The e-Courts Mission Mode Project is being implemented in a phased manner across the country with the objective of strengthening the use of Information and Communication Technology (ICT) in the judicial system. The Department of Justice in close coordination with the eCommittee of Supreme Court of India is implementing the e-Courts Project in a decentralized manner through the respective High Courts.

In the State of Odisha, the e-Courts Project is being implemented under the guidance of the Orissa High Court in all district and subordinate courts. A total of 817 out of 845 courts and 203 out of 215 court complexes have been equipped with ICT hardware for the computerisation of courts under the e-Courts Project Phase III.  As on 30.06.2026, a total of 42.96 lakh legacy case records, comprising 24.17 crore pages have been digitised across the High Court and District Courts. Presently, 18 courts in the High Court and 343 courts in district judiciary are functioning in paperless mode by utilizing the PDF-based tools, facilitating digital access to case records and court proceedings.

All 30 District Court websites have been migrated to S3WAAS platform. 320 court establishments across the district judiciary have been successfully migrated from Case Information System (CIS) 3.0 to CIS 4.0. Since 01.01.2026, CIS has consumed data pertaining to 3.10 lakh FIRs and 2.29 lakh chargesheets through the Inter-operable Criminal Justice System (ICJS) platform.

Further, e-Filing 3.0 software has been implemented across all courts and 1.31 lakh cases have been e-filed till 30.06.2026. Video conferencing facilities have also been enabled across all courts in the State and 7.61 lakh virtual hearings have been conducted till 30.06.2026. In addition, 184 eSewa Kendras have been set up across the State to enhance access to justice for citizens in remote areas.

Under the e-Courts Project Phase III (2023 – 2027), the details of fund sanctioned and utilized by the Orissa High Court are as follows:

Under the e-Courts Project, large-scale digitization of pending, disposed of and historical case records is envisaged to ensure long-term preservation, faster retrieval, reduction in physical storage requirements and improved accessibility for litigants, advocates and judicial officers. In addition, the development of a comprehensive digital and paperless court ecosystem is envisaged to enable end-to-end digital court functioning covering the entire lifecycle of a case. Further, a tripartite agreement has been executed among the Orissa High Court, the State Government of Odisha, and the Government of India to obtain necessary fund sanction for expanding digital court services.
