REVISED TARGET FOR CONSTRUCTION OF HOUSES UNDER PMAY-G

During the last five financial years (FY 2021-22 to FY 2025-26), a total target of 2.13 crore houses has been allocated to the States/UTs under PMAY-G. Against this, 1.95 crore houses have been sanctioned, and 1.21 crore houses have been constructed. The State/UT-wise details of targets allocated, houses sanctioned, houses constructed and houses under construction are provided in Annexure-I.

 

During the last five financial years, a total Central share of Rs. 1,31,100.02crore has been released to the States/UTs by the Ministry, while Rs. 2,17,896.40 crore (including both Central and State share) has been spent under the scheme. The State/UT-wise details of Central share released by the Ministry and utilization during the last five financial years by is provided in Annexure-II.

 

The Ministry of Rural Development is implementing the Pradhan MantriAwaasYojana- Gramin (PMAY-G) w.e.f. 1st April 2016 to provide assistance to eligible rural households for the construction of Pucca houses with basic amenities to achieve the objective of "Housing For All" in rural areas. The scheme seeks to provide assistance for the construction of 4.95 crore houses by 31.03.2029. At present, a target of 4.18 crorehouseshas been allocated to the States and UTs, and State/UT wise number is given in Annexure- III.

 

The release of PMAY-G funds had withheld/delayed in certain cases where serious irregularities in implementation were reported and satisfactory corrective action was not established.

 

In the case of Odisha, complaints alleging irregularities in the implementation of PMAY-G were verified through inquiries by the State Government and Central Teams deputed by the Ministry. The inquiries revealed deficiencies relating to beneficiary selection, construction quality, inspections, branding of PMAY-G houses and compliance with scheme guidelines. Accordingly, the State Government was directed to take corrective and disciplinary action and submit an Action Taken Report (ATR). Since the ATR initially submitted by the State was not found satisfactory, the release of subsequent instalments of Central assistance was withheld pending satisfactory compliance. The State Government has since taken the required corrective and disciplinary measures and submitted a satisfactory ATR. Accordingly, the release of PMAY-G funds to the State has been resumed.

 

In the case of West Bengal, following the allocation of targets from the finalized Awaas+ 2018 survey lists in November 2022, complaints regarding irregularities in the implementation of PMAY-G were received. These complaints were verified through National Level Monitoring (NLM) teams and Senior Officers Teams following which release of Central share of funds was withheld from FY 2022-23 onwards. The ATR submitted by the State is currently under examination.
