The major initiatives under White Revolution 2.0 are: formation of 75,000 new Dairy Cooperative Societies (DCS), strengthening of 46,422 existing Dairy Cooperative Societies and promotion of circularity and sustainability in the dairy sector. So far, 24,097 new DCSs have been formed, and 31,394 existing DCSs have been strengthened to enhance cooperative Milk procurement. Two new multi-state cooperative societies, viz. Gomay Sahkari Samiti Multi-State Limited (BGSSL) and National Cooperative Inputs and Services Delivery Multi-State Limited (CISDL) have been formed to promote circularity and sustainability in Dairy sector.

Under White Revolution 2.0, priority has been accorded to expanding dairy cooperative activities in villages and panchayats previously uncovered by cooperatives, across the country, including in the States of Maharashtra and Bihar. State-wise targets have been assigned for the formation of new Dairy Cooperative Societies (DCSs) and strengthening of existing societies under the initiative. The details relating to targets and achievements in respect of Maharashtra and Bihar are tabulated below:

The measures taken to strengthen dairy infrastructure, promote participation of women and small dairy farmers, and integrate cooperative institutions inter alia include:

1. Formation of new DCS in the areas hitherto uncovered by cooperatives for providing market access and remunerative prices to dairy farmers, promoting participation of women in small dairy farmers.
2. Funding support for Bulk Milk Coolers, Automatic Milk Collection Units, milk testing and quality equipment, processing and chilling infrastructure, and working capital and technical support to Dairy Cooperative Societies to strengthen dairy infrastructure.
3. Setting up of two MSCS for promotion of circularity and sustainability in diary sector:
   • Gomay Sahkari Samiti Multi-State Limited (BGSSL) – for scientific manure management, including biogas and organic fertilizers.
   • Cooperative Inputs and Services Delivery Multi-State Limited (CISDL) – to ensure affordable access to input services such as feed, fodder, animal health, breeding, and technical support.

The expected outcomes of White Revolution 2.0 include:

1. Market access to small dairy farmers while ensuring fair remunerative prices.
2. Increased farmer income by promoting sustainable practices and creating circularity ecosystem of dairy.
3. Greater participation of women in the dairy ecosystem leading to economic empowerment and social recognition.
