years old, and selectively deleting infiltrators — that is what SIR is.
  • To prevent infiltrators from electing Chief Ministers and Prime Ministers and thereby making the country insecure, purification of the voter list is essential—and that process is called SIR.
