DGTS Mumbai Organises Webinar on GSTAT Procedures and Recent Clarifications

The Directorate General of Taxpayer Services, Mumbai Zonal Unit (DGTS, MZU), in association with the Associated Chambers of Commerce and Industry of India (ASSOCHAM U.P.-U.K.), organised a webinar on "GSTAT Procedure and Recent Clarification issued by GSTAT" on July 28, 2026. The webinar aimed to create awareness among taxpayers, tax professionals and other stakeholders about the procedures for filing appeals before the Goods and Services Tax Appellate Tribunal (GSTAT) and the latest procedural clarifications.
Shri Sumit Kumar, Principal Additional Director General, DGTS, welcomed the dignitaries and participants. He said that the operationalisation of GSTAT is an important step towards strengthening the GST dispute resolution system and helping taxpayers understand the appeal process.

Hon'ble Dr. Justice (Retd.) Sanjaya Kumar Mishra, President, GSTAT, explained the procedure for filing appeals before the Tribunal. He highlighted the newly introduced Token System and advised taxpayers to generate a separate token for each appeal. He clarified that the 60-day time limit for filing an appeal will be counted from the date of token generation. He also assured participants that technical issues on the portal would be addressed through continuous improvements.
Hon'ble Shri Rajiv Kapoor, Technical Member, GSTAT, explained the Tribunal's structure, jurisdiction, e-filing process, timelines, pre-deposit provisions and common filing mistakes. He also highlighted that taxpayers can generate a token by July 31, 2026, and complete the appeal filing within 60 days.
Er. D. P. Singh, President, ASSOCHAM U.P.-U.K., and CA Umesh Sharma, Central Council Member, ICAI, appreciated the taxpayer-friendly initiatives under GSTAT and emphasised the importance of stakeholder feedback and capacity building.
The webinar also featured expert presentations by CA Vinod Sharma and Shri Sanjeev Ahuja, IAS (Retd.), on GSTAT procedures and important judicial developments under GST law. An interactive question-and-answer session addressed practical and technical issues related to the GSTAT portal.
With this programme, DGTS Mumbai has organised 23 taxpayer outreach programmes since April 2026, reaffirming its commitment to promoting taxpayer awareness, voluntary compliance and better understanding of GST laws.
