High Precision Medical Instruments

The Government has implemented schemes to promote indigenous manufacturing of medical devices, including high-end and high-precision instruments. The schemes implemented by the Department to promote indigenous manufacturing of medical devices in the country are as follows:

(i) Production Linked Incentive Scheme for Medical Devices: The Scheme has an outlay of ₹3,420 crore and provides incentives on eligible incremental sales in four target segments covering cancer-care/radiotherapy, radiology and imaging, anaesthetics/cardio-respiratory/renal-care devices and implants. Twenty-seven applications have been approved, including 14 MSMEs. The approved projects have reported actual investment of ₹1,153.07 crore and have commenced domestic production of products such as MRI and CT equipment, LINACs, mammography systems, C-arms, ultrasound equipment, heart valves and stents.

(ii) Scheme for Promotion of Medical Device Parks: The Scheme, with an outlay of ₹300 crore, supports common testing, sterilisation, warehousing, incubation, prototyping and other infrastructure, with Central assistance up to ₹100 crore per park. Three parks are under implementation at Noida, Uttar Pradesh; Ujjain, Madhya Pradesh and Kanchipuam, Tamil Nadu.

(iii) Scheme for Strengthening of Medical Device Industry (SMDI): The Scheme has an outlay of ₹500 crore for FY 2024-25 to FY 2027-28 and comprises sub-schemes namely, Common Facilities for Medical Devices Clusters (CFMDC), Marginal Investment Scheme for Reducing Import Dependence Scheme (MIS-RID), Capacity Building and Skill Development in Medical Device Sector Scheme, Medical Device Clinical Studies Support Scheme and Medical Device Promotion Scheme.

Under two of the sub-schemes, manufacturing and testing projects have been approved across various States. Under the MIS-RID Scheme, 24 projects have been approved with an aggregate Grant-in-Aid of ₹101.50 crore. Under the CFMDC Scheme, 13 projects have been approved or accorded in-principle approval, with an aggregate Grant-in-Aid of ₹88.67 crore. Scheme-wise and State-wise financial details are given in Annexure-I.

Up to FY 2024-25, ₹266.64 crore was released as incentives under the PLI Scheme. Under the Medical Device Parks Scheme, Central Grant of ₹209.80 crore has been released and ₹177.98 crore utilised. Under SMDI, ₹101.50 crore has been approved under MIS-RID and ₹88.67 crore under the Common Facilities component, of which ₹20.62 crore has been released. Scheme-wise and State-wise financial details are given in Annexure-I.

Under the PLI Scheme, of the 27 PLI applications, 14 are MSMEs and none is a public-sector entity. The seven MIS-RID beneficiaries relating to high-precision instruments are MSMEs, of which four are start-ups. Medical Device Parks provide plots and common facilities for eligible manufacturers; Implementation status and state-wise data of beneficiaries of Scheme for promotion of Medical Device Park is at Annexure-I & at Annexure-II.

FDI data are maintained for the medical-devices sector as a whole. FDI inflows of ₹17,201 crore were reported in MediTech activities during FY 2021-22 to FY 2025-26. Year-wise details are given in Annexure-III.

The Department from time to time organizes awareness workshops, conferences and outreach programmes to promote the said Schemes among industry, research institutions and entrepreneurs to strengthen domestic medical devices manufacturing ecosystem of the country.  For PLI Scheme, so far, five rounds of applications have been invited and various stakeholder interactions were conducted. Under SMDI, five offline and four online awareness workshops were organised. The implementing agencies of the Medical Device Parks have also undertaken investor summits, roadshows, digital outreach, industry interactions and participation in national and international MedTech forums to publicise the schemes and attract investment.
