The Ministry of Health and Family Welfare (MoH&FW) conducts an integrated survey namely National Family Health Survey (NFHS). The survey provides data on health and family welfare and associated domains like characteristics of the population, fertility and fertility preferences, family planning, maternal and child health, nutrition, morbidity and healthcare, women’s empowerment, etc.

The National Family Health Survey (NFHS-5), conducted in 2019-21, provides, inter-alia, percentage of women and men aged 15-49 who own a house or land either alone or jointly. As per NFHS-5, 42.3% of women aged 15-49 years and 60.1% of men aged 15-49 years own a house alone or jointly in the country. Further, 31.7% of women aged 15-49 years and 42.3% of men aged 15-49 years own land alone or jointly.

Several Schemes of the Government of India promote asset ownership by women and their economic empowerment, such as Pradhan Mantri Awas Yojana (PMAY) - Gramin of Ministry of Rural Development, Pradhan Mantri Awas Yojana (PMAY) – Urban of Ministry of Housing & Urban Affairs, Mahila Samridhi Yojana of the Department of Social Justice and Empowerment and Deendayal Antyodaya Yojana- National Rural Livelihoods Mission of Ministry of Rural Development.

In accordance with the Framework for Implementation of the PMAY-G, allotment of house shall be made in the name of the woman or jointly in the name of the husband and wife, except in the case of a widower/unmarried /separated person/ transgender. PMAY(Urban) has also made a mandatory provision for the female head of the family to be the owner or co-owner of the house under this Mission.

Further, Department of Land Resources has addressed all States/UTs to introduce a Gender column in the Record of Rights (RoR). This initiative will facilitate capturing information on women land owners in land records.
