STRENGTHENING NARCO COORDINATION CENTRE

Government has strengthened inter-ministerial and inter-agency coordination through restructured 4-tier (Apex, Executive, State & District level) Narco-Coordination (NCORD) mechanism by inclusion of various stakeholders at all four levels. It provides a structured, institutionalized platform for coordination among Central Ministries, State Governments and enforcement  agencies  for  monitoring drug trafficking, precursor diversion,

demand reduction and rehabilitation, resulting in improved enforcement outcomes and intelligence-sharing. NCORD has been consistently active and functional at the Apex, Executive, State and District levels. So far, 10 Apex NCORD meetings and 7 Executive NCORD meetings have been held to guide policy formulation, enhance inter-ministerial coordination and review the overall narcotics control framework. At the operational level, 272 State NCORD meetings and 16,187 District NCORD meetings have been conducted across the country, enabling coordinated enforcement action, intelligence sharing and regular monitoring of drug trafficking trends at the grassroots level. These meetings have strengthened cooperation among agencies, facilitated joint operations and supported focused interventions against drug trafficking networks operating across States. The status of implementation of directions of NCORD Committee meetings are regularly reviewed for further necessary action. Inputs of these NCORD meetings have been proved useful in drafting the Vision Document on Narcotics Control (2026–2029) by Narcotics Control Bureau (NCB). Further, an NCORD Portal has been created to act as a platform for all drug and NCB related information and also as a total Knowledge Management System (KMS) for all four tiers of the NCORD mechanism. It also acts as a repository of information on the anti-drug abuse initiatives of the Government of India. In

addition, initiatives like Madak-Padarth Nished Asoochna Kendra (MANAS) - 24x7 toll-free helpline (1933), National Integrated Database on Arrested Narco-Offenders (NIDAAN) portal, Mission SPANDAN– Partnership with spiritual institutions for awareness have emerged out of NCORD mechanism.

This was stated by the Minister of State in the Ministry of Home Affairs Shri Nityanand Rai in a written reply to a question in the Lok Sabha.
