Govt. of Gujarat in collaboration with INSPACe announces Agreement to development of Common Technical Facilities for Space Tech sector in GIDC Khoraj

Hon'ble Prime Minister Shri Narendra Modi initiated structural reforms for the Space Sector with a vision to propel India's Space Economy to be globally competitive. INSPACe has been constituted as an enabler, promoter and regulator for the Space Sector.
Inspired by the legacy of Dr. Vikram Sarabhai, Gujarat was among the first states to introduce a dedicated SpaceTech Policy, with a clear emphasis on enabling industry participation and capability development and with a dedicated budgetary outlay for the Space Sector.
Today, on the inaugural day of the 10th Edition of IN-SPACe Industry Connect, the Government of Gujarat, under the leadership of Hon'ble Chief Minister Shri Bhupendrabhai Patel, reiterates its commitment to strengthening India’s space ecosystem through focused infrastructure and industry collaboration.
In the august presence of Hon'ble Union Minister Shri Piyush Goyal, Shri Arjun Modhwadia, Hon'ble Minister for Science and Technology announced the development of the Common Technical Facilities (CTF) for Space tech sector as part of the Space Manufacturing Park at GIDC Khoraj. This facility is being designed in close collaboration with IN-SPACe to ensure alignment with national standards and the requirements of both established companies and emerging enterprises.

These Common Technical Facilities are intended to provide access to shared, high-quality testing and validation infrastructure that is typically difficult for startups and MSMEs to access independently. By enabling access to such facilities available on a common platform, the State Government aims to support faster product development cycles and improve reliability in space-grade systems; and in turn provide the thrust to the domestic Space tech ecosystem.
The Common Technical Facilities is being developed in GIDC Khoraj include:
- Cleanroom (Class 100,000) with safety systems
- A thermo-vacuum chamber for environmental simulation
- A vibration testing system capable of handling payloads up to 12 tonnes
- EMI/EMC testing facilities
- A climate test chamber
- Mass properties measurement systems
- Magnetic field-testing infrastructure
- Facilities for calibration of Earth observation optics

For the development of CTF, INSPACe will provide technical support to the State Government along with a financial contribution of up to Rs. 100Cr for CTF equipment. The State Government will contribute additional necessary funds for construction and operation of the facilities and the Space Park.
This initiative is expected to significantly strengthen the participation of startups and MSMEs in the space sector by lowering entry barriers and enabling access to essential technical infrastructure. The shared model will allow companies to test and qualify their components and systems within the State itself.
Hon'ble Minister Shri Arjun Modhwadia expressed confidence in the capabilities of the youth of the State, he ensured that the Government of Gujarat will continue to work closely with IN-SPACe and industry stakeholders to propel Gujarat's Space Economy in orbit.
The State Government has earmarked 50 acres, expandable to 100 acres in GIDC Khoraj for developing a decided Space Manufacturing Park. Ms. P. Bharathi, IAS, Secretary, DST and Ms. Neha Kumari, IAS, Mission Director GSEM, also present on the occasion informed that the Space Park in Khoraj will be themed on end-to-end Spacecraft, Payload systems and Space-based Applications design.
Gujarat remains committed to building an enabling ecosystem that supports innovation, manufacturing, and long-term growth in the space sector.
