PROGRESS UNDER SMART CITIES MISSION

NITI Aayog in its report titled ‘Evaluation of Centrally Sponsored Schemes in Package 4 – Urban Transformation and Skill Development’ published in September 2025, has concluded that the Smart Cities Mission demonstrates strong alignment with national urban priorities and citizen needs, contributing significantly to multiple United Nations Sustainable Development Goals. As per the report, the mission has achieved a high project completion rate of 93% of 8,063 projects and 100% completion of Integrated Command and Control Centres (ICCCs), leading to measurable improvements in urban liveability, mobility, safety, and environmental outcomes.
Further, Ministry of Housing and Urban Affairs (MoHUA) has conducted a comprehensive self assessment exercise under the ICCC Maturity Assessment Framework (IMAF 2.0) in two cycles. IMAF 2.0 serves as a structured self assessment tool designed to evaluate the maturity of ICCCs across ten defined pillars such as infrastructure, use cases, cybersecurity, data lifecycle management, governance team management, business plan, inter-departmental coordination, stakeholder engagement and adoption of innovation to enable mid course corrections for enhanced efficiency and impact. The results of the assessment were shared individually with all 100 Smart Cities to help them understand gaps and improve their ICCC operations.
One of the major roles of Central Government throughout the Smart Cities Mission has been to support the cities in developing unique pilot projects as lighthouses, documenting them, so that they can be implemented in other cities. All these documents are on the public domain on the Ministry’s portal. Ministry has also prepared the document learning from the experiences across hundred cities named ‘Making City Smart’, which has been circulated to all states, requesting them to use this as a reference document to other cities in their respective states.
