Major airport infrastructure expansion have been carried out across India in the year 2025. Airports and terminal facilities inaugurated at Patna, Datia, Satna, Amravati, Tuticorin and Purnea, significantly enhancing regional connectivity and accelerating economic growth across Bihar, Madhya Pradesh, Maharashtra and Tamil Nadu.
Inauguration of New Terminal of Jayprakash International Airport, Patna
An ultra-modern terminal was inaugurated at Patna airport, which has been developed at the cost of ₹1,200 crore. The airport spans over 65,150 square meters and is designed to handle 3,000 passengers during peak hours and up to one crore passengers annually.
Inauguration of Purnea Airport, Bihar
Purnea took a major step forward in air connectivity as Prime Minister Narendra Modi inaugurated the Interim Terminal Building at the New Civil Enclave of Purnea Airport. The new facility significantly enhances passenger handling capacity, positioning the airport to better serve the growing demand for air travel in the region
Inauguration of New Terminal of Guwahati International Airport
The newly completed Integrated New Terminal Building of Lokapriya Gopinath Bardoloi International Airport in Guwahati, spread over nearly 1.4 lakh square metres, is designed to handle up to 1.3 crore passengers annually. India’s first nature-themed airport terminal, the airport’s design draws inspiration from Assam’s biodiversity and cultural heritage under the theme “Bamboo Orchids”. The terminal makes pioneering use of about 140 metric tonnes of locally sourced Northeast bamboo. A unique “Sky Forest”, featuring nearly one lakh plants of indigenous species, offers arriving passengers an immersive, forest-like experience.
Inauguration of Navi Mumbai International Airport
However, biggest of them all was Navi Mumbai International Airport, which was inaugurated Prime Minister Shri Narendra Modi on October 06, 2025. Underscoring that Mumbai’s long wait had ended with the city now receiving its second international airport, the Prime Minister highlighted that this airport would play a major role in establishing the region as one of Asia’s largest connectivity hubs. He also highlighted that the Navi Mumbai International Airport is a project that reflects the vision of a developed India. Built on the land of Chhatrapati Shivaji Maharaj, the airport is shaped like a lotus flower, symbolizing culture and prosperity.
Months earlier, Prime Minister Shri Narendra Modi had virtually inaugurated the newly developed Satna Airport and the upgraded Datia Airport in Madhya Pradesh on May 29. 2025. The historic occasion marked a transformative leap for the Bundelkhand and Baghelkhand regions. Speaking at the inaugural function at Datia, Minister of Civil Aviation Shri Rammohan Naidu said, “With the blessings of Ma Pitambara, the ‘Mini Vrindavan’ of Madhya Pradesh — Datia now has wings of connectivity.”
Inauguration of new terminal of Thoothukudi Airport, Tamil Nadu
Prime Minister Shri Narendra Modi also inaugurated the new advanced terminal at the Thoothukudi Airport in Tamil Nadu on July 26, 2025. Constructed at a cost of ₹450 crore, the terminal is now equipped to host over 20 lakh passengers annually—up from the previous capacity of just 3 lakh passengers. Affirming the Union Government’s commitment to unlocking the full potential of Tamil Nadu by modernizing its infrastructure, Shri Narendra Modi stated that significant strides are being made to upgrade port facilities with advanced technologies. In parallel, efforts are underway to integrate airports, highways, and railways, enhancing seamless connectivity across the state. The Prime Minister remarked that the inauguration of the new advanced terminal at the Thoothukudi Airport marks another major milestone in this direction.
Government gives NOC for starting three new airlines
Ministry of Civil Aviation has given nod for starting new Airlines in India. While Shankh Air had already got the NOC from the Ministry, Al Hind Air and FlyExpress received their NOCs in the mid-December 2025. Informing about it, Civil Aviation Minister Shri Rammohan Naidu posted on ‘X’, “Pleased to have met teams from new airlines aspiring to take wings in Indian skies—Shankh Air, Al Hind Air and FlyExpress… It has been endeavour of the Ministry to encourage more airlines in Indian Aviation which is amongst the fastest growing aviation markets in the world owing to the policies of the government of Prime Minister Shri Narendra Modi. Schemes like UDAN, has enabled smaller carriers Star Air, India One Air, Fly91, etc to play an important role in the regional connectivity within the country and there is more scope for further growth.”
Bureau of Civil Aviation Security (BCAS) revoked Security Clearance of M/s Celebi and its associated companies
Bureau of Civil Aviation Security (BCAS) on May 15, 2025 revoked the security clearance of M/s Celebi and its associated companies on grounds of national security. Union Minister of Civil Aviation Shri Ram Mohan Naidu made it clear that nothing was above the security of the Nation and its citizens. National interest and public safety are paramount and non-negotiable. The Minister further stated on the occasion: “We are also deploying special teams to oversee operations and address any emerging issues in real time. We will continue to uphold national security while ensuring ease of travel and cargo movement across the country.”
MoCA invoked regulatory powers to ensure fair and reasonable fares during Indigo operational crisis
The MoCA took serious note of concerns regarding unusually high airfares charged by certain airlines during the disruption. In order to protect passengers from any form of opportunistic pricing, the Ministry had invoked its regulatory powers to ensure fair and reasonable fares across all affected routes. An official directive was issued to all airlines mandating strict adherence to the fare caps. These caps still remain in force until the situation fully stabilises. The objective of this directive was to maintain pricing discipline in the market, prevent any exploitation of passengers in distress and ensure that citizens who urgently need to travel — including senior citizens, students, and patients — are not subjected to financial hardship during this period. The Ministry continues to closely monitor fare levels through real-time data and active coordination with airlines and online travel platforms. Any deviation from the prescribed norms will attract immediate corrective action in the larger public interest.
MoCA establishes Passenger Assistance Control Room (PACR) to accelerate passenger grievance redressal
Ministry of Civil Aviation, under the leadership of Civil Aviation Minister Shri Ram Mohan Naidu, decided to establish a permanent, 24×7 Passenger Assistance Control Room (PACR). It was operationalised for real-time monitoring of aviation operations and expedited redressal of passenger grievances, institutionalising a passenger-first governance approach.
The initiative is spearheaded by Civil Aviation Secretary Shri Samir Kumar Sinha, with the objective of institutionalising a unified, future-ready advanced mechanism for passenger assistance and crisis response. The PACR function as an integrated hub bringing together officials from the MoCA, DGCA, AAI, airline operators and other key stakeholders under one roof at Udaan Bhawan, in New Delhi. The PACR operates round-the-clock, continuously monitoring aviation operations, attending to passenger calls and coordinating real-time assistance and grievance resolution very efficiently and effectively.
The AirSewa system has also been fully integrated into the PACR, enabling seamless handling of passenger grievances received through it. An omni-channel technology backbone converts passenger inputs into actionable cases, supported by data-driven dashboards that provide live visibility on grievance types, timelines and stakeholder actions. The physical presence of airline representatives within the Control Room allows immediate coordination and on-the-spot resolution of issues. The Secretary expressed satisfaction that as of now, more than 14,000 passenger grievances have been resolved through focused monitoring and expedited interventions at the PACR since December 03, 2025. In addition, over 500 call-based interventions have been undertaken to directly assist passengers during operational disruptions. Grievances related to flight delays, cancellations, refunds and baggage issues are prioritised and addressed in accordance with the provisions of the Passenger Charter.
Furthermore, Ministry of Civil Aviation took serious note of the recent operational disruptions and cancellations of flights across IndiGo’s network. Minister of Civil Aviation Shri Kinjarapu Ram Mohan Naidu personally chaired a high-level review meeting with IndiGo’s senior management in the presence of the Secretary, Civil Aviation; DG, DGCA; senior officials of the Ministry and the AAI. During the meeting, IndiGo presented data on cancellations and attributed the disruption to challenges in crew planning and implementation of the revised Flight Duty Time Limitations (FDTL) norms, along with seasonal weather-related constraints. He expressed clear displeasure regarding the manner in which the situation has been handled by the airline, and stressed that ample preparatory time had been available to ensure a seamless transition to the new regulatory requirements. The Minister further directed IndiGo to urgently normalize operations and to ensure that there is no increase in airfares due to the current situation.
The Protection of Interest in Aircraft Objects Act comes into effect
The Protection of Interest in Aircraft Objects Bill, 2025 became law on April 16, 2025 after it was passed by both Houses of the Parliament and assented by President Smt. Droupadi Murmu. Thi s marked the second major aviation reform passed under the leadership of Union Civil Aviation Minister Shri Rammohan Naidu. The Act aligns India’s aircraft leasing and financing ecosystem with global standards. The Act builds on the framework of Cape Town Convention 2001, which aimed to simplify and standardise leasing agreements. India formally adopted this convention in 2008, but gaps in legal enforcement led to higher leasing costs—typically eight to 10 percent higher than other nations. With this Act, India plugs those gaps, providing legal certainty to aircraft financiers and reducing costs for Indian carriers.
Regional Ministers’ Conferences on Civil Aviation institutionalised
A structured consultative mechanism, Regional Ministers’ Conferences on Civil Aviation, launched in 2025 to strengthen Centre–State coordination. Conferences across Northern, North-Eastern, Eastern and Western regions enabled time-bound resolution of issues related to airport development, land acquisition, connectivity gaps, ATC constraints and regulatory approvals—advancing the vision of cooperative federalism in aviation.
Northern Region Ministers’ Conference on Civil Aviation 2025 was held at Dehradun in Uttarakhand on July 04, 2025 with the broad vision of ‘unlocking the vast potential of aviation sector in the country’, as put by the Union Minister of Civil Aviation Shri Rammohan Naidu. The Conference was the start of a series of Regional Conferences, conceptualised for deepening Centre-State-Industry collaboration in the Aviation sector. The deliberations were focussed on actionable strategies for strengthening connectivity, infrastructure, and investment across Northern India’s aviation landscape.
The Eastern Region Ministers’ Conference on Civil Aviation 2025, was organised at Bhubaneswar on August 25, 2025. Minister of Civil Aviation Shri Rammohan Naidu emphasised the need for deepening Centre-State-Industry collaboration for the accelerated growth of the Civil Aviation sector in the Eastern Region. With its industrial might, strong tourism base, coastal access, and aspirational Tier-II cities, Eastern Region has a variety of connectivity needs and holds great potential to be a key driver in India’s journey to become a global aviation powerhouse. He assured continued support from the Central Government and emphasised that aviation is no longer a luxury—but a critical enabler of Viksit Bharat @2047.
The 3rd North East Region Ministers’ Conference on Civil Aviation 2025 & 3rd North East Aviation Summit was held in Itanagar, Arunachal Pradesh on September 04, 2025. Civil Aviation Minister Shri Rammohan Naidu stressed on the need for deepening Centre-State-Industry collaboration for the accelerated growth of the Civil Aviation sector in the North East Region (NER). He emphasized that enhanced air connectivity is vital for improving accessibility to remote and border areas, promoting tourism, facilitating cargo and logistics, and driving industrial as well as socio-economic growth in Arunachal Pradesh and the NER. To realise its strong tourism potential, NER should solve its connectivity challenges in fast pace. Also there is need for accelerating skilling initiatives for fast tracking employment generation among the youths of the region. An industry driven aviation ecosystem would be able to cater to both these needs.
The Western Region Ministers' Conference on Civil Aviation was a key event organized by MoCA with FICCI in Mumbai on July 11, 2025 as part of a broader initiative to strengthen Centre–State collaboration and promote cooperative federalism in the aviation sector. Civil Aviation Minister Shri Ram Mohan Naidu along with Maharashtra Chief Minister Shri Devendra Fadnavis and MoS Shri Murlidhar Mohol attended it in Mumbai, as part of a broader initiative to strengthen Centre–State collaboration and promote cooperative federalism in the aviation sector. This conference followed the successful Northern Region Ministers’ Conference held earlier. This was part of a series of Regional Aviation Conferences initiated by the Minister, with the vision to make all States and UTs equal partners in shaping India’s aviation growth story. With its strong industrial base, favourable flying conditions, and vast tourism opportunities, the Western Region is well-positioned to emerge as a hub for aviation, MRO, and flight training—not just for India, but for the world.
7th Helicopter & Small Aircraft Summit Held in Pune; Dedicated Helicopter Directorate announced
During 7th Helicopter & Small Aircraft Summit in Pune, a transformative structural reform to provide focused policy attention to the rotary-wing sector, improving helicopter connectivity, emergency services, tourism and operations in remote and hilly regions. It was organised in Pune on June 24, 2025. Union Civil Aviation Minister Shri Rammohan Naidu shared his vision to promote helicopters and small aircraft as essential components of a futuristic aviation ecosystem. He stated, “I believe the next decade of aviation will be defined not just by large aircraft and mega airports but by modern and inclusive air solutions. Under the leadership of Hon’ble Prime Minister Shri Narendra Modi, helicopters and small aircraft are at the heart of our mission to democratize flying.” The Minister announced the establishment of a dedicated Helicopter Directorate under the DGCA to provide single-window regulatory oversight, address helicopter-specific safety and certification issues and assist operators with procedural requirements. Union Minister of State for Civil Aviation, Shri Murlidhar Mohol, highlighted several key initiatives and expressed, “We are modernizing our air traffic systems, promoting green fuel adoption and bringing futuristic aircraft like eVTOL into the realm of policy priorities.”
Flight Recorders Laboratory inaugurated at AAIB
A major upgrade to India’s aviation safety ecosystem, strengthening accident investigation capability and advancing self-reliance in safety-critical infrastructure. Union Minister of Civil Aviation, Shri Ram Mohan Naidu inaugurated the cutting-edge Digital Flight Data Recorder and Cockpit Voice Recorder (DFDR & CVR) Laboratory at the Aircraft Accident Investigation Bureau (AAIB) at Udaan Bhawan in New Delhi on April 09, 2025. Widely referred to as the ‘Black Box Lab’, this state-of-the-art facility has been established with an investment of ₹ nine crore.
Addressing the gathering, Shri Ram Mohan Naidu emphasized the significance of this new facility in bolstering aviation safety. He stated that this achievement brings India one step closer to a safer aviation ecosystem by enabling the identification of root causes of incidents more effectively and ensuring accountability, which remains the cornerstone of aviation safety. The Minister highlighted that only through effective and independent investigations can future accidents be prevented.
AAIB, MoCA hosted 4-day APAC- AIG meeting
Ministry of Civil Aviation Secretary Shri Samir Kumar Sinha inaugurated the four-day Asia Pacific Accident Investigation Group (APAC- AIG) meeting along with workshop from October 28-31, 2025 in the National Capital. Shri Samir Kumar Sinha mentioned that India had adopted the Standards of ICAO Annex 13 in the form of the Aircraft (Investigation of Accidents & Incidents) Rules, 2017 for conducting the aircraft accident investigations in India. Director General, AAIB Shri GVG Yugandhar advised the investigators to work towards reducing the absolute number of accidents globally through thorough investigations and providing recommendations. He had offered the Indian aviation laboratory facilities to the member states for defect investigation. Mr Stuart Godley, Chairman, ICAO APAC-AIG and Secretary, Mr Anam had addressed the delegates.
India re-elected to the Part II of the ICAO
India has been re-elected to the Part II of the Council of International Civil Aviation Organization (ICAO), a specialized UN agency. Part II comprises of States making the largest contribution to the provision of facilities for international civil air navigation. The election took place on September 27, 2025, during the 42nd ICAO Assembly Session, which was held in Montreal. India secured more votes as compared to the 2022 elections, reflecting the growing confidence among Member States in its leadership and commitment to international civil aviation. Earlier, on September 02, 2025; Ministry of Civil Aviation hosted a reception for Ambassadors and High Commissioners in New Delhi ahead of the 42nd ICAO assembly session. On this occasion, Minister for Civil Aviation Shri Rammohan Naidu had sought the support of Member States for India’s candidature for re-election for the 2025-2028 term.
Director General (Civil Aviation) Shri Faiz Ahmed Kidwai, received the ICAO Council President Certificate on September 23, 2025 at a ceremony held at ICAO Montreal during the 42nd session of the Assembly. The certificate is in recognition of India's progress in establishing an effective aviation oversight system and for its ongoing commitment to the Implementation of ICAO Standards and Recommended Practices.
Unveiling of SAF Feasibility Report - India’ roadmap to emerge as global leader in Sustainable Aviation Fuels
India has joined International Civil Aviation Organization’s (ICAO) ACT-SAF (Assistance, Capacity Building and Training for SAF) project which aims to help ICAO Member States to develop full potential in SAF development and deployment by conducting feasibility studies. Ministry of Civil Aviation, in partnership with the International Civil Aviation Organization (ICAO) and with support from the European Union has officially released the Sustainable Aviation Fuel (SAF) Feasibility Study for India on September 03, 2025. The launch event was addressed by Union Civil Aviation Minister Shri Ram Mohan Naidu, Secretary of Civil Aviation Shri Samir Kumar Sinha, Director General of Civil Aviation Shri Faiz Ahmed and Ms. Jane Hupe, Deputy Director Environment, Air Transport Bureau, ICAO.
Welcoming stakeholders to this landmark event, the Minister underscored SAF’s critical role in advancing India’s sustainable aviation growth. He reaffirmed India’s readiness to become self-sufficient in SAF production, targeting 1% blending by 2027, 2% by 2028 and 5% by 2030 in line with the CORSIA mandate. The Minister stated, “SAF is a practical and immediate solution to decarbonize the aviation sector, with the potential to cut lifecycle CO₂ emissions by up to 80% compared to conventional fuel”.
Undertaken under the ICAO ACT-SAF Programme, the feasibility study assesses the potential for producing and utilizing drop-in SAF in India. It evaluates domestic feedstock availability, viable production pathways, infrastructure and policy readiness and the enabling conditions needed to establish a robust domestic SAF market. Drawing upon international best practices and tailoring them to India’s socio-economic and environmental context, the report provides a roadmap for sustainable fuel adoption.
The SAF Feasibility Report marks a significant step in the Ministry of Civil Aviation’s commitment to creating a robust SAF ecosystem in India. This vision is anchored in a long-term policy framework that supports both the production and utilization of sustainable aviation fuels. With strong supply-side dynamics and significant sources of low carbon-intensity feedstocks such as energy crops, agricultural waste and Municipal Solid Waste, India holds immense potential to emerge as a global leader in SAF production.
Cabinet approval of Green Field Airport at Kota-Bundi (Rajasthan)
The Cabinet Committee on Economic Affairs, chair ed by the Prime Minister Shri Narendra Modi, approved the proposal of Airports Authority of India (AAI) for development of Green Field Airport at Kota-Bundi (Rajasthan) on August 19, 2025 at an estimated cost of Rs1,507.00 crore. The Government of Rajasthan has transferred 440.06 hectare land to AAI for development of a Greenfield Airport, suitable for operation of A-321 type aircraft. The project includes construction of a Terminal Building spanning an area of 20,000 square metres, capable of handling 1,000 Peak Hour Passengers (PHP) with annual capacity of 20 lakh Passengers Per Annum (MPPA).
Record number of Commercial Pilot Licenses issued
The DGCA has issued 1,628 Commercial Pilot Licenses (CPLs) in 2024 marking it all time high in the history of Indian Civil Aviation, even 06 CPLs more than 2023, the second-highest number ever. That too with the manpower almost half of 2023. The number of CPLs have been increased by more than 2.5 times in the last eight years. The number of CPLs issued in India over the preceding years is as follows: 640 in 2018, 744 in 2019, 578 in 2020, 862 in 2021, 1,165 in 2022, 1,622 in 2023 and 1,347 in 2024.
MoCA ensured regular air fares after Pahalgam terror attack
In the wake of tragic terror attack at Pahalgam in UT of Jammu and Kashmir on April 22, 2025, Union Minister for Civil Aviation Shri Rammohan Naidu moved swiftly to ensure the safety and well-being of affected tourists and victims. As part of immediate relief measures, four special flights from Srinagar—two to Delhi and two to Mumbai—were arranged, with additional flights kept on standby to cater to further evacuation needs. Shri Rammohan Naidu also held an urgent meeting with all airline operators and issued a strong advisory against surge pricing.
Upgradation of Prayagraj Airport for Mahakumbh 2025
In order to cater to the anticipated surge in air traffic at Prayagraj Airport during the Mahakumbh period, the Airport underwent a significant revamping and upgradation. The terminal area has been expanded from 6,700 square metres to 18,500 square metres, increasing the peak- hour passenger handling capacity to 2,700 passengers. This infrastructure upgrade, including increased check-in counters, baggage belts and parking bays, enabled the airport to efficiently manage the movement of over 5,80,000 passengers during the peak Mahakumbh pilgrimage period.

The civil aviation sector achieved a historic milestone on November 23, 2025 when airlines in India carried 5,38,429 domestic passengers departing across the country in a single day. This is the highest single day traffic in the history. This marks the domestic passenger numbers surpassing the 5-lakh mark many times in last three years, showcasing India’s growing prominence in the global aviation landscape. Three thousand three hundred and fifty six planes took off on Nov 23, 2025 of 88.66 per cent approved schedule flights.
The passenger count has been increasing continuously after the UDAN – “Ude Desh ka Aam Nagrik” scheme, which was launched by Prime Minister Shri Narendra Modi on October 21, 2016. This achievement reflects the sector’s rapid expansion, supported by enhanced connectivity, passenger-friendly policies, and increased accessibility to affordable air travel. It highlights the seamless efforts of all stakeholders, from airlines to airport operators, in providing reliable and efficient services to passengers.
The Ministry of Civil Aviation continues to play a pivotal role in driving the growth of the sector through initiatives like the Regional Connectivity Scheme (UDAN), development of the greenfield airports, and the digitalization of passenger services. This milestone serves as a testament to the resilience and potential of India’s aviation industry, further cementing its position as a key driver of the Nation’s economic progress.

In a landmark event, Minister for Civil Aviation Shri Rammohan Naidu chaired the signing ceremony for the H130 helicopter fuselage manufacturing contract between Airbus and Mahindra Aerostructures Pvt. Ltd on April 09, 2025. This collaboration marks a pivotal moment in India’s aviation journey, further strengthening the global confidence in the country’s industrial potential. The partnership between Mahindra Aerostructures and Airbus underscores India’s progress in the aviation sector. It is India’s steadfast commitment to the ‘Make in India’ and ‘Atmanirbhar Bharat’ initiatives spearheaded by Prime Minister Shri Narendra Modi.

Union Minister for Civil Aviation Shri Rammohan Naidu on February 20, 2025 launched the Electronic Personnel License (EPL) for Pilots, a ground-breaking initiative set to modernize and enhance the safety, security and efficiency of India’s civil aviation sector. With this advancement, India becomes the second country globally to implement this advanced system, following approval from the International Civil Aviation Organization (ICAO). The EPL is a digital version of a personnel license that will replace traditional physical licenses for pilots. It will be securely accessible via the eGCA Mobile App, ensuring a seamless and transparent process in alignment with the Government of India’s ‘Ease of Doing Business’ and ‘Digital India’ initiatives.
2nd ‘India Aircraft Leasing and Financing Summit’ at Gandhinagar
Ministry of Civil Aviation jointly with Federation of Indian Chambers of Commerce & Industry (FICCI) with the support of the International Financial Services Centre Authority (IFSCA), organised the 2nd ‘India Aircraft Leasing and Financing Summit’ at Gandhinagar in Gujarat on March 07, 2025. Speaking on the occasion, Civil Aviation Minister Shri Rammohan Naidu, said that the GIFT City was comparable with any global financial centres today. He emphasised that India is not trying to compete with anyone. The idea is that the country should not miss out on the huge opportunity due to the large market which can accommodate more such players.
Launch of Career Guidance Programme at Indian Aviation Academy
Union Minister of Civil Aviation Shri Rammohan Naidu launched a ‘Career Guidance Programme in Aviation’ for school students, with the inaugural session held at the Indian Aviation Academy in New Delhi on April 09, 2025. The initiative is aimed to inspire and educate students of Classes 11 and 12 about diverse career pathways within the aviation sector — from piloting and air traffic control to aircraft design, airport management and beyond. Shri Rammohan Naidu, the youngest cabinet minister in India, addressed the students and said, “We want to capture that passion. We want to have more people involved in aviation. The way that Indian aviation is growing is like no other country.”
MoCA introduced Alliance Air’s ‘Fare se Fursat’ Fixed Airfare Scheme
Union Minister of Civil Aviation Shri Rammohan Naidu inaugurated ‘Fare Se Fursat’ of Alliance Air, which is Government-owned regional carrier, on October 13, 2025. It is aimed at giving passengers freedom from fluctuating airfares and promoting ease of flying. Under this scheme, Alliance Air offered a single, fixed fare that remained constant regardless of the booking date, even on the day of departure.
The initiative was implemented on a pilot basis from October 13 to December 31, 2025 across select routes, to evaluate its operational feasibility and passenger response. Speaking at the launch, the Minister said, “The ‘Fare Se Fursat’ scheme perfectly aligns with the core principles of the UDAN scheme.
Today, Alliance Air is carrying forward Prime Minister Shri Narendra Modi’s vision of democratizing aviation and making it affordable for the middle class, lower-middle class and neo-middle class.” The static fare system eliminates uncertainty and stress associated with fluctuating airfares, ensuring predictability of costs, even for last-minute bookings.
New Alliance Air flights to Manipur launched
Union Minister for Civil Aviation Shri Rammohan Naidu flagged off Alliance Air flights on three routes including two new ones, on January 15, 2025. Alliance Air now connects between Imphal-Kolkata and Imphal-Guwahati in addition to supplement additional flight between Imphal-Dimapur. These flights have been made operational with Viability Gap Funding (VGF) support from the Manipur Government. In his address, Shri Rammohan Naidu highlighted that the Central Government was committed to bring the North East's growth on par with the rest of the country through the mantra of 'Act East, Act Fast and Act First'.
Inauguration of new ATC Tower at Kolhapur Airport in Maharashtra
Union Minister of State for Civil Aviation Shri Murlidhar Mohol inaugurated the new ATC Tower cum Technical Block cum Fire Station at Kolhapur Airport on May 15, 2025 and flagged off the inaugural Star Air flight between Kolhapur and Nagpur in Maharashtra. Under the visionary leadership of Prime Minister Shri Narendra Modi and proactive guidance of Union Minister for Civil Aviation Shri Ram Mohan Naidu, these upgrades aim to enhance air safety, bolster emergency services and strengthen regional air connectivity across Maharashtra. The Minister reaffirmed the Government’s commitment to ensuring that every region benefits from modern and inclusive aviation infrastructure.
Positive Impact of GST Rate Rationalisation
The GST reforms approved by the 56th GST Council Meeting has supported the growth of various sectors, including India’s rapidly growing drone ecosystem. Earlier, the GST rate was 18 per cent for drones with integrated cameras and 28 per cent for drones classified for personal use. Under the new reforms, a uniform GST of 5 per cent has been introduced for all drones, regardless of whether the camera is integrated or separate and irrespective of whether they are used for commercial or personal purposes. This reform aligns with the Government of India’s vision to foster a robust, safe and internationally competitive drone ecosystem. Minister for Civil Aviation Shri Ram Mohan Naidu appreciated the reforms, saying, “The GST rate rationalisation with a simplified two-slab structure of 5 per cent and 18 per cent is the biggest reform in India’s indirect taxation ever. Under the strong leadership of our Prime Minister Shri Narendra Modi, we are charting the path towards our goal of Viksit Bharat 2047 with Atmanirbharta as its foundation.”
DGCA adds 10 new Aeromedical Evaluation Centres to enhance pilot medical examination capacity
Directorate General of Civil Aviation (DGCA), in the Month of October 2025, approved the empanelment of 10 new Aeromedical Evaluation Centres across the country to streamline and expedite the Medical Examination process for DGCA Licence holders. The addition of Aeromedical Evaluation Centres will significantly boost the overall capacity for conducting DGCA Class 1, 2, and 3 medical examinations, ensuring early and timely access to the medical examination facilities for the pilots in India. Previously, eight centres were empanelled by the DGCA with the sanction for Class 1 Initial medical examinations only. However, these new centres are bestowed with the responsibility of all types of DGCA Medical Examinations including Special, Post Temporary Unfit and even age specific medicals. These are strategically distributed across geographical locations in India.
MoCA celebrates 9th UDAN Anniversary
Ministry of Civil Aviation celebrated the 9th anniversary of the Regional Connectivity Scheme – UDAN on October 21, 2025. Civil Aviation Secretary Shri Samir Kumar Sinha highlighted that the UDAN, launched on October 21, 2016 under the National Civil Aviation Policy, has been a transformational initiative aimed at making air travel affordable and accessible to the common citizen. Under the scheme, 657 routes have been operationalized connecting 93 unserved and underserved airports, including 15 heliports and two water aerodromes, facilitating over 1.59 crore passengers through 3.34 lakh UDAN flights. To support airline operators and regional infrastructure, the Government has disbursed more than Rs 4,465 crore as Viability Gap Funding (VGF) and invested Rs 4,639 crore in airport development under RCS. The Secretary reaffirmed the Ministry’s commitment to continue the scheme beyond April 2027 through an Expanded UDAN Framework, focusing on connectivity with hilly, North-Eastern, and aspirational regions, and the development of around 120 new destinations.
DGCA begins auto-generation of computer numbers for flight crew through Pariksha website
Directorate General of Civil Aviation (DGCA) introduced auto generation of Computer Numbers for Flight Crew (FC) candidates applying through the Pariksha website/portal, with effect from October 16, 2025.
Implementation in a phased manner:
Phase I: Auto-generation of Computer Numbers will be available for candidates who have passed 10th and 12th examinations from CBSE Board, subject to successful verification through DigiLocker.
Subsequent Phases: The facility will be extended to candidates from other recognized Board whose 10th and 12th mark sheet/certificate are available in DigiLocker.
The Auto-Generation system will allot a Computer Number immediately upon successful submission of online application on DGCA Pariksha Portal, as per the eligibility criteria prescribed by DGCA. This initiative is aimed at utilization of Digi Locker facility, streamlining the application process, enhancing ease of doing business and eliminating manual document submission and verification. This step is part of larger initiative and directions given by Minister of Civil Aviation Shri Rammohan Naidu to digitise all the processes in DGCA/BCAS offices through eGCA and other platforms to ensure ease of flying and the approval processes for students/pilots/and stakeholders with quick response and no human intervention.
Ranking System for DGCA approved Flying Training Organisation (FTO)
The DGCA announced the commencement of ranking framework for Flying Training Organizations (FTOs) operating under its approval vide public notice issued on July 08, 2025. Ranking system for the DGCA approved FTOs is being implemented in India w.e.f. October 01, 2025. Ranking will be published bi-annually, i.e., next ranking is scheduled to be published on April 01, 2026. Categorization of FTO ranking has been revised and will be based on following overall score achieved by individual FTO as under-

- 70% to less than 85% A
- Less than 70% to 50% B
- Below 50 % C
The FTOs falling under Category ‘C’ will receive a notice from DGCA for self-analysis towards improvement of their performance.
India’s MRO and aviation manufacturing ecosystem strengthened
A major boost to India’s aerospace self-reliance has been achieved achieved. A newly inaugurated Safran LEAP Engine MRO facility in Hyderabad brings world-class maintenance capability to our shores, reduces foreign dependency, creates high-skill jobs, and accelerates our journey toward Aatmanirbhar Aviation. Operationalisation of Safran Aircraft Engine Services, Hyderabad and Thales’ first Avionics MRO facility in India, significantly expanding onshore maintenance capability and positioning India as a global MRO hub.
Regional air connectivity substantially expanded
New domestic and international routes launched, including from Hindon Airport and enhanced connections across Andhra Pradesh, NCR and the North-East—supporting the UDAN and regional connectivity vision.
DGCA hosted Safety Seminar 2025
The Directorate General of Civil Aviation (DGCA), under the Ministry of Civil Aviation, successfully hosted a Safety Seminar 2025 at the Indian Aviation Academy, New Delhi on December 19, 2025. The theme of the seminar was “Enhancing Aviation Safety through Collaboration,” which brought together senior government officials from MoCA, DGCA, industry leaders along-with aviation professionals from across India’s civil aviation ecosystem. It was inaugurated by Shri Samir Kumar Sinha, Secretary of the Ministry of Civil Aviation, who underscored that “safety is not a fixed destination but an ongoing journey—demanding vigilance, compliance, and accountability.” Through examples, he vividly illustrated critical safety concerns, which resonated strongly with the audience and reinforced the collective responsibility of maintaining a secure aviation environment.
Six more UDAN Yatri Cafes opened in 2025
Union Minister for Civil Aviation Shri Ram Mohan Naidu inaugurated 2nd UDAN Yatri Cafe at Chennai Airport on February 27, 2025, marking the second such facility under this ground-breaking initiative. The 1st UDAN Yatri Cafe was inaugurated on December 19, 2024 in Kolkata, commemorating the 100th anniversary of the historic airport. These Cafes offer a curated menu with affordable pricing, ensuring that passengers have access to quality food at a cost-effective rate, enhancing their travel experience without compromising on value. These Cafes have been a resounding success with travellers. Following the immense passenger demand, the initiative is now being expanded nationwide with five more already opened at Ahmedabad, Pune, Bhubaneswar, Hollongi and Vijayawada airports, taking the total number to seven.
Inauguration of the Redeveloped Hanimaadhoo International Airport in Maldives
Civil Aviation Minister Shri Ram Mohan Naidu joined President of Maldives Dr Mohamed Muizzu for the inauguration of the redeveloped Hanimaadhoo International Airport, as the Special Envoy of Prime Minister Shri Narendra Modi. This landmark project, featuring the first of its kind aerobridge in an atoll, marks a new milestone in the India–Maldives partnership and India’s shared vision for enhanced regional connectivity and development. The Hanimaadhoo project is a shining example of collaboration under India’s Neighbourhood First policy. It reflects our collective commitment to fostering prosperity, progress, and stronger people-to-people ties between India and the Maldives.
In a statement, the Maldives President’s office said that, during their meeting, President Muizzu said India’s support has greatly contributed to the Maldives’ socio-economic development. The Maldivian President conveyed particular gratitude for India’s assistance in ensuring the timely opening of Hanimaadhoo International Airport, enhancing progress and global connectivity. He further stated that India remains a steadfast partner in the Maldives’ development agenda and expressed his confidence in continued cooperation between the two countries to ensure ongoing development projects are completed and operationalised without delay. The Civil Aviation Minister also visited the Seaplane facilities of the Maldives. The Indian High Commission in the Maldives, in a social media post, said the experience of the Island Nation in operating the largest fleet of seaplanes would be useful for India to emulate.
IATA AGM in India
The International Air Transport Association (IATA) 81st Annual General Meeting (AGM) and World Air Transport Summit (WATS) took place on 1-3 June 2025 at the Bharat Mandapam - Convention Centre in New Delhi, India, hosted by
IndiGo. The 81st IATA AGM and WATS gathered the top leadership from airlines, the aviation value chain and governments. The last AGM in India was held 42 years ago in 1983. In line with his commitment to developing world-class air infrastructure and enhancing connectivity, Prime Minister Shri Narendra Modi addressed the International Air Transport Association's (IATA) 81st Annual General Meeting (AGM) and the plenary session of World Air Transport Summit (WATS) at Bharat Mandapam in New Delhi on 2nd June 2025. Speaking at the event, the Prime Minister welcomed guests, highlighting the significance of the event returning to India after four decades.
He emphasized the transformative changes India has undergone during this period, stating that today’s India is more confident than ever. He underscored India's role in the global aviation ecosystem, not only as a vast market but also as a symbol of policy leadership, innovation, and inclusive development. “Today, India is emerging as a global leader in space-aviation convergence”, remarked the Prime Minister, noting that the civil aviation sector has witnessed historic advancements over the past decade, which are well recognized. The Prime Minister outlined three foundational pillars driving India’s aviation sector, first, a vast market—not merely a collection of consumers but a reflection of India’s aspirational society. Second, a strong demographic and talent pool—where young innovators are pioneering breakthroughs in artificial intelligence, robotics, and clean energy. Third, an open and supportive policy ecosystem—enabling industrial growth.
FLYBRARY: Reading Hub at Airport
Now, travellers can explore stories, pick up a book and let their imagination soar while waiting for their flight. A unique initiative by Airport Authority of India, the FLYBRARY transforms idle travel time into enriching and inspiring experiences, making every journey memorable and meaningful. It was first set up in India in early 2025.
In his social media post, Civil Aviation Minister Shri Rammohan Naidu said, “FLYBRARY, a first-of-its-kind concept in India that makes books freely available to passengers. Travelers can pick up a book, read it at the airport, or even take it along and return it on their next visit. I am truly impressed by how this thoughtful initiative not only elevates the travel experience but also transforms waiting time into a delightful opportunity for both learning and leisure. Our airports today are more than just transit hubs.”
Yatri Sewa Diwas celebrations
Minister of Civil Aviation Shri Rammohan Naidu launched the initiative of ‘Yatri Sewa Diwas’ at airports across the country on September 17, 2025. The occasion was marked with free medical check-ups and health awareness campaigns at the airports, with a special focus on women travellers under the Swastha Nari, Sashakt Parivar Abhiyan.
Yatri Sewa Diwas is a celebration of our growth as well as a reaffirmation of our commitment to make every journey seamless and dignified, said Civil Aviation Minister Shri Rammohan Naidu. Launching the program from Hindon Airport, Shri Rammohan Naidu said, “Prime Minister Shri Narendra Modi, as the Pradhan Sevak of the country, has reshaped the very idea of governance over the past 11 years anchoring it in service of the people. Drawing inspiration from this vision, we in aviation see every passenger as our priority and every journey as an opportunity to serve with dedication. Recognizing that passengers are the heartbeat of our rapidly growing aviation ecosystem, we have today launched Yatri Sewa Diwas. It is a celebration of our growth as well as a reaffirmation of our commitment to make every journey seamless and dignified, carrying forward the spirit of Passenger First, rooted in the Prime Minister’s guiding principle of Nation First.”
The program at Hindon Airport was also attended by Shri Vipin Kumar, Chairman of AAI, who in his encouraging address remarked, “I congratulate all the employees of the AAI for organizing a spectacular celebration across all the airports highlighting our commitment towards passenger comfort and well-being. Under the able leadership of Minister Shri Rammohan Naidu, we are taking multiple initiatives across the country like Digi Yatra, UDAN Yatri Cafe, FLYBRARY and making the airport experience more convenient and comfortable for passengers.” At Yatri Sewa Diwas, passengers were warmly welcomed across the airports with cultural performances and engaging activities like quiz competitions and painting contests.
Inauguration crèche facility at Udaan Bhawan
Union Minister of Civil Aviation Shri Rammohan Naidu inaugurated a Crèche Facility at Udaan Bhawan in New Delhi on November 01, 2025. The initiative marked a significant step towards fostering a more inclusive, supportive, and employee-friendly workplace within the Ministry. The crèche is equipped for the routine care of children aged six months to six years, including growth monitoring, nutrition, play, pre-school learning, and medical care.
The environment has been designed to be engaging and stimulating for pre-schoolers. The facility is catering to the needs of employees of the MoCA and its attached and subordinate offices, including AAI, DGCA, BCAS, AAIB, and AERA, enabling them to balance work and childcare responsibilities with greater ease. The establishment of the crèche is a part of the Ministry’s efforts under the ongoing Special Campaign 5.0, which focuses on the productive utilisation of unused spaces within government premises.
