Allocation of Foodgrains under PM-POSHAN

Education is part of the Concurrent List of the Constitution of India and most of the Government Schools and School Boards are under the administration of the State Government and Union Territory (UT) Administrations. PM POSHAN Scheme is implemented in partnership with the State Governments and UT Administrations. The overall responsibility for providing hot and nutritious meals to all children studying in Bal Vatika (just before class 1) and classes I to VIII of Government and Government aided schools lies with the State Governments and UT Administrations.

The Central Government provides 100% assistance for cost of foodgrains, transportation cost and cost of Management Monitoring & Evaluation (MME). As mandated under the Scheme, foodgrains are provided by Food Corporation of India (FCI). The allocation of foodgrains, as approved by the Programme Approval Board (PAB)- PM POSHAN are made to the State Nodal Department and the FCI. The foodgrains are allocated bi-annually by the Department of School.

Education and Literacy with the concurrence of the Department of Food and Public Distribution. The State-wise allocation of foodgrains during the last three years under PM Poshan Scheme is at Annexure-I. The Government of Uttar Pradesh has reported the district-wise number of children and foodgrains distributed under the scheme during the last three years is at Annexure-II. 

It is the responsibility of the FCI to ensure continuous availability of adequate foodgrains in its Depots (and in Principal Distribution Centres in the case of North East Region). It allows lifting of foodgrains for any month/quarter upto one month in advance so that the supply chain of foodgrains remains uninterrupted. FCI issues foodgrains of best available quality, which in any case is at least of Fair Average Quality (FAQ). FCI has also appointed a Nodal Officer for each State to take care of various problems in supply of foodgrains under the Scheme. The District Collector/CEO of Zila Panchayat also ensures that foodgrains of at least FAQ are issued by FCI after joint inspection by a team consisting of FCI and the nominee of the Collector and/or Chief Executive Officer, District Panchayat, and confirmation by them that the grain conforms to at least FAQ norms. FCI keeps samples of such foodgrains supplied by it for future verification and analysis which is available in case of any complaints regarding the quality of foodgrains supplied.

The scheme also provides elaborate monitoring mechanism i.e. Empowered Committee under the Chairpersonship of Hon’ble Union Education Minister, Programme Approval Board (PAB) under the Chairpersonship of Secretary (DoSE&L), State Steering-cum-Monitoring Committee under the Chairpersonship of Chief Secretary, District level Steering-cum- Monitoring Committee under the Chairpersonship of District Collector. The PM Poshan Guidelines provides a District Level Committee under the Chairmanship of Senior Most Member of Parliament (MP) of the district to monitor the scheme on quarterly basis.

The States and UTs have developed dedicated mechanisms for public grievance redressal, which are widely publicized and made easily accessible (like toll free call facility etc.). The nutritional norms prescribed under the Scheme are displayed at prominent places visible to the common public. Further, the following information are also displayed on weekly/ monthly basis:

  • Weekly menu and its ingredients
  • Quantity of food grains received and utilized
  •  Other ingredients purchased, utilized
  •  Number of children provided meals.
  • Roster of Community Members involved in the programme.
