Posted On: 10 FEB 2026 6:14PM by PIB Guwahati

The Capacity Building Commission (CBC), Government of India, organised the Eastern & North-Eastern Regional Consultative Workshop for Training Institutes at Assam Administrative Staff College (AASC), Guwahati today. The consultative workshop witnessed participation from 19 training institutions, with over 22 senior officers and faculty members from Central and State Training Institutes across the Eastern and North-Eastern region.

The workshop was chaired by Ms. Chandralekha Mukherjee, Principal Advisor, Capacity Building Commission (CBC), Government of India and anchored by the Task Force on Post-Excellence Institutional Leadership & Mentorship Pathways, constituted following the National Workshop on Future Readiness of Civil Services Training Institutions held in December 2025.

Addressing the participants, Principal Advisor, CBC stated that as institutions progress under National Standards for Civil Services Training Institutions (NSCSTI) framework, it is important to clearly define how institutional maturity can contribute to strengthening the overall training ecosystem. Regional consultations such as this help ensure that post-accreditation pathways are practical, balanced, and responsive to diverse institutional contexts. The deliberations focused on post-accreditation priorities, including structured institutional leadership, sustainable mentorship frameworks, and clearly defined pathways for Centres of Excellence, with an emphasis on scalability, accountability, and ecosystem integration. The regional inputs will inform the Task Force’s final framework and support the Capacity Building Commission in strengthening institutional leadership and capacity-building systems under Mission Karmayogi.

Welcoming the participants, Shri Deba Prasad Mishra, Director (Training), Assam Administrative Staff College, said that it is a matter of pride for Assam that the State has been chosen to host this regional consultative workshop of the Capacity Building Commission for the first time. Assam Administrative Staff College remains committed to playing an active and constructive role in advancing the objectives of the Commission and in supporting institutional capacity building across the Eastern and North-Eastern region, he said.

As a precursor to the workshop, the Principal Advisor, Capacity Building Commission (CBC) had called on the Chief Secretary to the Government of Assam, Dr Ravi Kota, yesterday in Guwahati to discuss strengthening institutional capacity for civil services training, with a focus on digital and AI-enabled learning systems. The Chief Secretary underscored the importance of technology-enabled learning systems in public administration. He stated, “Modern governance requires modern learning systems. Assam is committed to leveraging AI-enabled training, digital platforms and integrated capacity-building frameworks to strengthen institutional capacity and enhance the quality of public service delivery. Greater emphasis on continuous learning, competency-based training and national standards will ensure a future-ready and responsive civil service.”
